The team of commune-level civil servants is the "key of the key" in operating the two-level local government model.

In her concluding remarks at the working session, Deputy Prime Minister Pham Thi Thanh Tra suggested that Da Nang city continue to identify the implementation of the two-level government model in the first phase as a particularly important political task, in which building a team of commune-level civil servants is the "key of the keys".

On the afternoon of November 18, Deputy Prime Minister Pham Thi Thanh Tra and her delegation had a working session with Da Nang city on the results of the implementation of the organizational arrangement of the political system and the operation of the 2-level local government model in the city.

Working with the delegation, on the side of Da Nang city, there was comrade Le Ngoc Quang, member of the Party Central Committee, Secretary of the Da Nang City Party Committee and leaders of the city, departments, branches, Hai Chau and Thanh Khe wards.

Da Nang effectively operates the two-level local government model.

Reporting at the meeting, Vice Chairman of the People's Committee of Da Nang City Ho Quang Buu said that in implementing the 2-level local government, Da Nang City has closely followed the direction of the Central Government. After more than 4 months of implementing the 2-level local government model in Da Nang City, it has initially operated stably and smoothly, achieving positive results.

The organizational structure has been streamlined, operating effectively and efficiently, gradually promoting the advantages and superiority of the 2-level local government organization model. The government apparatus is close to the people, serving the people better, promoting the people's mastery, making an important contribution to promoting the city's socio-economic development.

Up to now, the City People's Committee and the Chairman of the City People's Committee have issued 4 decisions on decentralization and 29 decisions on authorization in the fields of finance, budget; construction; agriculture and environment; science and technology; food safety; pharmaceuticals; justice; health; diplomacy, culture...

Regarding generators and support for upgrading LAN, up to now, the City People's Committee has supplemented the budget to purchase generators for 14 communes with the amount of 3.5 billion VND and for 9 mountainous and island communes with the amount of 2.25 billion VND. The Department of Finance has advised the City People's Committee to approve the budget and supplement the targeted budget to support upgrading and renovating LAN systems for 88 communes and wards with the amount of 26.392 billion VND and for 2 communes and wards with the amount of 0.587 billion VND.

At the meeting, representatives of Hai Chau and Thanh Khe wards proposed that the Ministry of Home Affairs advise the Government to maintain the ward-level civil servant payroll for the 2026-2030 period, without implementing strict streamlining according to the ratio. Allow additional payroll for wards with large population size and high workload, and promptly advise the Government to have a suitable plan to separate these specialized departments.

Propose that competent authorities consider and study the simplification of information fields when submitting online applications on the National Public Service Portal in the field of civil status to make it easier for people to do, thereby increasing the rate of people using online public services in this field.

Speaking at the meeting, comrade Le Ngoc Quang, member of the Party Central Committee, Secretary of the Da Nang City Party Committee clarified a number of issues regarding recommendations and proposals from the practical operation of the two-level local government in Da Nang City. At the same time, he hoped that the Central Government would continue to support and assist Da Nang in implementing the operation of the two-level local government.

Comrade Le Ngoc Quang affirmed that after more than 4 months of implementation, the two-level government apparatus has basically operated smoothly, commune and ward officials have made efforts to maintain operations; administrative procedures have been carried out in the spirit of being close to the people.

The two-tier local government model has proven effective in handling emergency situations during the recent severe storms, floods, and landslides, which are continuing to develop in a complex manner. The results show that the local government has thoroughly grasped, flexibly applied, and proactively mobilized local forces to respond to storms, floods, and landslides, and ensure people's safety.

Comrade Le Ngoc Quang also pointed out many difficulties such as unstable infrastructure in mountainous areas, many areas with low signal or no electricity; some localities lost files after handover; the large amount of files in wards caused pressure; and the lack of specialized staff. Some young staff, deputy staff, and department staff were still reluctant to go to the grassroots level, making it difficult to increase human resources at the commune level.

Concluding the working session, Deputy Prime Minister Pham Thi Thanh Tra deeply sympathized with the Party Committee, government and people of Da Nang city about the heavy damage caused by floods and believed that with the timely and close involvement of the city's leaders, the situation would soon be resolved and people's lives would be stabilized.

The Deputy Prime Minister highly appreciated the results that Da Nang city has achieved in recent times; especially the effective operation of the two-level local government apparatus. The merger of Da Nang city and Quang Nam city has taken place stably and effectively, creating new conditions and momentum for the city's development. The city's Party Committee and government have made great efforts to achieve the basic goals of Party building, socio-economic development and national defense and security in a very difficult context.

At the same time, it acknowledged the city's serious implementation of decentralization, flexible handling of practical issues; active administrative reform, innovation of operating methods, bringing about clear results in just the first 4 months of implementing the model.

Acknowledging the recommendations of Da Nang city as well as wards on difficulties and obstacles in the process of operating the two-level local government, the Deputy Prime Minister emphasized that, based on the achieved results, in the coming time, he suggested that Da Nang city focus on a number of key tasks.

Specifically, focus on building and improving the quality of the staff and civil servants at the commune level, considering this a key task. Complete the organization of the two-level local government apparatus, ensuring it is suitable to the requirements of the task, continue to review and complete the decentralization and delegation of power to strengthen the role and responsibility of the commune-level government in serving the people and creating development.

At the same time, promote digital transformation, apply information technology in local government activities and pay attention to ideological work, motivate and encourage staff and civil servants to overcome difficulties and complete their tasks well.
