The unclear legal corridor and disharmonious interests force businesses to "ask for help" from provincial leaders.
Cannot install or connect
Although enterprises are actively studying regulations to invest in solar power systems, they encounter many difficulties in registration, connection and operation procedures. The main reason is that there are no specific instructions on the process and procedures for installing solar power systems, and project implementation and connection depend on the unit managing the industrial park infrastructure.
General Director of YKK Vietnam Co., Ltd. (Nhon Trach District) Yuji Furukawa said that the company is pursuing the goal of developing green industry. The company has cooperated with investors from Japan to develop a solar power system at the factory in Nhon Trach 3 Industrial Park. According to current regulations, the company is allowed to buy and sell electricity directly through its own power lines. However, contrary to the company's efforts, the electricity retailer for Nhon Trach III Industrial Park gave many different reasons why the company could not implement this project.
Dong Nai currently has 37 established industrial parks, of which 32 are operating with more than 2,200 domestic and foreign investment projects. The province’s industrial parks have good infrastructure, high factory density and the province has many hours of sunshine throughout the year… which are ideal conditions for developing solar power. |
“This is a very important project for the company’s business strategy. We hope that the Provincial People’s Committee and the Department of Industry and Trade will support us in implementing it. We are ready to provide all information and cooperate well with the authorities if requested,” said the General Director of YKK Vietnam Co., Ltd.
General Director of Renze Textile Joint Stock Company (Nhon Trach District) Nguyen Cao Viet shared that the company belongs to Texhong Group - one of the largest cotton and textile manufacturers in the world . In 2022, the company planned to invest in a solar power system but has not been able to do so yet due to problems with the connection point agreement with the industrial park infrastructure investor. This makes it impossible to meet the "green" criteria for energy, and the company has lost many orders.
“The project the company plans to implement is 30MW, not exceeding the power usage capacity of the factory, has an anti-reverse generation system, has a 5MW battery storage system; does not share transformer stations, does not share power lines with other companies. The company sent documents twice but the investor of the industrial park infrastructure did not respond. In addition, they also sent documents to the provincial authorities requesting the revocation of the certificate of registration for self-produced and self-consumed solar power development,” Mr. Viet stated.
Ms. Pham Thi Mung, representative of Schaeffler Vietnam Co., Ltd. (Amata Industrial Park), said that the company had completed the investment in the solar power system, had sent documents and legal records to the investor of the industrial park infrastructure but had not yet received approval for connection. This caused the company to suffer a “double” loss: no renewable electricity to use and a waste of invested resources.
Waste of clean energy
Currently, many enterprises have investment plans, financial resources and selected construction partners, and have even completed the installation of solar power systems. This is considered a clean source of electricity, but when contacting the industrial park infrastructure investor, there is no response or a reason for refusal. As a result, the investment process is prolonged, losing the opportunity to optimize production, especially in the context of increasing electricity prices and "green" criteria becoming mandatory requirements from international partners.
Deputy Director of the Department of Industry and Trade Thai Thanh Phong said that many enterprises want to install solar power systems to both save electricity costs and meet export market standards, but they have difficulty in reaching agreements with industrial park infrastructure investors on connection. Specifically, power units do not, or do not implement them in accordance with the agreement, do not agree on connection points and investment boundaries; do not coordinate in the acceptance of on-site monitoring and control systems and information connection with the collection, monitoring and control systems of the distribution dispatch level according to regulations.
The lack of cooperation between industrial park infrastructure investors in developing renewable energy not only affects production efficiency, but also slows down the progress of enterprises in the green transformation roadmap, circular production, greenhouse gas emission reduction and sustainable development. This is also a big challenge for the province in achieving the goal of net zero emissions by 2050.
Vice Chairman of the Provincial People's Committee Duong Minh Dung said that the difficulties that enterprises face in developing renewable energy have limited their export capacity and the competitiveness of goods produced in the province; affecting orders and the lives of workers. Using 100% of electricity from the national grid puts pressure on the electricity infrastructure in the area; causing waste of invested resources but slow to put into exploitation and use. In addition, this affects the target of double-digit economic growth and the investment environment of the province.
Therefore, the provincial leaders requested that power units operating in the industrial park agree on connection points and investment boundaries within 5 working days from the date of receiving the request from organizations and individuals investing in developing solar power sources. Create favorable conditions for organizations and individuals to develop self-produced and self-consumed solar power sources according to the law. Coordinate with Dong Nai Electricity One Member Co., Ltd. to evaluate self-produced and self-consumed solar power sources to generate surplus electricity into the national power system to ensure safe operation of the power system. Monitor and inspect the development of self-produced and self-consumed solar power sources in the management area according to the law.
