Thai Nguyen currently has over 384,000 ethnic minority people, accounting for nearly 30% of the province's population. Among the 50 ethnic minority groups with people living and working in the province, nine groups have over 2,000 people: Tay, Nung, San Diu, San Chay, Dao, Mong, Muong, Thai, and Hoa. Over the years, ethnic minorities in the province have always received attention and support in all aspects, including support for housing and production land.

This ensures access to and use of land, contributing to the sustainable development of ethnic minority communities in Vietnam in general, and in Thai Nguyen in particular. Furthermore, to implement land policies for ethnic minorities, Thai Nguyen annually plans to support them with residential and agricultural land. From 2014 to 2017, the province provided agricultural land to 272 households, with funding exceeding 4 billion VND. In recent years, the province has focused more on supporting residential land for ethnic minority communities facing difficulties. In 2024 alone, the province plans to provide residential land to 27 households and fundamentally address the shortage of residential and agricultural land for these communities.

Recently, the Thai Nguyen Provincial People's Council issued a Resolution stipulating land policies for ethnic minority communities living in Thai Nguyen province. This is a significant policy, not only meeting the needs for housing and production land, increasing income, and contributing to poverty reduction in ethnic minority areas... The Resolution also specifies several support contents such as: land for community activities, residential land, agricultural production land, support for leasing non-agricultural land other than residential land, and funding sources and land funds for implementing the policy. The Resolution concretizes the 2024 Land Law to suit real-life situations, creating a legal framework for functional agencies at all levels to perform their tasks conveniently and effectively.

Evaluating the effectiveness of ethnic minority policies in Dong Hy district, according to Mr. Nguyen Van Ngoc, Secretary of the Dong Hy District Party Committee, the Resolution clearly defines the eligible beneficiaries. These include ethnic minority people without community land; individuals from ethnic minority groups without residential land or with insufficient residential land compared to the allocated limit; and those with no or less than 50% of their agricultural land in use compared to the allocated limit. This makes practical application much easier. Furthermore, the Resolution clearly states that the district-level People's Committee will allocate a minimum of 300m2 of land for community living areas in ethnic minority communities. Many localities have responded positively to this, as many mountainous and highland areas can allocate community land for ethnic minority people in suitable locations.

Mr. Cao Thanh Cuong, an official from the Department of Natural Resources and Environment of Dai Tu district, said that with such clear regulations, specialized departments at the district and commune levels will not face difficulties in implementing the 2024 Land Law. This will help ethnic minority and mountainous communities gradually rise out of poverty.

It is known that currently, ethnic minority households account for approximately 55% of the total number of poor households in Thai Nguyen province. Therefore, land policies for ethnic minorities, once implemented, not only concretize the State's guidelines and policies in line with local realities but also contribute to addressing essential needs and improving living conditions for ethnic minorities in mountainous and highland areas of the province that still face many difficulties.

According to Mr. Phan Duc Cuong, Head of the Ethnic Affairs Committee of Thai Nguyen province, the implementation of land policies for ethnic minorities has helped Thai Nguyen province partially resolve difficulties regarding housing and production land for people in mountainous and highland areas, which are still facing many challenges in the province. This is especially true for households living in areas at high risk of landslides, flash floods, and mudslides. As a result, it has helped people stabilize their lives, focus on economic development, overcome poverty, and build a prosperous and happy life. This is a positive outcome, affirming the practical effectiveness of land policies for ethnic minorities in the province, contributing to ensuring social security in the province.
