Editor's note: On January 24, 2019, the Politburo issued Resolution No. 43-NQ/TW on building and developing Da Nang city to 2030, with a vision to 2045. This is an important document with strategic and long-term orientations, opening up many opportunities, mechanisms, and policies to develop Da Nang into a regional center. After nearly 5 years of implementation, the city has achieved many important results, demonstrating a dynamic, creative, and consensus spirit to join hands in developing Da Nang in the spirit of the resolution. From today's issue (November 14), Da Nang Newspaper opens a column "5 years of implementing Resolution 43-NQ/TW", recognizing outstanding results in implementing the resolution in various fields.

Implementing Resolution No. 43-NQ/TW dated January 24, 2019 of the Politburo on building and developing Da Nang city to 2030, with a vision to 2045, the city has actively innovated its growth model, promoted new driving forces and restructured economic sectors and fields. The city is also focusing on developing key economic sectors.

Industrial development, economic restructuring

Currently, the city is accelerating the implementation of procedures related to the selection of investors to build infrastructure for industrial parks and industrial clusters to increase land funds to attract investment, contributing to the implementation of industrial development orientation and economic restructuring of the city. Along with that, the city is promoting investment attraction in high-tech industry, information technology and supporting industry; continuing to effectively organize and implement mechanisms and policies to support enterprises in investing in production, expanding product consumption markets...

Deputy Director of the Department of Planning and Investment Le Minh Tuong shared: “In the first 10 months of 2023, the city has issued investment policy decisions and investment registration certificates for projects outside industrial parks and concentrated Information Technology Parks with a total investment capital of up to 40,947 billion VND, reaching 500% over the same period in 2022. Total foreign direct investment (FDI) capital attracted 176.835 million USD, reaching 135% over the same period last year, including 1 large-scale production project in Da Nang High-Tech Park.

We are trying to attract foreign investment, in the near future some investors will participate in auctions of land plots that the city is calling for investment in projects. We are trying to improve the investment environment and procedures for establishing and developing businesses as well as policies to support businesses.

According to the report of the City People's Committee on the results of implementing the goals, targets and tasks of the mid-term of the 13th National Party Congress, the Resolution of the 22nd National Party Congress of the City, the internal structure of the industrial sector has clearly shifted and is in line with the restructuring direction of the sector. The processing and manufacturing industry has always shown itself to be a bright spot in economic growth, becoming a locomotive of development; the industrial production index (IIP) has increased over the years: 2019, 2022.

The internal structure of the processing and manufacturing industry continues to shift towards increasing the proportion of high-tech, high-value-added engineering industries such as: increasing the proportion of electronics, electrical equipment, mechanical engineering, machinery and equipment manufacturing, automobile and vehicle manufacturing and assembly, etc. Da Nang High-Tech Park and Concentrated Information Technology Park (phase 1) are invested in relatively complete, promising to be a new driving force that determines the economic restructuring of the city, through the development of high-tech applications and commercialization, and incubation of high-tech enterprises to serve the goal of improving the competitiveness of the economy.

Developing key economic sectors and fields

Also according to the report of the City People's Committee, the growth rate of gross regional domestic product (GRDP) in the 2021-2023 period is estimated to increase by 7.1% per year, which is a fairly high increase in the context that the city still has many difficulties and many obstacles and challenges that have not been thoroughly resolved and handled... GRDP per capita in 2023 is estimated to reach 4,500 USD.

Da Nang has initially formed key economic sectors such as: tourism, trade services, transportation, logistics, finance, banking, high-tech industry, information technology industry, high-tech agriculture. Accordingly, the information technology industry has gradually affirmed itself as one of the key economic sectors of the city with the total revenue of the entire information and communications industry in the period of 2021-2023 reaching 48,155 billion VND, an average increase of 6.4%/year, software export turnover reaching 376.5 million USD, an increase of 16.3%/year.

In the tourism sector, from 2021-2023, accommodation establishments in the city will serve 11.3 million visitors, an average increase of 32.5% per year, of which domestic visitors will reach more than 9.2 million, an increase of 29.4% per year, and international visitors will reach 2.1 million, an increase of 44.9% per year. Deputy Director of the Department of Tourism Tan Van Vuong said that in recent times, the city has actively implemented the project "Orientation for tourism development in Da Nang city to 2030, vision to 2045", focusing on renewing existing tourism products and preparing new, unique and characteristic products to create competitive advantages to attract tourists.

The city is focusing on promoting and advertising Da Nang destinations in new markets, restoring and promoting flight routes... The Department of Tourism has been coordinating with agencies and units to implement night-time economic activities, focusing on activities serving tourists (at night). The Department of Tourism will continue to coordinate with departments, branches, sectors and localities to implement a walking street on Bach Dang Street extending from Dragon Bridge to Nguyen Van Troi Bridge; from Nguyen Van Troi Bridge to the park on the east bank of Dragon Bridge...; at the same time, coordinate to implement the "River of Light" project, a "key" tourism product of Da Nang; upgrade and add new products and services on 2 coastal routes...

The city is developing and proposing mechanisms and policies to contribute to the innovation of the growth model and improve the quality of growth, such as proposing the Prime Minister to approve the project "Building Da Nang city to become a regional financial center"; developing a project to establish a duty-free zone in Da Nang city and sending it to the Ministry of Planning and Investment for appraisal and reporting to the Prime Minister (currently in the process of collecting opinions from ministries and branches)... The city is also focusing on developing seaports and airports associated with logistics services, one of the key economic sectors according to the orientation in Resolution No. 43-NQ/TW of the Politburo.
