Dak Lak province is studying a 31 trillion VND expressway project connecting the Central Highlands and the Coastal region.

The Ministry of Construction has agreed to assign Dak Lak province as the lead agency to study the Phu Yen - Dak Lak expressway project, which is 122km long and has a preliminary total investment of nearly 31,000 billion VND under the PPP (Public-Private Partnership) model.

The Ministry of Construction approves Dak Lak's proposal.

The Ministry of Construction has issued a document agreeing to assign the People's Committee of Dak Lak province as the competent authority to organize the investment study for the Phu Yen - Dak Lak expressway project. This is an important step in forming an East-West connecting axis, from the Central Highlands to the seaports of the South Central Coast.

Accordingly, the Ministry of Construction requested the People's Committee of Dak Lak province to implement the next steps based on the regulations of the Law on Investment in the Public-Private Partnership (PPP) method, the Road Law, and the Construction Law, ensuring full compliance with the procedures and feasibility of the project.

Project scale and specifications

The Phu Yen - Dak Lak expressway project is proposed with the following main technical specifications:

  • Length: Approximately 122 km.
  • Starting point: Connecting to the Eastern North-South Expressway.
  • End point: Intersection with National Highway 14.
  • Scale: A complete 4-lane road, with a continuous emergency stopping lane.
  • Roadbed width: 24.75 m.
  • Design speed: 100 km/h.

Investment plan and capital structure of nearly 31,000 billion VND.

The preliminary total investment for the project is estimated at approximately VND 30,980 billion, excluding interest on loans during the construction period. The People's Committee of Dak Lak province proposes implementing the project under the public-private partnership (PPP) model.

Dak Lak province proposes a maximum state capital participation rate of approximately 60% of the total investment. In the event that investors cannot be attracted through the PPP (Public-Private Partnership) model, the province requests permission to switch to public investment and consider phased investment to reduce budget pressure. Simultaneously, the province also proposes adding the project to the list of projects using central government budget funds in the medium-term public investment plan for the period 2026-2030.

Proposed adjustments to the planning

The People's Committee of Dak Lak province has also requested the Ministry of Construction to consider and report to the Prime Minister to allow the adjustment of the name of the Phu Yen - Dak Lak expressway (code CT.23) in the Road Network Planning for the period 2021-2030, with a vision to 2050.

According to the proposal, the route will be renamed the East-West Expressway of Dak Lak Province (CT.23) and the investment target is set for completion before 2030.
