Dong Hy: Shaping new development space

With the advantage of being adjacent to the provincial administrative center, connecting inter-regional traffic along National Highway 1B and communes adjacent to National Highway 3, Dong Hy commune was established on the basis of merging localities that have reached the advanced new rural and civilized urban finish line, opening up the potential for developing trade and services associated with high-tech agriculture and forestry.

The socio -economic development goals of the Party Committee of the commune for the 2025-2030 term are set out on the basis of regional planning and integrating the advantages of each region to create new space for development. In terms of economic structure, up to now, the proportion of industry, handicrafts, trade and services accounts for nearly 40%; agricultural and forestry production has also shifted towards concentrated commodity production, applying science and technology to deep processing and increasing the added value of products.

Comrade Nguyen Huu Tung, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Dong Hy Commune, said: The foundation for creating new space and room for development is the achievement of localities in completing the goal of building advanced rural areas and civilized urban areas. People's lives have been improved, forming residential clusters in the direction of urbanization and service centers to promote trade development.

The commune is forming the main economic structure of developing agriculture and forestry towards increasing added value for each product, linking by commodity regions and supply-demand chains; developing trade, services and civilized, modern urban areas, thereby increasing the proportion of trade and services; promoting the development of industry and handicrafts in the area.

Surveys in localities before the merger until June 2025 showed that the economic structure towards services, trade and concentrated commodity production has been gradually replacing pure agricultural and forestry production. In the area, there are 45 enterprises, 22 cooperatives and 10 traditional craft villages contributing to job creation and increasing income for thousands of workers/year.

In particular, the two old administrative units (Hoa Thuong, Song Cau) before 2020 were purely agricultural and forestry production areas. By 2024, both localities had completed 49/52 civilized urban criteria, people's lives were constantly improved, the poverty rate was 0.73%, and the average income reached over 65 million/person/year. In Hoa Thuong, small-scale industry, services and trade accounted for nearly 70%, including over 84% of non- agricultural workers in the entire urban area.

That achievement is the basis for building a key economic cluster that plays a leading role in the neighboring region and shapes the value-added chain, as well as promoting the transfer of science and technology applications in concentrated agricultural and forestry production.

Regarding agricultural production, the commune currently has over 312 hectares of tea, produced according to VietGAP and organic standards; there are 25 OCOP products from 3 to 4 stars, selling over 11 thousand tons of commercial products to the market each year, reaching an average value of over 150 million VND/ha/year. Many concentrated tea areas have built brands on e-commerce platforms, trading both domestically and internationally, such as: Minh Lap, Song Cau.

The forestry production and forest economy sectors have been given attention for investment and development, so the average annual forest planting area in communes and towns has reached nearly 100 hectares; the annual timber output has reached 8,971 m3; and the sustainable forest certification (FSC) has reached 191.7 hectares. In Dong Hy commune, a number of deep processing linkage models have been initially formed, creating product lines of peeled boards, waste wood pellets, and smokeless charcoal for export, attracting nearly a thousand local workers to have stable jobs on the spot.

Along with the crop sector, the livestock sector in the area has been shaped to develop towards industrial, high-tech farms, operating in the direction of automatic and automated control. The whole Dong Hy commune currently has 141 farms, livestock farms, including 13 pig farms, 126 poultry farms, with a total herd of over 1.3 million cattle and poultry (1,925 buffaloes and cows; 53,448 pigs; 1,278,000 poultry), with annual revenue reaching hundreds of billions of VND, contributing to increasing the added value of products and creating concentrated commodity areas.

On the eve of the first Party Congress of the commune, term 2025-2030, new requirements are being placed on the new Dong Hy commune Party Committee, requiring policies and creative actions, on the basis of inheriting civilized urban achievements, promoting the quality of new rural areas and shaping new development space.

To realize these policies, the immediate goal of the Party Committee is to improve the achieved socio-economic indicators to ensure sustainability; focus on investing in improving infrastructure and promoting the application of science and technology in social activities. From there, a chain of connections for trade, services, small-scale industry and basic social services that are convenient and non-administrative is formed.
