
Grassroots effort
After more than half a month of construction work to remove the temporary house, the house of Mr. Dinh Van Vong (in Tong Coi village, Ba commune) has gradually completed some main items. Taking advantage of the sunny days, the construction teams are trying to speed up the construction progress.
In addition to the State's support of 60 million VND under the temporary housing elimination program, Mr. Dinh Van Vong's family borrowed more from relatives and the Social Policy Bank to build a more solid and spacious house.
“The timely support from the State encourages my family to have more motivation to build a new house, ensuring a stable life in the future,” Mr. Vong shared.
Mr. Pham Kim Thong - Chairman of Ba Commune People's Committee said that in 2025, the locality was assigned to remove 90 temporary houses for people in difficult circumstances; of which 57 were newly built houses and 33 were repaired. After a period of implementation, up to now, the whole commune has completed 25 houses (20 newly built houses and 5 repaired houses). However, some problems arose during the implementation process.
Specifically, some poor households, especially ethnic minorities, do not have enough funds to cover their expenses and have to wait for loans from the State. This has significantly affected the progress of completing housing according to assigned targets.

To resolve these problems, recently, local authorities have made commitments to construction units; at the same time, they have guaranteed that people will receive an advance payment to buy construction materials, ensuring construction progress.
According to Mr. Do Huu Tung - Acting Chairman of Dong Giang District People's Committee, in the period of 2023 - 2025, the total budget allocated to the locality is more than 67 billion VND to eliminate 1,488 temporary and dilapidated houses (including support for the construction of more than 1,200 new houses).
By the end of April 2025, Dong Giang had completed more than 800 houses, and about 600 houses were in the process of being implemented on schedule. The locality currently still has 286/381 houses (243 newly built, 43 repaired) that are beneficiaries of housing policies under Programs 134 and 167 that need to be demolished but do not have funding to implement (total estimated funding of nearly 16 billion VND). Therefore, the district recommends that the province pay attention to allocating funding to help disadvantaged households stabilize their lives soon.
Speed up progress
Mr. Le Duy Thang - Secretary of Dong Giang District Party Committee said that, following the policy of the Central and the province, recently, the locality has mobilized many forces to participate in the work of eliminating temporary houses.

In particular, solutions, targets and progress of building new houses and repaired houses according to regulations are flexibly implemented, with active support from people and the community.
However, compared to the assigned targets, Dong Giang still has many limitations in the progress of eliminating temporary houses for people in difficulty, with many subjective and objective reasons. In particular, the coordination between agencies, departments, and associations in the district is not tight; capital disbursement is not effective, construction materials are still lacking compared to demand...
“Currently, we continue to resolutely direct the work of eliminating temporary and dilapidated houses; assign specific responsibilities and tasks to each member of the steering committee to gradually remove difficulties, continue to disburse capital, and speed up the progress of completing houses to ensure the common goal,” said Mr. Thang.
At a recent working session with the leaders of Dong Giang district, Provincial Party Secretary Luong Nguyen Minh Triet said that although the locality has thoroughly grasped and seriously implemented the program to eliminate temporary and dilapidated houses, the results have not yet met the requirements set by the province.
District leaders must have higher political determination, direct localities to closely follow the grassroots, and assign specific responsibilities to each cadre and party member in monitoring, urging, and supporting the people.
According to Provincial Party Secretary Luong Nguyen Minh Triet, Quang Nam ensures funding for the program, however, disbursement progress in Dong Giang district is still quite low.
In the coming time, along with flexibly removing difficulties and mobilizing the participation of forces to support working days, local authorities need to continue to develop specific plans, gradually speeding up the completion of the program to eliminate temporary and dilapidated houses in the area according to the set goals.
“We need to be proactive and flexible in handling difficulties and organizing forces to support people in eliminating temporary housing. At the same time, we need to be serious in financial activities, flexible in the way we do things, continue to propagate to party members and people about the policy of eliminating temporary housing, join forces to speed up the progress, and complete the goal in the spirit of not letting anyone live in temporary housing” - Provincial Party Secretary Luong Nguyen Minh Triet emphasized.
