Digital transformation creates momentum for development in mountainous areas

Despite its mountainous terrain and frequent natural disasters, Da Bac commune is gradually affirming its pioneering role in applying information technology and digital transformation (DTC), creating new momentum for socio-economic development in the highlands.

Da Bac commune was newly established after merging Da Bac town and Hien Luong, Toan Son, Tu Ly communes, with a total area of nearly 13,680 hectares and a population of over 19,000 people. In the conditions of difficult traffic, many areas lost contact during floods, many years ago, the government of Da Bac district (old) focused on applying information technology to management and operation. This is the premise for Da Bac commune today to continue to strongly deploy digital transformation, improve management efficiency, reduce costs, promptly direct disaster recovery, and promote production.

After the issuance of Resolution No. 57 dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, along with the province's directive documents, Da Bac commune identified this as a key task. The commune government has established a Steering Committee, a working group and developed a specific plan for implementation.

Officers of the Da Bac Commune Public Administration Service Center returned the results to Mr. Dao Quoc Thac, 92 years old, in Thach Ly Sub-region.

Comrade Dao Tien Quyet, Chairman of the People's Committee of Da Bac commune, said: "The commune is prioritizing the development of digital infrastructure, especially telecommunications infrastructure, creating conditions for businesses to upgrade their networks, ensuring smooth direction, operation, and service to the people."

The commune focuses on developing "digital citizens" by bringing digital content into schools, implementing a digital general education plan, and raising awareness of digital transformation among officials, civil servants, and people.

According to regulations, the Standing Committee, Party Secretary and Chairman of the Commune People's Committee must report daily to superiors on the implementation results of Resolution 57, along with specific evidence. This is pressure but also motivation to help the commune seriously and effectively carry out the assigned tasks.

From July 1, 2025, the Da Bac Commune Public Administration Service Center officially came into operation. The center is fully invested in facilities, human resources and modern information technology systems, meeting the requirements of handling administrative procedures for people and businesses. The commune has reviewed and simplified processes, increased the application of online public services, ensuring smooth and effective operations. Improve the quality of staff, regularly monitor and urge the processing of documents, minimize delays, and serve the needs of organizations and individuals in the area.

Present at the Public Administration Service Center of the commune in the morning of mid-July, we were really impressed by the image of Mr. Dao Quoc Thac, with white hair and beard, now 92 years old, from Thach Ly sub-area, leaning on a cane to do the procedures for notarizing the red book. Mr. Thac did not have to wait long or carry the documents back and forth many times like before. "The staff here gave enthusiastic instructions, the computer worked quickly, I am old but I still find it convenient" - Mr. Thac said excitedly.

Also here, Ms. Dinh Thi Quy in Lien Phuong sub-district has just completed the procedure of certifying a copy of her citizen identification card. Ms. Quy shared: “In less than 15 minutes, I received the result. Very fast and convenient”.

To make this change, the role of digital administrative procedure support teams at the grassroots level is very important. Nguyen Thi Mau Ha, a member of the Kim Dong Primary School Youth Union, is one of 14 members participating in the commune's Support Team. Ha and other young people from the team and the residential area's youth unions went to the Commune Public Administration Service Center and other areas to guide people on how to install the VNeID application, declare information online, and support people in submitting public service applications.

It can be affirmed that, thanks to the right orientation and drastic participation from the government to the grassroots, Da Bac commune is becoming one of the bright spots in digital transformation in the mountainous region of the province. From digital infrastructure to building digital citizens and innovating public administration activities, digital transformation not only helps improve management efficiency but also opens up development opportunities.
