Reporting at the meeting, the Ministry of Education and Training (MOET) said that the 2025 high school graduation exam will be the first exam organized according to the 2018 General Education Program (GEP). Accordingly, since 2024, the MOET has prepared early, remotely, systems of documents and organizational procedures to direct provinces and centrally-run cities on the organization of exams at the local level. Regarding the exam schedule, the exam invigilation will take place on June 25, 26, and 27, 2025; in which June 25 is the exam registration day, June 26 and 27 are the official exam days, and June 28 is the backup day.
In the 2025 high school graduation exam, the whole country has 65 councils; each examination council has a corresponding code from 01 to 65.
The exam marking will be carried out according to the general plan from June 29 to July 14, 2025; the exam results will be announced at 8:00 a.m. on July 16, 2025 at the Ministry of Education and Training and at the Departments of Education and Training of 63 provinces and cities. The university, college and vocationaleducation admissions will be carried out immediately after the announcement of the high school graduation exam results.
Regarding the exam subjects, for candidates taking the exam according to the 2018 General Education Program (expected to be over 1.1 million candidates), the exam will consist of 3 sessions, including 1 session of Literature, 1 session of Mathematics and 1 session of an optional exam including 2 subjects from the following subjects: Physics, Chemistry, Biology, History, Geography, Economic and Legal Education, Information Technology, Technology (Industry, Agriculture), Foreign Languages (English, Russian, French, Chinese, German, Japanese and Korean).
For students studying under the 2006 General Education Program (estimated to be nearly 25,000 students), the organization includes 5 exams according to the 2006 General Education Program including: Literature; Mathematics; Natural Sciences (Physics, Chemistry, Biology), Social Sciences (History, Geography, Civic Education) and Foreign Languages. To be considered for recognition of high school graduation, each student must take 4 exams including Literature, Mathematics, Foreign Languages and 1 exam of Natural Sciences or Social Sciences; the exam is organized in 4 sessions as in previous years.
According to Permanent Deputy Minister Pham Ngoc Thuong, the 2025 high school graduation exam is a major exam with the participation of more than 1.1 million candidates across 63 provinces/cities; at the same time, the exam is organized according to two General Education Programs. The organization of the exam is coordinated by officials, teachers of the education sector, police, military, health, electricity, etc.
With the goal of "2 reductions" to reduce pressure and reduce costs for society while still ensuring the proposed quality, the Permanent Deputy Minister of the Ministry of Education and Training emphasized: "The nature of this year's exam is especially important. The Ministry of Education and Training will strive to ensure the exam is safe, serious, objective, in accordance with regulations, and effective". The Ministry of Education and Training has announced the list and codes of the Departments of Education and Training and the High School Graduation Examination Councils in 2025 nationwide. The codes of these units are used by candidates in filling out the exam registration form. Candidates need to pay attention to write the correct code and examination council when registering for the high school graduation exam and university and college admission.
On the evening of May 8, Deputy Prime Minister Le Thanh Long, on behalf of the Prime Minister, sent a telegram on the organization of the 2025 high school graduation exam and primary school enrollment. The telegram requires: All levels, sectors, and localities, according to their functions, tasks, and authority, focus on synchronously and effectively implementing tasks and solutions to organize the exam and primary school enrollment; strictly implement Directive No. 37/CT-TTg dated October 7, 2024 of the Prime Minister on strengthening the direction, coordination, and organization of the high school graduation exam and university and vocational education enrollment in 2025; promote responsibility, be close in direction, be specific and thorough in organization and implementation, and create the most favorable conditions for candidates, families, and educational institutions.
