"Relax" recruitment conditions, increase benefits
In recent months, at most of the mobile job fairs, job fairs, and online trading floors organized by Bac Ninh Employment Service Center No. 1, the human resources department of FuKang Technology Co., Ltd. The company also applies information technology to recruit online, calls workers directly, and uses social networks to communicate recruitment policies. Enterprises proactively connect with employment service centers in provinces and cities with abundant labor supply and go directly to the locality to recruit people. At the same time, they call on working workers to introduce relatives and friends to apply.

Ms. Dang Thi Thuong, the company's recruitment department, said: "Currently, the company creates stable jobs for more than 10,000 workers and needs to recruit 2,000 more people, mainly unskilled workers. To recruit enough human resources for production, from March 1, the board of directors decided to increase the basic salary for workers from 5.3-5.6 million VND/person/month. New workers, upon signing the contract, will receive allowances such as housing, transportation, diligence, and meals at the same level as old workers, ensuring that the total average monthly income (including overtime) is not lower than 9 million VND/person. In particular, every week, the company organizes a program to welcome new workers to create opportunities for exchange and sharing so that workers can integrate into the new working environment and feel secure in their commitment." Although many solutions have been applied in recruitment, up to now, the supply of human resources has not met the needs of businesses.
Similarly, Dreamtech Vietnam Co., Ltd. (VSIP Industrial Park) is also in need of recruiting 1,000 workers with general qualifications. From now until the end of the year, on average, the company will register to recruit about 800 people each month to meet the requirements of the new product manufacturing project. In order to encourage workers to apply, the company only sets out conditions such as: being agile, healthy, enthusiastic in work, and able to work in shifts. At the same time, workers receive a starting salary of 5.3 million VND/person/month; are supported with free shuttle bus and dormitory. After the interview, workers can go to work within the week. Immediately after signing the contract, workers are trained for free at the factory until they can meet the job requirements in the production line. Mr. Nguyen Van Cong, Head of Recruitment and Training Department said: “We have determined that September is always a difficult time for recruitment because large corporations and companies have a need to recruit large numbers and offer many incentives to compete. Therefore, we will proactively grasp information to promptly propose to the board of directors to adjust and apply new recruitment policies to attract human resources”.
Actively support and meet supply needs
According to the statistics from Bac Ninh Employment Service Center No. 1 and Bac Ninh Employment Service Center No. 2, at this time, there are more than 2,400 enterprises in the province registering to recruit workers with more than 108,000 vacant positions. Of these, nearly 60,000 people are in the electronics industry; the rest are workers in the garment, mechanical, and service industries... Some electronics enterprises registering to recruit large numbers of workers include: Goertek Vina Co., Ltd., Que Vo Industrial Park (15,000 people); Newwing Interconnect Technology Co., Ltd. (Van Trung), Van Trung Industrial Park (3,000 people).
Discussing the current reality of the electronics labor market, the representative of the leader of Bac Ninh Employment Service Center No. 1 said: When the supply cannot meet the demand, it will more or less affect the production and business activities of enterprises. Because when there is a shortage of workers, enterprises are forced to adjust their plans as well as change the production expansion roadmap, making it difficult to meet the requirements of progress and quality of orders.

However, this is also a positive signal of the labor market in recent years. Because employers want to attract new workers and retain old ones, they are forced to have preferential policies. The situation of enterprises laying off middle-aged workers to replace them with young workers or "job-hopping" workers that happened in the past is almost gone now. When urgently needing to recruit workers, many students after graduating from high school or final year students, newly graduated will have the opportunity to intern, work part-time in the form of seasonality, helping to increase income and accumulate experience.
After the merger, Bac Ninh province has a young workforce of nearly 1.9 million people of working age. However, to balance labor supply and demand, especially at a time when many businesses need to recruit large numbers of workers in the same industry, it requires synchronous solutions from all levels, sectors and localities. The Department of Home Affairs - the state management agency in this field focuses on implementing solutions to disseminate and inform about the labor recruitment needs of businesses to localities; continue to replicate training linkage models by address, on-site training. At the same time, direct Bac Ninh Employment Service Center No. 1 and Bac Ninh Employment Service Center No. 2 to actively apply information technology and digital transformation to innovate labor supply and demand connection activities, ensuring that they are correct, accurate and close to the needs of all parties; increase the organization of online job fairs and mobile job fairs in provinces with abundant labor forces. According to Mr. Tran Van Ha, Deputy Director of the Department of Home Affairs, the sustainable solution for businesses to attract and stabilize human resources is still to apply appropriate recruitment policies and better benefits for employees.
