Coastal Road Project: Completely completing land clearance problems
(QBĐT) - Implementing the direction of the Provincial People's Committee, relevant departments, branches and localities are urgently resolving remaining problems in compensation and site clearance (GPMB) to ensure the progress of the implementation of Project Component 1 - Coastal Road.

According to the assessment of the Provincial People's Committee, in the past time, departments, branches and localities have focused on coordinating the implementation of compensation and site clearance work, creating favorable conditions for the investor (Investor - Department of Construction) to implement the Component 1 Project - Coastal Road. However, up to now, some contents have been resolved slowly and still have problems, not ensuring progress as directed by the Provincial People's Committee.
Provincial People's Committee sets time to resolve problems
Faced with the above reality, the Provincial People's Committee has requested districts, towns and cities to continue to urgently implement and complete the instructions of the Provincial People's Committee on speeding up the progress of compensation and site clearance work for specific tasks and set timelines.
Specifically, the Provincial People's Committee directed Quang Trach district to complete the approval of the compensation plan for site clearance and resettlement land allocation in Quang Tung commune and the compensation plan for aquaculture farms and households near the landmark before May 20, 2025.
Ba Don Town completed the allocation of scattered resettlement land to the remaining 2 households to hand over the entire remaining land to the Investor before May 15, 2025.
Localities focus on resolving land clearance problems for aquaculture farms.
Bo Trach district approves compensation plan for households in April 2025; resolves land disputes before May 15, 2025; completes site clearance and construction of the Technical Infrastructure Area in Village 4, Dong Trach Commune in May 2025, arranges resettlement and hands over the entire remaining site to the Investor before May 31, 2025.
Dong Hoi City approved the land acquisition plan for Mr. Pham Van Tam's household and two aquaculture farms of Duc Thang Joint Stock Company and Hung Bien Seafood Company Limited before May 5, 2025; and the aquaculture farm of Phuc Thanh Joint Stock Company in May 2025 to hand over the remaining land to the investor before May 30, 2025.
In Le Thuy district, complete the approval of the compensation plan for land acquisition and resettlement for aquaculture farms in April 2025; complete the compensation plan and hand over resettlement land in Ngu Thuy Bac commune before May 15, 2025 and Ngu Thuy commune in May 2025; resolve other land acquisition and resettlement problems to hand over the entire remaining site to the investor before May 31, 2025.
Regarding other support policies for agricultural land in the same residential land plot in Le Thuy district (currently, there are 89 remaining households and individuals who have not approved the plan to recover agricultural land in the same residential land plot in accordance with the policies of the 2024 Land Law), the Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with the Department of Construction and the Department of Justice to study the proposal of the Le Thuy District People's Committee to advise and report to the Provincial People's Committee...
Urgently resolve the problems
The representative of the Traffic Construction Investment Project Management Board (the unit assigned by the Department of Construction to manage the project) said: Currently, the entire project has approved the compensation plan for site clearance for 72.58/80km (reaching 91%), of which the area of the handed over site is 72.21/80km (reaching 90.26%). The Department of Construction and related departments, branches, localities and units are continuing to focus on coordinating urgently to resolve the remaining problems in compensation and site clearance according to the direction of the Provincial People's Committee.
Specifically, in Le Thuy district, the land acquisition plan for 22.56/26.78km has been approved, reaching 84.24% (calculated by the number of households, 304/418 households, reaching 72.73%), the remaining 114 households on the 4.2km length have not approved the plan (Ngu Thuy Bac commune has 1.5km left, Ngu Thuy commune has 2.7km left); the scope of site handover according to the minutes is 21.94/26.78km (reaching 81.93%). The problems are being urgently resolved, such as: resettlement, land compensation; compensation, support for aquaculture farms, livestock farms; review of procedures for ownership, adjustment of measurement, and recommendations for houses close to the foot of the project.
Chairman of Quang Ninh District People's Committee Nguyen Ngoc Thu said: Implementing the direction of the Provincial People's Committee, the district has completed the approval of the compensation plan for land acquisition and clearance of 11.131/11.131km, reaching 100%; calculated by the number of households approving the plan, it is 44/44 households. Currently, there is only 1 household with an affected aquaculture farm that has approved the plan but has not agreed to receive the money; the remaining land is 0.49km. For this remaining household, the district is determined to resolve and complete it by the end of May 2025 at the latest.
In parallel with the implementation of the above-mentioned directives, the Provincial People's Committee requests localities to proactively develop plans for enforcement and construction protection, and coordinate with the Provincial Police to arrange support forces to ensure that there are no more problems at the scene by May 2025. Request the Provincial Police to direct and arrange support forces for localities in enforcement and construction protection.
In Dong Hoi City, along the route, the site has been handed over for 4.86/5.955km (81.61%). Currently, the remaining site is about 1.1km related to the scope of the aquaculture farm of Phuc Thanh Joint Stock Company and the livestock household Pham Van Tam has not agreed on the compensation plan for land acquisition. According to Mr. Le Tuan Loi, Head of the Department of Agriculture and Environment of Dong Hoi City People's Committee, the functional units of the city are currently reviewing and propagating, and are expected to resolve this remaining problem in May 2025.
According to the leaders of the remaining localities, the implementation of the direction of the Provincial People's Committee on compensation and site clearance is being urgently, seriously and urgently implemented with the determination to complete and resolve the remaining problems on schedule. Specifically, in Bo Trach district, the approved scope of the site clearance plan is 13.74/14.2km (reaching 96.76%); the construction site is handed over 13.50/14.2km (reaching 95.1%); calculated by the number of households 324/339 (reaching 95.6%), the remaining households have not approved 15 households and 1 organization (calculated by the length of the route is 0.46km). Currently, there are still problems with aquaculture farms and resettlement. In TX. Ba Don currently only has a problem with the 30m/11.7km land acquisition notice, this problem is expected to be completed by the end of May 2025 at the latest.
In Quang Trach district alone, the land acquisition plan has been approved and the site clearance plan has been handed over for 9.6/10.2km (reaching 94.12%), calculated by the number of households, it is 115/130 households (reaching 92.2%). The remaining households that have not been approved are 15 households (calculated by the route length, it is 0.64km); the construction site is still stuck with problems related to the aquaculture farm, resettlement area, etc. The District Land Acquisition Steering Committee, led by the District Party Committee Secretary, directly inspected the site and had specific conclusions and instructions requiring functional units under the District People's Committee to completely resolve the problems and hand over the remaining site to the Investor to implement the project in May 2025.
