Breakthrough in science, technology, innovation and digital transformation

With the spirit of "Pioneering creativity, aspiration for innovation", Vinh Phuc is determined to synchronously deploy breakthrough solutions in science and technology (S&T) development, innovation and digital transformation, creating new momentum and growth drivers for rapid, comprehensive and sustainable development in accordance with the spirit of Resolution No. 57 of the Politburo ; contributing to the development of the country in the new era - the era of national development.

Identifying the development of science and technology, innovation and digital transformation as important factors determining the development of the country and each locality, a prerequisite for Vinh Phuc and the whole country to make breakthroughs in development and rise up in the new era, the province has issued many policies and strategies to promote the application and development of science and technology, promote innovation and digital transformation, proactively and actively participate in the 4th industrial revolution and achieved many important results such as the Directive of the Standing Committee of the Provincial Party Committee on strengthening the Party's leadership in the development of science and technology and innovation in the province until 2030; Directive of the Standing Committee of the Provincial Party Committee on strengthening the Party's leadership in the digital transformation process; Resolution of the Provincial People's Council stipulating a number of contents and expenditure levels to implement the Project to Support the National Innovation Startup Ecosystem for the period 2021 - 2025 in the province.

The Provincial People's Committee has organized the signing of a program to coordinate science, technology and innovation activities for the period 2021 - 2025 with the Ministry of Science and Technology; approved the Project to promote the spirit and support Vinh Phuc youth in starting a business, starting an innovative business; focused on implementing policies on training, fostering, promoting, rewarding, honoring the team of science and technology staff; implementing consulting activities, supporting innovative business start-ups...

Since 2012, the province has had more than 130,000 innovative start-up projects, many of which are linked to local strengths. In 2023, Vinh Phuc ranked 19th out of 63 provinces and cities nationwide in terms of local innovation index.

Along with that, information technology application activities in the province have developed strongly; creating fundamental and comprehensive changes in all fields, contributing significantly to improving the management and operation capacity of authorities at all levels; bringing many benefits to people and businesses.

The telecommunications network infrastructure has developed strongly with more than 3,100 transceiver stations, covering 100% of villages and residential groups, ensuring service for the direction and operation of agencies and units, meeting the needs of information technology application and use of digital services of people and businesses.

The Provincial Information Infrastructure Center has been invested in relatively synchronous technology, centralized management, and equipped with a security system to ensure information security in the operations of state agencies. Digital government has been gradually formed with a clear transition from traditional operating methods to new methods based on digital platforms, technology, and data.

100% of the province'seducational and medical facilities have implemented digital transformation; more than 96% of the province's population has had their records created on the personal electronic health record system; 100% of businesses have registered and submitted tax declarations online, using electronic invoices; more than 10,000 small and medium-sized enterprises use digital platforms in management, operation, production, and business...

To create new momentum and bring the country to develop strongly in the era of national development, on December 22, 2024, the Politburo issued Resolution No. 57 on breakthroughs in science and technology development, innovation and national digital transformation.

The Resolution demonstrates the Party's strategic vision in the context of a rapidly changing world; clearly identifies the role of science and technology, innovation and digital transformation as key driving forces to promote economic growth, increase labor productivity and improve national competitiveness; proposes breakthrough mechanisms, policies and solutions to develop science and technology, innovation and digital transformation.

Promoting the achieved results, closely following the key tasks and solutions set out in Resolution No. 57, the province continues to strengthen the comprehensive leadership of the Party, promote the combined strength of the entire political system, and the active participation of people and businesses in science and technology development, innovation and digital transformation.

At the same time, focus on researching, perfecting, and concretizing the province's mechanisms, policies, and regulations to suit new requirements in science and technology development, innovation, and digital transformation; improve the province's state management capacity in science and technology, innovation, and digital transformation; develop the province's innovation ecosystem closely linked with the national one.

Attract and effectively use all investment resources for science and technology, innovation and digital transformation; strengthen solutions to ensure safety, network security and data security; improve the quality of human resources to meet the requirements of science and technology development, innovation and digital transformation in the new situation...
