On August 17, the Inspection Delegation of the Steering Committee for the implementation of Program No. 09-CTr/TU dated November 11, 2021 of the Provincial Party Committee on building and innovating mechanisms and policies to improve the investment and business environment, attracting strategic investors, led by Comrade Nong Thanh Tung, Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Council, worked with Hoa An district.

Implementing Program No. 09-CTr/TU of the Provincial Party Committee, Hoa An district proactively reviewed investment calling projects of each field and each industry that have been planned to approach and introduce to strategic investors, requesting investment policies for projects using provincial capital such as: The bridge project across Bang Giang river connecting the expanded Nuoc Hai town area; Project to adjust the zoning plan of the expanded town; Project to build the district's central cultural house; Eco-tourism and resort project in Na Man hamlet, Ngu Lao commune (Thien Mon Ngu Lao); Cun stream experience tourism project; Hoa An district heritage road experience tourism project.

Regarding the administrative reform index in 2022, the district achieved 84.32 points, ranked 5/10 units; the competitiveness index (DDCI) reached 67.48 points, ranked 2/10 units. The total number of records received and resolved at the district-level One-Stop Department was 11,942 administrative procedures, of which the results of resolving administrative procedures (TTHC) at the district level were 10,426, and the results of resolving online-received administrative procedures at levels 3 and 4 were 417. In the reform of administrative procedures in the land sector, up to now, 294/344 records have been resolved, reaching 85.5% of the records for granting and exchanging certificates, with no late records, publicly and transparently disclosing information on planning, compensation and site clearance; building and implementing mechanisms and policies to ensure maximum benefits for people whose land is recovered to implement investment projects.

The district recommends: The Provincial People's Committee should develop and issue a separate mechanism for tourism investment to attract investors interested in and wanting to invest in developing tourism in Cao Bang in general and Hoa An district in particular, creating a driving force for socio-economic development; support funding for infrastructure investment in some areas according to the adjusted project, expanding the general planning of Nuoc Hai town until 2035. For the agricultural sector, support production according to the value chain, reduce procedures in the file appraisal stage; the province should adjust and supplement tobacco into the list of endemic plants to receive support according to Resolution No. 4; research and build a factory to process agricultural products, there is no cold storage for preserving agricultural products...

Concluding the working session, Vice Chairman of the Provincial People's Council Nong Thanh Tung requested the Standing Committee of Hoa An district to continue to lead and closely direct the implementation of Program No. 09 of the Provincial Party Committee; pay attention to investment promotion and calling for businesses to invest in the fields of agriculture, tourism, and urban areas in the area; reduce administrative procedures related to business investment and administrative reform. Strengthen inspection, supervision, land management, site clearance for hydropower projects; reasonably arrange the use of officials to perform administrative procedures, especially officials working directly with people and businesses to create a friendly environment and attractiveness to attract investment in the district.
