Dong Phu - Binh Duong Road Project: New space, new development momentum

BPO - The Dong Phu - Binh Duong road project has a total length of nearly 42km, with a roadbed width of 65m. After completion and operation, the route will connect directly with the Bac Tan Uyen - Phu Giao - Bau Bang route of Binh Duong province, creating a vital traffic axis connecting Binh Phuoc and the Central Highlands provinces with Ho Chi Minh City Ring Road 4, Dong Nai port, Ba Ria - Vung Tau seaport and Long Thanh International Airport (Dong Nai province). Thereby contributing to expanding new development space, promoting the circulation of goods, creating momentum for Binh Phuoc's economy to develop rapidly and sustainably.

Bridge to joy

After nearly 10 years, the Dong Phu - Binh Duong road project is restarting. According to the reporter's records, despite the hot weather, dozens of workers are still urgently speeding up the construction of the Suoi Rat bridge. This is the border between Dong Phu - Binh Duong road and Bac Tan Uyen - Phu Giao - Bau Bang road. Not far away, many machinery such as excavators, rollers, and trucks have also been mobilized to the maximum to construct the 500m long access road in Hamlet 4, Tan Lap Commune, Dong Phu District.

Mr. Nguyen Ngoc Tuan, Vice Chairman of Tan Lap Commune People's Committee, Dong Phu District, said that the Dong Phu - Binh Duong road project through Tan Lap Commune is about 6.5km long, the clearance width is 65m, the total area recovered for the project is about 42.2 hectares, so far the compensation and clearance work has reached over 50% of the volume. Particularly for Suoi Rat bridge and the access road, the site clearance process encountered some difficulties and obstacles because at that time the Dong Phu - Binh Duong road project was temporarily suspended to complete procedures and change the investment form, so there was no basis to apply compensation prices for people and businesses with land within the clearance area.

The 50km-long Bac Tan Uyen - Phu Giao - Bau Bang route, designed at a speed of 80km/h and with a scale of 6 lanes, will be put into operation by Binh Duong province from September 2024.

However, after the investment policy for Dong Phu - Binh Duong road was approved, at the end of March, Dong Phu District People's Committee directed the Commune People's Committee to coordinate with the District Land Fund Development Center to work and reach an agreement with people who have land in the project area. The specialized agency then quickly carried out the inventory, pricing, and development of compensation and support plans according to regulations.

In just a short time after the site was handed over, the construction unit mobilized maximum human and material resources, and constructed at lightning speed. Up to now, the Suoi Rat bridge and the approach road have been basically completed, bringing great joy to the people in the border area between the two provinces of Binh Duong and Binh Phuoc .

As a long-time resident of Nuoc Vang Hamlet, An Binh Commune, Phu Giao District, Binh Duong Province, Ms. Nguyen Thi Nang happily said: My family has a house in Binh Duong Province, but most of the time we live and work on the farm in Hamlet 4, Tan Lap Commune. Previously, from home to the farm, my family had to take a detour, which took nearly half an hour. Since the project restarted, the investor has only leveled the ground but it is still possible to travel, and the time it takes me to travel from home to the farm is only about 20 minutes. When the Suoi Rat bridge is open, this road is completed, from my house to the farm will probably be about 10 minutes, which is very convenient for the people.

In September 2024, Binh Duong province will put into use the 50km-long Bac Tan Uyen - Phu Giao - Bau Bang route, designed at a speed of 80km/h, with a scale of 6 lanes, with a total investment of more than 5,256 billion VND. Therefore, many people expect that the authorities will soon implement the Dong Phu - Binh Duong road project to solve the problem of connecting intra-provincial, inter-regional and further traffic, which will contribute to opening up new development space for the Southeast region of Binh Phuoc province and some neighboring localities of Binh Duong province.


Great Expectations

The Dong Phu - Binh Duong road project started in 2016 under the BOT form. According to the design, the road is 42km long, 65m wide, passing through 6 communes (Tan Hoa, Tan Loi, Tan Hung, Tan Phuoc, Tan Lap and Dong Tam) of Dong Phu district. The starting point is at km946+00 of National Highway 14, the end point is at Tan Lap quarry area (bordering Binh Phuoc and Binh Duong provinces). The project is divided into 2 phases. Of which, phase 1 has a total investment of 1,480 billion VND, with a roadbed width of 15m, road surface width of 11m, including 2 lanes for motor vehicles and 2 lanes for rudimentary vehicles. However, due to some difficulties and problems in the project implementation process, in 2022, the Provincial Party Committee Standing Committee approved the policy of converting the project from BOT to public investment.

Machinery and equipment were mobilized to construct a 500m long access road in Hamlet 4, Tan Lap Commune, Dong Phu District.

Implementing the direction of the provincial leaders, the Department of Construction has coordinated with specialized agencies to propose the Provincial People's Committee to consider submitting to the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee to agree on the policy of terminating the BOT contract ahead of schedule, ending the project to switch to investment in the form of BT, applying the form of payment by land fund to implement the counterpart project.

Mr. Duong Van Hieu, Deputy Director of the Provincial Department of Construction, said: According to the planning of Binh Phuoc province approved by the Prime Minister in Decision No. 1489/QD-TTg dated November 24, 2023, the Dong Phu - Binh Duong route is planned as DT741B route. At the same time, it is planned as National Highway 13C in the Southeast Regional Planning approved by the Prime Minister in Decision No. 370/QD-TTg dated May 4, 2024.

According to Mr. Hieu, this route is considered extremely important and has strategic significance for Binh Phuoc and some provinces in the Southeast region. Because after the project is completed and put into use, it will connect with the North Tan Uyen - Phu Giao - Bau Bang route, Binh Duong province to the Ho Chi Minh City Ring Road 4 to Long Thanh International Airport (Dong Nai province) and Cai Mep - Thi Vai port (Ba Ria - Vung Tau province). This will significantly shorten travel time, reduce transportation costs, as well as open up new development space, creating momentum for socio-economic development for Binh Phuoc province, as well as the Central Highlands region and the Southern key economic region.

However, according to the specialized agency, in the immediate future, the province must balance the budget to refund the investor about 92 billion VND due to the early termination of the BOT contract. This amount will be paid after the State Audit conducts an audit and concludes in accordance with current regulations. Along with that, the province must study the appropriate land fund to implement the counterpart project in order to maximize land resources, create favorable conditions for attracting investors, as well as develop industrial, commercial and service zones in the project implementation area.
