These are practical steps to concretize the contents of cooperation in science and technology and digital transformation, which were signed by the two sides in the Cooperation Agreement in November 2024. In the spirit of proactiveness, openness and effective cooperation, Dien Bien province wishes to develop practical initiatives with Saint Petersburg, contributing to promoting the process of modernizing public administration and improving the quality of people's lives.
At the Saint Petersburg One-Stop Center - a unit providing public services to the people, the delegation was given an overview of the process of receiving, processing and returning administrative procedure results; visited the actual operating model of the Center as well as the technological solutions integrated in the process of serving the people.
Comrade Le Thanh Do highly appreciated the operational efficiency of the model, especially the comprehensive digitalization capability and user-friendliness, thereby bringing transparency, speed and efficiency in serving the people. At the same time, the Chairman of the People's Committee of Dien Bien province also affirmed that Dien Bien province is particularly interested in the ability to synchronize and integrate these models with the national database system and existing technology platforms in Vietnam. This is considered a suitable step to realize the goal of promoting comprehensive digital transformation of the province in the coming time.

Next, the delegation visited the Saint Petersburg City Security and Monitoring Center. This is a center that operates a high-tech urban monitoring system, integrating artificial intelligence, big data and advanced digital platforms. The Dien Bien delegation was introduced to the system for detecting and handling violations; methods of monitoring urban security and order; technology to support propaganda, prevention and early detection of risks of social insecurity. The two sides also exchanged experiences on organizational mechanisms, cooperation plans and future technology transfer orientations according to the wishes of Dien Bien province.

The Chairman of the Dien Bien Provincial People's Committee also affirmed that he will direct the functional agencies, experts in digital transformation and science and technology of the province to participate in programs and seminars invited by Saint Petersburg, thereby researching, evaluating and proposing implementation steps suitable to the actual conditions of the locality.
Working sessions at important facilities such as the One-Stop Center and the Monitoring Center helped the delegation learn and gain international experience in digital transformation, modernizing public administration and building a smart urban model, suitable for the development trend of Dien Bien province.
