The People's Committee of Dong Nai province has officially approved the investment plan for the upgrading and expansion of Bui Van Hoa road in Bien Hoa city. With a total estimated investment of over 8,000 billion VND, this project is considered one of the important transportation infrastructure projects, playing a direct role in connecting with the Bien Hoa - Vung Tau expressway currently under construction.

Scale and strategic connectivity

According to the planning information, Bui Van Hoa road is approximately 5.56 km long. The road starts at the intersection with National Highway 1 at Tam Hiep intersection and ends at the Gate 11 roundabout, connecting with National Highway 51. Upon completion, the road will be expanded to 10 lanes to meet the increasing traffic demand.

The project plays a particularly important strategic role as it connects two major industrial zones, Long Binh and Bien Hoa 2, with the Tan Cang - Long Binh ICD (Inland Container Depot). This is a vital artery serving the transportation of goods and the movement of workers, and also serves as the main access route to the starting point of the Bien Hoa - Vung Tau expressway.

Current status and history of planning adjustments

Currently, Bui Van Hoa road is only 12-15 meters wide, no longer able to handle the large volume of traffic, frequently causing traffic congestion and posing a risk of accidents. The plan to expand this road was proposed by Bien Hoa City more than 10 years ago but has faced numerous funding challenges.

The expansion plan has undergone several adjustments. Initially, in 2007, the project was planned with a 54-meter width and a total investment of nearly 2,800 billion VND, but this proved unfeasible. Subsequent plans to reduce the width to 36 meters (with an investment of nearly 1,500 billion VND) and 29 meters (with an investment of over 830 billion VND) also failed to implement due to funding difficulties.

Prospects and next steps

After years of delays, the project has been approved with a total investment of over 8,000 billion VND under the public-private partnership (PPP) model. Upgrading Bui Van Hoa road is considered essential to synchronize infrastructure as the Bien Hoa - Vung Tau expressway is expected to be substantially completed in 2025 and fully operational in 2026.

Currently, the Department of Construction of Dong Nai province is carrying out the necessary procedures to select an investor to implement the project, raising expectations for a definitive solution to the long-standing traffic bottleneck at the eastern gateway of Bien Hoa City.
