Son La Province Investment, Trade and Tourism Promotion Center has just coordinated with GREAT consultant and a group of consulting experts from Economica Vietnam to conduct a pilot test to perfect the methodology and survey tools for the Department, Sector and Local Competitiveness Index (DDCI).

The Provincial Center for Investment, Trade and Tourism Promotion works with GREAT consultants, a group of consulting experts from Economica Vietnam.

On November 20, 2024, the People's Committee of Son La province issued Decision No. 2447/QD-UBND approving the proposal "Improving the investment and business environment in Son La through enhancing the competitiveness of departments, branches, districts and cities in the period of 2024 - 2027" under the GREAT 2 Project. The main partner is the Provincial Center for Investment, Trade and Tourism Promotion and the technical partner is Economic Management Consulting Joint Stock Company (Economica Vietnam).

After the reorganization of the two-level local government apparatus, the name of the Competitiveness Index at the department, branch and district levels was adjusted to the Competitiveness Index at the department, branch and local levels to ensure consistency with the organizational structure and practice. Mr. Dao Van Quang, Deputy Director of the Provincial Investment, Trade and Tourism Promotion Center, said: The new point of DCCI 2025 is the update of the two-level local government organization model into the assessment toolkit. This year's DCCI will be adjusted according to three blocks: Block of provincial departments, branches and branches; Central vertical block located in the area and block of communes and wards. This approach helps to more accurately reflect the quality of administration, public service provision as well as improve the investment environment.

Not only focusing on comparison and ranking, DCCI 2025 aims to provide a comprehensive picture of management capacity, identify bottlenecks, and recognize innovation efforts. In addition to general indicators to ensure comparability, the toolkit is also specifically designed according to the functions and tasks of each unit.

Dr. Nguyen Phuong Bac, project consultant, said: The approach combines questionnaire surveys and in-depth interviews to obtain both quantitative data and qualitative analysis, thereby more clearly identifying bottlenecks in the business environment. DCCI 2025 will not only stop at ranking, but focus on honestly reflecting the feelings of enterprises, cooperatives, and business households about the quality of management of departments, branches and localities. From there, Son La province can plan more appropriate and practical policies to improve competitiveness.

In 2025, online surveys will be promoted, accounting for about 30% of the total sample, focusing on groups of enterprises, cooperatives, and business households with good access to technology. In the following years, this rate will continue to increase, towards comprehensive digital transformation in survey work.

Notably, DCCI 2025 also adds criteria to the green and sustainable development pillar, integrating elements of green growth, applying science and technology, encouraging female enterprises, ethnic minorities and people with disabilities to participate in the survey. Thereby, Son La province hopes to create a transparent and friendly investment environment, linking economic growth with environmental protection and social justice.

A team of experts worked and tested the questionnaire at the Department of Finance.

In the field of finance and budget, the Department of Finance attaches importance to indicators reflecting transparency and efficiency in public expenditure management, while promoting digital transformation to reduce time and costs for businesses and cooperatives. DCCI results are an important source of data to help the Department improve processes, improve public finance advisory capacity and increase the satisfaction level of the business community. Listening to feedback from businesses, cooperatives and business households through DCCI is also a measure of service level and operational efficiency, contributing to building a modern and public administration.

In addition, restructuring the DCCI summary report will help departments and branches easily identify strengths and weaknesses, clearly identify causes and solutions for improvement. Every year, agencies base on the DCCI results to adjust action plans, especially in administrative reform, budget revenue and expenditure management and public service provision.

From the business community, Mr. Vu Van Hop, Head of Human Resources Administration, Phuc Sinh Son La Joint Stock Company, shared: DCCI is a very useful tool for businesses to reflect on the reality of difficulties and obstacles in the process of accessing policies. For us, as an agricultural export processing enterprise, the important factors are quick and transparent administrative procedures and timely support from state agencies. In recent times, Son La province has made many clear improvements, especially in the fields of investment, land, credit and support for the development of raw material areas. We expect DCCI to continue to be an effective consultation channel for businesses to be heard, contributing to promoting a green and sustainable economy.

Business households are also surveyed in the DCCI 2025 toolkit. Including the voice of individual economic groups in the assessment helps to make the picture of the investment and business environment at the grassroots more multidimensional and realistic. Mr. Leo Van Yen, owner of a service business household in Chieng An ward, informed: Collecting opinions from business households in the DCCI survey is a very good way, helping us have the opportunity to reflect on actual operations, and at the same time clearly see the positive changes of the government apparatus in serving production and business establishments.

Along with that, strengthening the role of the Cooperative Alliance, Business Associations and business representative organizations in checking survey quality and organizing implementation will help DCCI results become more objective, transparent, and accurately reflect the operational status of each unit.

According to the plan, DCCI 2025 will survey 1,500 enterprises, cooperatives, and business households across the province, of which at least 30% are expected to be owned by women. The survey results will be announced in the first month of 2026, serving as an important basis for agencies and units to develop action plans to improve the investment and business environment.

DCCI Son La is considered a two-way feedback tool between the government and the business community. This is not only a "scoring" of management capacity, but also a forum for listening and dialogue, thereby promoting the spirit of service, creation and companionship of the government with businesses, cooperatives and business households.

With an innovative and scientific approach, DCCI 2025 will continue to create momentum to promote administrative reform, improve the quality of public service management, and contribute to building Son La into an attractive destination for investors.
