Today, May 13, the Ministry of Education and Training posted a draft decree regulating preferential allowances for civil servants and employees in publiceducational institutions on its website to solicit public comments. This draft aims to overcome shortcomings in current regulations, ensuring equal rights for teachers and educational administrators.

If the content of the new draft decree is approved, the beneficiaries of incentives will be expanded, applying to all civil servants and employees (including interns, probationers, and contract workers) at public educational institutions (except for institutions under the Ministry of National Defense, the Ministry of Public Security , and key agencies).

Compared with current regulations, the draft content has many new points, notably the adjustments to preferential allowance levels by profession.

Accordingly, preschool teachers will have their allowance increased from 35% to 45% in favorable areas, and up to 80% in areas with particularly difficult socio-economic conditions. The Ministry of Education and Training (the agency in charge of drafting the draft decree) said that this adjustment is intended to accurately reflect the complexity and pressure of the work.

The allowance of teachers at preparatory schools is raised from 50% to 70%, equal to that of teachers at ethnic boarding schools, ensuring fairness for similar tasks.

In particular, with the new draft decree, for the first time, there is a provision that school workers who are not teachers are also entitled to preferential allowances. Staff in support and service positions (library, clerical, etc.) are entitled to an allowance of 15%. Workers with shared professional titles (accounting, medical, etc.) are entitled to an allowance of 20%.

The new draft decree also adds the basis for determining allowances based on the group of job positions (support, shared expertise, specialized job titles) combined with the education level, school type, and work location. At the same time, the draft decree stipulates more specific calculation methods, including the reserve difference coefficient (if any) and the calculation method for employees who do not receive salaries according to the coefficient.

The new draft decree clearly lists cases that are not eligible for allowances, such as time spent on business trips or studying abroad with 40% of salary, time spent on continuous suspension from work for 1 month or more, time off work with social insurance benefits (except for illness and maternity), and other time off exceeding regulations.

Supplementing detailed regulations on allowances in cases of secondment, receiving multiple types of allowances or multiple levels of allowances in the same decree (only receiving the highest level), changing the classification of administrative units, working at schools with multiple levels of education, working in inter-schools, teaching at multiple school locations, and non-pedagogical officials participating in teaching at pedagogical schools. These contents are not clearly stated in current regulations.
