According to the Department of Construction, the handover of national highways from the Ministry of Construction to the provincial People's Committee for management has been stipulated in Clause 4, Article 8, Road Law 2024; Clause 1, Article 4, Decree No. 165/2024/ND-CP. Meanwhile, the transfer of road infrastructure assets is stipulated in Article 22, Decree No. 44/2024/ND-CP.
On April 16, 2025, the Ministry of Finance issued Decision No. 1367/QD-BTC on the transfer of road infrastructure assets, in which it agreed to transfer 4 routes and sections of national highways with a length of nearly 153km, including: National Highway 1, 22.3km long; National Highway 20, 75.1km long; National Highway 51, 37.4km long and National Highway 56, 18km long from the Ministry of Construction to the People's Committee of Dong Nai province.
However, the national highways passing through the province are showing many signs of damage and serious degradation, causing traffic insecurity and affecting the lives and activities of people and businesses in the province. In addition, the system of signs and traffic lights on the national highways still has many shortcomings, not suitable to the actual situation. Therefore, the Department of Construction has proposed the Ministry of Construction and the Ministry of Finance to allocate funds for maintenance and repair before handing over to the locality.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha requested the provincial authorities to coordinate with the Road Management Area IV to carry out procedures for handing over national highway routes and sections by May 16 at the latest. The Provincial People's Committee also requested the Road Management Area IV to propose to the Ministry of Construction and the Ministry of Finance to support the province in maintenance and repair work before handing over.
Vice Chairman of the Provincial People's Committee Ho Van Ha also assigned the Department of Construction to advise the Provincial People's Committee on the personnel plan to carry out management work when receiving and handing over national highway routes and sections so that the Provincial People's Committee can report to the Ministry of Home Affairs . The Department of Finance will contact the Ministry of Finance to develop a capital plan to carry out maintenance work from 2026.
