From July 1, 2025, the People's Committee at the commune level will issue red books to people instead of the current district level. This is a new content stipulated in Decree No. 151/2025/ND-CP issued on June 12 by the Government on the division of authority of local authorities at 2 levels, decentralization, and decentralization in the field of land.

Accordingly, the Chairman of the Commune People's Committee will have the authority to issue certificates of land use rights and ownership of assets attached to land. In addition, the commune level will also re-determine the residential land area and issue certificates of land use rights.

When merging at the commune and provincial levels, the land procedure settlement agency is not required to require people to go and correct their land records themselves. This will be done simultaneously when people complete the procedures or when there is a need. This means that people can use their current land documents until they expire, and when they re-issue new land documents, there is no fee.
