Provincial National Assembly Delegation: Field survey, direction to resolve backlog of National Highway 28B renovation project

BTO-On the morning of June 4, the Provincial National Assembly Delegation conducted a field survey of National Highway 28B through Bac Binh District. The survey team was led by Deputy Head of the Provincial National Assembly Delegation Nguyen Huu Thong. Also participating were representatives of the Department of Construction, Department of Agriculture and Environment, Project Management Board 5, Vietnam Road Administration and Bac Binh District People's Committee.

According to Project Management Board 5, by early June 2025, site clearance had reached about 67%, equivalent to 34/51 km of the entire route, of which Package XD01 reached 59% and Package XD02 reached 96%. The Provincial People's Committee has also decided to convert the purpose of using 19.73 hectares of forest to serve the project, however, the progress of felling and harvesting trees is still slow, reaching only about 90% as of June 1 and there are still scattered trees that have not been transported, causing traffic safety problems in the section Km33-Km52.

At the same time, the Song Luy Protective Forest Management Board has issued a document requesting that no impact be made on the natural forest area until all relevant procedures have been completed. Project Management Board 5 requests that the relevant authorities, especially the Department of Agriculture and Rural Development, urgently direct the speeding up of the cutting down, recovery and handover of each cleared site before June 10, 2025 to ensure the supply of fill soil for synchronous construction. In addition, the locality needs to promptly approve the conversion of land use purposes and the recovery of an additional 50.63 hectares of land (including production forests, protection forests and other lands) according to Resolution No. 17/NQ-HDND dated April 2, 2025 of the Provincial People's Council, and at the same time complete the compensation procedures and payments to the people to speed up the handover of the site.

After directly surveying the entire route of the 28B road project - the connecting section from Bac Binh district ( Binh Thuan province) to Lam Dong province, delegate Nguyen Huu Thong - Deputy Head of the National Assembly Delegation of Binh Thuan province - commented: This is a project that plays a particularly important role in the regional linkage strategy, especially in the context of implementing the policy of arranging provincial-level administrative units, towards developing a continuous space between Lam Dong - Binh Thuan - Dak Nong.

This route not only plays a simple traffic connection role, but also serves as an axis for transporting essential goods, especially agricultural products, flowers, and vegetables from the Lam Dong highlands to Vinh Tan seaport, serving domestic consumption and export. At the same time, this route also contributes to shortening the distance, creating favorable conditions for people of the two provinces to travel, promoting tourism, trade, services, and regional economic integration.

Through the survey, delegates acknowledged the sense of responsibility and participation of units from local authorities to investors and contractors. Although there are still many difficulties in site clearance, legal procedures, and relocation of technical infrastructure, the project has a specific volume and progress is being implemented step by step. This is a positive signal showing that the project's movement is substantial.

However, the delegate also frankly pointed out that the overall progress is still slow compared to the requirements. The project has been fully allocated public investment capital with a total amount of over 1,400 billion VND, and has received close attention from the Government. If there are no more synchronous and drastic solutions, it will directly affect the efficiency of public investment, disbursement progress, as well as slow down the socio-economic development process of the region.

The delegates requested the local authorities, especially the People's Committee of Bac Binh district, to focus on resolving the compensation and site clearance work, clearly classifying two groups: For households that have agreed, it is necessary to hand over early; for those that have not agreed, it is necessary to complete legal documents, organize enforcement according to regulations, and ensure that the progress of the entire route is not delayed. Technical infrastructure management units need to urgently coordinate to relocate electricity, telecommunications, and water supply and drainage systems, creating conditions for handing over clean sites to the construction unit.

The Project Management Board and contractors need to speed up the construction progress in a rolling manner, implementing as soon as the site is available. Absolutely do not let machinery and equipment wait due to site clearance problems. District authorities need to fully fulfill their responsibilities before the merger, avoiding the situation of shifting responsibility to the commune level later, causing congestion in implementation. The section from Vinh Hao Expressway to Lam Dong province needs to be prioritized for completion in 2025. The remaining sections need to have a specific roadmap and progress, not allowing work to pile up at the end of the year, causing pressure on disbursement.

The 28B Road Project is not only an infrastructure task but also an indicator of the organizational and operational capacity and spirit of action of the entire political system in the new context. If done well, this will be a project connecting trust - between the Party's will, the people's will and the determination to develop the region after the merger. Therefore, delegate Nguyen Huu Thong suggested that sectors and levels from the province to the grassroots level need to continue to coordinate closely, act synchronously, and remove specific bottlenecks - so that the project is not only completed on schedule, but also becomes a bright spot in implementing the major policies of the Party and Government on developing synchronous, modern infrastructure, connecting regions and promoting rapid and sustainable growth.
