Dong Nai agrees in principle to assign Ho Chi Minh City People's Committee as the managing agency of Thu Thiem - Long Thanh Railway Project

Accordingly, the Provincial People's Council agreed in principle to assign the Ho Chi Minh City People's Committee as the competent authority to implement the Thu Thiem - Long Thanh Railway Construction Investment Project located in two provincial administrative units, Dong Nai and Ho Chi Minh City.

At the same time, the Provincial People's Committee is responsible for organizing the implementation of this resolution according to regulations. The Standing Committee of the Provincial People's Council, the Provincial People's Council committees, the Provincial People's Council delegations and the Provincial People's Council delegates are responsible for supervising the implementation of the resolution.

The Provincial People's Council also requested the Provincial Vietnam Fatherland Front Committee and member organizations to monitor and mobilize people to participate in monitoring the implementation of the resolution, promptly reflect the people's thoughts, aspirations and recommendations to competent authorities as prescribed.

The Thu Thiem - Long Thanh Railway Project is being studied for implementation as an urban railway line, approximately 42km long, designed as a double track, 1,435mm gauge, designed speed of 120km/h with 20 stations, transporting passengers in and out of the city from Ho Chi Minh City, Dong Nai province to Long Thanh Airport.

In April 2025, the Ho Chi Minh City People's Committee sent an official dispatch to the Ministry of Construction regarding investment in this project. Accordingly, the Ho Chi Minh City People's Committee said that according to related plans, the Thu Thiem - Long Thanh railway line is identified as a national railway.

According to the Ho Chi Minh City Master Plan for the period 2021-2030, with a vision to 2050 and the project to adjust the Ho Chi Minh City Master Plan to 2040, with a vision to 2060, there are 4 railway lines serving the connection between Tan Son Nhat Airport and Long Thanh Airport, including 3 urban railway lines (metro) No. 2, No. 4, No. 6 and the Thu Thiem - Long Thanh national railway line. Currently, 3 metro lines are being studied by Ho Chi Minh City, prioritizing investment according to specific and special mechanisms and policies approved by the National Assembly in Resolution No. 188/2025/QH15 (February 19, 2025).

Pursuant to the provisions of the 2017 Railway Law, the Thu Thiem - Long Thanh railway line is under the investment responsibility of the Ministry of Construction; localities are responsible for organizing investment, construction, management and exploitation of urban railways in their management areas.

Currently, the city is focusing resources on investing in the urban railway network system. In case of implementing the Thu Thiem - Long Thanh Railway Project with a preliminary total investment of nearly 3.4 billion USD in the form of public investment, the Ministry of Construction is requested to report to the Government and the Prime Minister to approve the project investment using central budget capital.

The Ho Chi Minh City People's Committee will closely coordinate with the Ministry of Construction to review specific and special mechanisms and policies issued by the National Assembly in Resolution No. 188, and propose adjustments and supplements to facilitate the implementation of the Thu Thiem - Long Thanh Railway Project and urban railway projects in Ho Chi Minh City.

The Ho Chi Minh City People's Committee requested the Ministry of Construction to preside over and coordinate with the Ministry of Finance to report to the Government for consideration and approval of adding the Thu Thiem - Long Thanh railway to the list of projects attached to Resolution No. 188 of the National Assembly. Promptly review and submit to the Prime Minister for approval the adjustment of the Railway Network Planning for the period 2021-2030, with a vision to 2050.
