Dong Nai Provincial Party Committee has just sent Binh Phuoc Provincial Party Committee a draft project to arrange and merge provincial-level administrative units between the two localities. The project's content is being consulted by the people and submitted to People's Councils at all levels for consideration and voting on the merger policy.
After completion based on comments and feedback, Dong Nai will report the project to the Prime Minister.

According to the draft, after the merger, the number of leaders and managers in the agencies and organizations of the new province will not exceed the total number of existing leaders of the two provinces before the arrangement. Personnel arrangement will be carried out under the guidance of competent authorities, based on actual conditions and staff capacity.
For those holding the positions of heads of specialized agencies, the Standing Committee and the People's Committee of Dong Nai province will consider and decide on personnel suitable to the requirements of the unit after the arrangement. If they do not continue to hold the old position, the cadre can be arranged in a lower position, equivalent position at another agency or transferred to become a commune-level leader. In these cases, the position allowance regime is still reserved according to regulations.
For deputy heads of specialized agencies, a similar arrangement mechanism is applied, they can be deputy heads at the new unit, or hold an equivalent position elsewhere.
Dong Nai also proposed solutions to solve employment for redundant cadres, civil servants and public employees after the merger. Accordingly, the province will support connection, consultation and job referral. Corporations and state-owned enterprises are encouraged to prioritize recruiting competent staff, if there is a need.
At the same time, the province will connect with private enterprises to seek job opportunities for officials, civil servants and public employees who are no longer working in the political system.
Previously, according to the draft project to reorganize commune-level administrative units of Dong Nai province, after arranging cadres and civil servants for 55 new commune-level administrative units, it is expected that there will be a surplus of 1,925 people, of which 128 people have worked for less than 2 years, 189 people from 2 to 5 years and the remaining people have worked for more than 5 years. In addition, the province will stop operating and no longer use the team of non-professional workers at the commune level, currently totaling 2,191 people.
It is expected that after the merger, the government sector will have 9 staff members, 2,133 civil servants and 12,290 public employees; the Party, Fatherland Front and mass organizations sector will have 251 civil servants, 111 public employees and 52 contract workers; the committees and agencies assisting the Provincial People's Council will have 18 staff members and 55 public employees.
Dong Nai also proposed that the central government consider and approve additional funding to address policies for cadres, civil servants, public employees and part-time workers after the merger. This is to encourage and facilitate localities to implement the policy of rearranging administrative units and streamlining the apparatus in the spirit of Decree 178 of the Government.
