Mr. Pham Ngoc Nghi was born in 1965, his hometown is Quang Ngai province. Mr. Nghi has been Chairman of Dak Lak Provincial People's Committee since February 10, 2015, for more than 10 years.

During his career, Mr. Pham Ngoc Nghi held the following positions: Secretary of Dak Lak Provincial Youth Union; Secretary of Krong Ana District Party Committee (Dak Lak province); Director of Dak Lak Provincial Department of Planning and Investment; Deputy Secretary of Provincial Party Committee, Chairman of Dak Lak Provincial People's Committee.
