(BLC) - On the morning of February 20, the monitoring delegation of the Provincial National Assembly Delegation supervised the topic "Implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of operations of public service units in the period of 2018 - 2023" at the Department of Natural Resources and Environment.

The Supervisory Delegation included comrades: Hoang Quoc Khanh - Deputy Head of the Provincial National Assembly Delegation, Deputy Head of the Supervisory Delegation; Hoang Thanh Binh - Deputy Commander of the Provincial Military Command, National Assembly delegate of the 15th tenure, member of the Supervisory Delegation; Tao Van Giot - Secretary of Tam Duong District Youth Union, National Assembly delegate of the 15th tenure, member of the Supervisory Delegation; leaders of the Provincial Vietnam Fatherland Front Committee, Department of Home Affairs, Legal Committee (Provincial People's Council), Office of the National Assembly Delegation and Provincial People's Council.

Comrade Mai Van Thach - Provincial Party Committee member, Director of Department of Natural Resources and Environment passed the summary report.

At the monitoring session, the leaders of the Department of Natural Resources and Environment approved the summary report "Implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units in the period of 2018 - 2023". Accordingly, the Department of Natural Resources and Environment has completed the tasks of arranging and perfecting the organization of the state administrative apparatus and public service units under the management of the Department according to Plan No. 18-KH/DU dated February 26, 2018 of the Department's Party Committee; Plan No. 277/KH-STNMT dated April 2, 2018 of the Department on implementing Resolution No. 18, Resolution No. 19-NQ/TW of the 12th Party Central Committee. Arranged, merged, and reorganized 5 service units to 3 units.

The work of streamlining the organization, apparatus, payroll, restructuring the staff, civil servants, and public employees, and merging departments and units has received high consensus from cadres and party members, creating a premise for socio -economic development. The gradual promotion of financial autonomy for public service units has created a new change in the thinking and awareness of civil servants and public employees. Up to now, 2/3 of service units have self-sufficiently ensured regular expenditures on the basis of proactiveness, focusing on effectively exploiting and using assets and resources to deploy and expand service activities, better serve the people, increase revenue, improve income, reduce regular expenditures for the budget... After the apparatus was reorganized, it quickly stabilized and went into operation to meet the requirements of the tasks.

The Department has promptly and synchronously implemented the work of law making in all fields. The legal documents submitted by the Department to the Provincial People's Council and Provincial People's Committee for promulgation ensure the requirements according to the provisions of law, and the quality is increasingly improved.

Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference of the 12th tenure and the tasks assigned by the Provincial People's Committee, the Department has proactively organized, deployed, and implemented to ensure the progress set out according to the plan, ensuring quality, the Department's apparatus has been streamlined, operating effectively and efficiently. Specifically: the entire administrative and public service sector has been reorganized and reorganized to reduce the number of employees; the number of staff has been streamlined due to the arrangement to reduce the number of employees, reduce budget expenditures for the number of employees; the number of deputies has been reduced due to the arrangement. Currently, the number of deputies of public service units under the Department does not exceed the number of deputies prescribed by each unit. Up to now, the land fund development centers in Lai Chau province are under the district-level People's Committees.

The Department of Natural Resources and Environment recommends to the National Assembly and the National Assembly Standing Committee: to promptly promulgate the Law on Public Service Units to create a unified and synchronous legal basis for public service units. For the Government, ministries, ministerial-level agencies, and agencies under the Government should promptly promulgate economic and technical norms for each activity and field for localities to use as a basis for promulgating or amending and supplementing economic and technical norms and cost norms; at the same time, it should serve as a basis for promulgating unit prices and prices of public service units using the state budget in the management fields prescribed in Article 4 of Decree No. 60/2021/ND-CP to suit the actual situation in the locality.

For the Provincial People's Committee: promulgate prices for public services performed at the Land Registration Office and the District-level Land Registration Office Branch, and at the same time have a mechanism for placing orders with the Land Registration Office for the performance of public services performed at the Land Registration Office and the District-level Land Registration Office Branch. Assign public service units that self-insure regular expenses to have the authority to decide on the number of employees according to the provisions of law, according to the financial capacity of the unit...

Speaking at the monitoring session, specialized departments and public service units under the Department of Natural Resources and Environment expressed their opinions focusing on the following contents: difficulties and obstacles in the process of organizing and implementing tasks after the merger; proposing solutions such as: increasing the number of staff for the Centers; organizing recruitment for additional positions; equipping additional equipment and machinery to perform professional tasks...

Concluding the supervision session, Comrade Hoang Quoc Khanh - Deputy Head of the Provincial National Assembly Delegation, Deputy Head of the Supervision Delegation acknowledged and highly appreciated the spirit of the Department's work with the Supervision Delegation; the report was relatively detailed; the Department strictly, promptly and fully implemented the requirements of the province as well as the programs, projects and plans of the province on reorganizing public service units according to the schedule and plan. He pointed out the shortcomings and limitations, and at the same time requested the Department to promptly advise the Provincial People's Committee on the proposed contents; the contents under the authority of the National Assembly, the Government, the Supervision Delegation requested the Department to fully summarize in the report for the Supervision Delegation to send to the Ministry of Natural Resources and Environment, the Government, the National Assembly for consideration and resolution.
