BDK.VN - The Project on Developing Smart Agricultural Value Chains Adapting to Climate Change (CC) is funded by the International Fund for Agricultural Development (IFAD) for Ben Tre and Tra Vinh. The Project on Developing Smart Agricultural Value Chains Adapting to Climate Change in Ben Tre Province was officially approved on February 6, 2023. The total project capital is 27 million USD, of which IFAD loan capital is 17 million USD; non-refundable aid capital is 4.5 million USD; local counterpart capital is 5.5 million USD.

Check the effectiveness of the project in the agricultural production chain.

In the first 6 months of 2025, the Project was approved by IFAD and the Provincial People's Committee. The Ben Tre CSAT Project Management Board (PMU) focused on implementing activities according to plan, with the following results achieved.

For Component 1: Develop a value chain development plan within the framework of the SEDP master plan and the Mekong Region Plan, identify participating enterprises and develop a value chain development plan. Review and update medium-term provincial socio-economic development plans (SEDPs) (2021 - 2025), with a vision to 2050. The activities in this sub- component are specific, aiming to serve the work of developing local socio-economic development plans. However, in the current period, implementing the policy of merging administrative units, these activities have not been temporarily implemented to ensure effectiveness and suitability to the new context.

Activities carried out when the government system at all levels is stable include:

Learning from experience: Visit and exchange experiences on advanced SEDP or climate change adaptation planning in provinces and leading professional organizations.

Participate in workshops and dialogues: Attend national and regional events related to planning and development.

Technical support: Sign contracts with specialized organizations on climate change adaptation and socio-economic development planning to support the implementation process.

Research, Evaluation: Conduct in-depth research on planning and development.

Value Chain Action Plan (VCAP), in 2024, the Project has successfully developed and deployed 8 VCAPs (Value Chain Action Plans) to authorities at all levels and communities in the province. The VCAPs have clearly defined the content, roadmap and implementation resources, creating a solid foundation for the Project to continue implementing activities in the coming years.

Develop strategic products with new value propositions and differentiation. Continue to coordinate with the Department of Agriculture and Environment to restructure agriculture associated with agricultural product value chains and build new rural areas.

The whole province has 94 cooperative groups (THT), 85 cooperatives (HTX), 4 linked groups participating in the value chain of key agricultural products. Agricultural production activities are gradually shifting from small-scale, fragmented production to horizontal and vertical linkages in the chain associated with clean and safe production standards, building geographical certification, product branding, traceability, etc.

Currently, the whole province has 27,805.7 hectares of production according to organic, GAP and equivalent standards.

In the first 6 months of the year, 5 new vegetable growing area codes were issued, with an area of ​​59 hectares; 3 rice growing area codes with an area of ​​115.23 hectares; a total of 32 domestic growing area codes with a total area of ​​814.75 hectares; 10 growing areas were assigned 47 codes with an area of ​​153.12 hectares. Accumulated to the end of April 15, 2025, the whole province had 206 export growing areas with 354 codes with an area of ​​9,613.07 hectares; 16 packaging facilities for export to the markets of the United States, New Zealand, Europe, China, Thailand, etc.

Fruit trees are converted to specialized cultivation, high-value specialty trees for export; value chains of green -skin pomelo , rambutan, seedlings - ornamental flowers, etc. are strongly developed in association with the formation of cooperatives, cooperative groups, and input-output linkages.

In the first 6 months of 2025, 1 parent tree and 8 parent orchards of various fruit trees were selected and recognized .

Coordinate with the Department of Rural Development and the Cooperative Union to support the activities of cooperatives and cooperative groups: Continue to support the consolidation of cooperative and cooperative group activities; the work of monitoring, managing, supporting and coordinating the implementation of state support policies on collective economy is increasingly tight and has improved; the capacity of some cooperatives has changed positively but is still slow.

It is estimated that in the first 6 months of the year, 11 new cooperatives were established, bringing the total number of cooperatives in the province to 216 with 51,260 members and a total charter capital of 310.34 billion VND; 15 new cooperatives were established, bringing the total number of cooperatives to 1,215 with 21,777 members; and 20 cooperatives were received and supported with a total cost of 1 billion VND.
