DTO - On July 16, Prime Minister Pham Minh Chinh chaired the National Online Conference of the Government Standing Committee on promoting public investment in 2024. The conference was connected online from the Government headquarters to the headquarters of the People's Committees of provinces and centrally run cities. Also attending the conference were Deputy Prime Ministers: Le Minh Khai, Tran Hong Ha, Tran Luu Quang, Le Thanh Long, leaders of ministries, branches, central and local agencies, representatives of state-owned corporations and groups.

According to the Ministry of Planning and Investment , the disbursement of public investment capital in the first 6 months of 2024 reached 29.39%, 30.49% lower than the same period in 2023. Of which, 60/107 ministries, agencies and localities had disbursement rates below the national average; the disbursement rates of important national projects, key projects in the transport sector, inter-regional transport projects managed by localities and projects using ODA capital were still low; the disbursement rate of local budget capital reached 28.77%, lower than the same period (32.76%).
At the conference, ministries, branches and localities presented the reasons for the low disbursement situation in the units. At the same time, they committed to the Government Standing Committee that in the last 6 months of the year, they will make efforts to implement many solutions to speed up the disbursement speed of localities...
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that public investment is a key political task, playing a particularly important role in terms of economics, politics, society, national defense and security; it is both urgent and strategic and is a key task to contribute to promoting growth, stabilizing the macro economy, and ensuring major balances of the economy.
Public investment creates the foundation for socio-economic infrastructure, contributes to clearing bottlenecks, creating new momentum and space for development; strengthens linkages, reduces logistics costs; enhances local, regional and national competitiveness. In addition, it also acts as "seed capital" to attract private investment, leading the growth of total social investment capital, boosting production and business, solving jobs and livelihoods for people, promoting economic growth, creating more favorable conditions for rapid recovery and sustainable development.
Prime Minister Pham Minh Chinh praised the spirit of overcoming difficulties and determination to increase the disbursement rate of ministries, branches, localities and enterprises. The good disbursement results of the units have made a great contribution to the economic growth of the whole country in the first 6 months of the year. The Prime Minister also asked the units to continue promoting the achieved results to complete the disbursement target in the last 6 months of the year.
The Prime Minister also criticized ministries, branches and localities with low disbursement rates compared to the national disbursement rate. He requested that units have solutions and carry out tasks more drastically to speed up the disbursement rate in the last 6 months of the year.
To achieve the target of disbursing public investment capital in 2024, Prime Minister Pham Minh Chinh requested a more drastic participation of the entire political system. Ministries, branches, localities and units need to strengthen inspection, examination and more professional management, enhance coordination between ministries, branches and localities to jointly solve difficulties and achieve the set goals. At the same time, units need to promote the role and responsibility of leaders, dare to think, dare to do, dare to take responsibility, resolutely not to let violations happen; promote innovation, apply digital transformation, information technology, effectively implement administrative reform...
In Dong Thap province, according to the report of the Department of Planning and Investment as of June 30, 2024, the province's disbursement result was VND 2,683,124 billion/VND 6,929,543 billion, reaching 38.07% (reaching 38.61% compared to the Prime Minister's assignment). In the first 6 months of the year, Dong Thap's disbursement rate was 10.07% higher than the estimated disbursement rate for the first 6 months of the year nationwide. However, compared to the same period last year, the province's disbursement rate was 10.83% lower (in 2023 it was 48.90%).
To ensure effective use of capital and strive to disburse 100% of the plan for the whole year of 2024, Dong Thap also proposed a number of solutions such as: focusing on implementing flexible, creative, timely and effective measures and solutions to drastically accelerate the implementation progress and disbursement of important works and key projects (especially inter-regional, inter-district, inter-commune projects; using ODA capital, central budget support capital...) to connect, have impact and significance in promoting local socio-economic development.
At the same time, develop and strictly implement the 2024 capital disbursement plan for each project; assign specific leaders of agencies, units, and departments directly in charge and direct the disbursement, regularly check the progress in the field, promptly remove difficulties and obstacles for each project according to assigned functions, tasks and powers. Organize regular weekly meetings with competent agencies and investors on the implementation status of projects and disbursement of public investment plans (especially site clearance). Quarterly review and proactively propose to transfer capital plans between projects with slow disbursement to projects with good disbursement progress and lacking capital...
