Housing project abandoned for nearly 10 years

The land of the Commercial Housing Project for sale to officials and families of members of the Agricultural Cooperative in Mai Dich Ward (Cau Giay District) was requisitioned for car parking.

According to the reporter's observation, the project's land is adjacent to alley 144 Mai Dich street on one side, alley 39 Pham Than Duat street on the other side and alley 28 Nguyen Kha Trac street on the other side. At the time of recording, May 6, the project had no activities and was surrounded by corrugated iron. However, there were many cars and motorbikes parked inside. The vacant land was requisitioned to keep vehicles with an average fee of 800,000-1.2 million VND/car/month, 30,000-50,000 VND/turn/car, 5,000 VND/turn/motorbike... Every day, vehicles come and go busily.

Ms. Le Thu Ha, a resident of Nguyen Kha Trac Street, said that the project was approved nearly 10 years ago but construction has not yet begun, making people feel very sad because the demand for housing is high while the land is left desolate. In addition, parking also poses a risk of fire and explosion, making people around the area worried.

Responding to Hanoi Moi Newspaper on this issue, Vu Van Thang, a land official of Mai Dich Ward People's Committee, said that the project was licensed by the Department of Planning and Architecture on October 26, 2016 with a scale of more than 200 apartments, a system of 3 basements, a parking lot and a height of 21 floors. The project will be synchronized with the technical infrastructure system in accordance with the H2-1 Urban Zoning Plan, scale 1/2,000. After that, Hanoi Housing Development and Trade Investment and Business Company Limited received the project transfer as the investor. The Ward People's Committee has coordinated to carry out site clearance for the project, but it has not yet been implemented due to many obstacles in procedures and processes.

Regarding the investor using the project land area for parking, Mr. Thang affirmed that this activity is illegal. The Ward People's Committee has repeatedly inspected, directly or sent official dispatches requesting the investor to temporarily stop this activity. "The Ward People's Committee also had many working sessions requesting the investor to soon implement the project according to regulations, ending the misuse here. However, up to now, the investor has not implemented it and has not provided specific information to the Ward People's Committee," said Mr. Thang.

Explaining the parking lot on the project land, Mr. Tran Thanh Tung, representative of Hanoi Housing Development and Trade Investment Company Limited, said that the company hired some people to look after the land, then they used the vacant land area to park the cars.

Regarding the reason for the project's delay, Mr. Tung said that, up to now, the company has completed the agreement and payment for the transfer of assets on the land as well as received the management premises of households and individuals. The site clearance work here is favorable, without any disputes. However, during the project implementation, the company encountered problems with regulations and legal issues, so the implementation was slow.

Regarding this issue, according to the People's Committee of Cau Giay District, in 2023, the investor completed the approval documents for the 1/500 scale planning drawing of the project, requesting the People's Committee of the District to appraise and approve. At the same time, the company has also completed the land recovery procedures for the area of ​​1,226.8 m2 including roads and irrigation canals within the field managed by the People's Committee of Mai Dich Ward.

According to Mr. Tran Thanh Tung, recently, the Hanoi People's Council voted to approve the list of projects that are slow to be implemented in the capital. Therefore, the company is waiting for instructions from the city's agencies, departments and branches to continue implementing the project. Public opinion hopes that the obstacles will soon be resolved to promote the project's progress, serving the needs of the people.
