Survey results of enterprises in the private economic sector on the Provincial Competitiveness Index (PCI) investigation of Son La province over the past years show that enterprises consider business dialogue to be the most popular and effective channel to reflect difficulties and obstacles in the production and business process, as well as to make recommendations and improve the business environment.

Direct dialogue with enterprises is an opportunity for the government and state management agencies to listen to opinions and recommendations on mechanisms, policies and issues that are still inadequate. Implementing the direction of the Government and the commitment minutes dated May 16, 2016 between the People's Committee of Son La province and the Vietnam Chamber of Commerce and Industry on organizing dialogue conferences of the Chairman of the Provincial People's Committee to resolve difficulties and problems for enterprises and cooperatives, every year, the Department of Planning and Investment has advised the Chairman of the Provincial People's Committee to issue a plan for organizing dialogue conferences with enterprises, improving the investment and business environment in the direction of transparency, openness, convenience, safety and friendliness; simplifying processes and procedures at the pre-inspection stage, strengthening post-inspection based on clear, transparent and reasonable standards and criteria.
From 2017 to present, the Department of Planning and Investment has advised the Provincial People's Committee to organize 6 dialogues between the Chairman of the Provincial People's Committee and enterprises and cooperatives in the province, with nearly 270 opinions from enterprises, organizations and individuals. Most recently, on February 22, 2022, the Provincial People's Committee organized a dialogue conference with enterprises related to environmental work, land and financial obligations. At the conference, departments, branches, and People's Committees of districts and cities responded in writing and provided guidance on handling 17 recommendations and proposals from coffee, sugarcane, cassava starch and livestock processing enterprises in the province related to the fields of investment, natural resources and environment, construction, industry and trade, agriculture, forestry, tax, transportation and management and operation of industrial parks and industrial clusters. In addition, the Provincial People's Committee also organized direct thematic dialogues to remove difficulties and obstacles for enterprises and investors.
In addition, departments and branches have proactively organized direct dialogues between Department Directors and enterprises to resolve difficulties, problems, and recommendations related to the field of state management according to assigned functions and tasks; resolved administrative procedures under the authority of the unit, maintained hotlines to receive feedback and recommendations. At the same time, organized thematic dialogues, direct dialogues to resolve recommendations, difficulties, and problems, and publicly announced the results of resolving recommendations on the electronic information portals of departments and branches.
Mr. Nguyen Minh Tien, Director of the Department of Planning and Investment, said: The Department has advised the Provincial People's Committee to conduct substantive dialogues, fundamentally solving difficulties and problems for businesses. At the same time, there are recommendations to the central ministries and branches to make appropriate adjustments to policies and laws. In addition, the Department of Planning and Investment has advised the Provincial People's Committee to organize the assessment of the "District and Department Competitiveness Index (DDCI Son La)". After 3 years of implementation (2019-2021), Son La province has conducted surveys and assessed the satisfaction of businesses and business households with departments, branches, and People's Committees of districts and cities in implementing administrative procedures, in order to promote the improvement of the investment and business environment and improve the quality of public services.
The results of the annual investigation and survey of 1,300 enterprises, cooperatives and business households in the province on the management and operation of the system of district-level government agencies and provincial departments and branches are used as a measure and ranking of the DDCI index. Every year, the province organizes a conference to honor departments, branches, districts and cities with the best DDCI results.
Untie the "bottleneck" for businesses
Implementing Resolution No. 02/NQ-CP dated January 1, 2021 of the Government on continuing to implement key tasks and solutions to improve the business environment and enhance national competitiveness in 2021 and directive documents of the province, the City Party Committee and the City People's Committee have assigned departments, offices and units to strengthen exchanges, grasp information, receive proposals and recommendations from enterprises operating in production and business in the area; organize dialogue conferences to periodically remove difficulties for enterprises.
Mr. Nguyen The Phuong, Vice Chairman of the City People's Committee, said: Organizing dialogues is one of the important channels to help State management agencies grasp information and business operations. From there, timely solutions can be found to remove difficulties for businesses, helping businesses and the government to increasingly understand and trust each other, and businesses can feel secure in developing production and business. The city also promotes administrative procedure reform; always accompanies businesses to coordinate with investors to speed up site clearance progress, helping businesses speed up construction progress of works and projects in the area.
Undertaking the construction of the new headquarters of the Provincial People's Court in Chieng Sinh Ward, after 1 year of construction, the project has now completed over 90% of the volume, Mr. Nguyen Nam Thanh, Director of Nam Thanh Construction Investment Joint Stock Company, said: The construction progress of a project depends largely on site clearance. When winning the bid for the project, the unit received the attention and support of the City in site clearance. According to the contract, the project was to be implemented in 24 months, up to this point, the construction has exceeded the schedule.
Operating in the field of tourism services and construction investment, Mr. Pham Van Doanh, Director of Quynh Nhai Tourism Investment and Development Company Limited, Quynh Nhai District, shared: Enterprises hope that in the coming time, the functional agencies of the province, Quynh Nhai District, and the Provincial Business Association will continue to pay attention to and resolve the recommendations of enterprises to promote the development of tourism in the Son La hydroelectric reservoir, especially the granting of land use rights, premises, water surface, or water surface lease, for tourist destinations in the Son La hydroelectric reservoir area, Quynh Nhai District as a basis for units to apply for construction permits and tourism investment on the lake surface. Enterprises also hope that the functional sectors will soon have solutions to remove difficulties in construction materials.
Mr. Nguyen Quoc Khanh, Chairman of the Provincial Business Association, said: Through the dialogue conference organized by the Provincial People's Committee, departments, branches, districts and cities, many difficulties of enterprises have been promptly resolved, creating favorable conditions for enterprises to produce and do business. The dialogue is a forum and an opportunity for enterprises to reflect on difficulties and obstacles with authorities at all levels and state management agencies. The Provincial Business Association continues to grasp and synthesize recommendations of enterprises to send to departments, branches, districts and cities for resolution according to their authority, creating a favorable environment for enterprises and cooperatives to develop.
To improve the quality of dialogue, the Department of Planning and Investment advises the Provincial People's Committee to direct departments, branches, sectors, and People's Committees of districts and cities to proactively research and focus on resolving proposals and recommendations of enterprises and cooperatives within their authority. The dialogues are substantive, fundamentally resolving difficulties and obstacles for enterprises, creating a favorable environment for large enterprises and corporations to come and learn about and invest in the area, contributing to promoting the socio-economic development of the province.
