On the afternoon of April 19, all villages and residential areas in Hai Duong city posted and publicized the plan to arrange commune-level administrative units in the province to serve the purpose of collecting voters' opinions.

Hai Duong city currently has an area of ​​111.68 ^km2 , population of 334,624 people; has 6 communes and 18 wards.

According to the plan to arrange commune-level administrative units in Hai Duong province that was put out for comments, 24 communes and wards of Hai Duong city, 2 communes and 1 town of Cam Giang district will be arranged to establish 9 new wards.

Specifically, Hai Duong 1 ward was established on the basis of merging the entire natural area and population of the wards: Nhi Chau, Ngoc Chau, Quang Trung, Tran Hung Dao. After the arrangement, Hai Duong 1 ward has a natural area of ​​6.51 ^km2 and a population of 51,522 people. It is expected that the office of Hai Duong 1 ward will be located at the current headquarters of the Party Committee, People's Council, and People's Committee of Ngoc Chau ward and Tran Hung Dao ward.

Establish Hai Duong 2 ward on the basis of merging the entire natural area and population of the wards: Le Thanh Nghi, Tan Binh, Thanh Binh and part of the natural area and population of Tran Phu ward. After the arrangement, Hai Duong 2 ward is 8.04 ^km2 wide and has a population of 81,500 people. It is expected that the office of Hai Duong 2 ward will be located at the current headquarters of the Party Committee, People's Council, and People's Committee of Tan Binh and Thanh Binh wards.

Establish Hai Duong 3 ward on the basis of merging the entire natural area and population of Viet Hoa ward, Cao An commune (Cam Giang); part of the natural area and population of Tu Minh ward and Lai Cach town (Cam Giang). After the arrangement, Hai Duong 3 ward is 17.02 ^km2 wide and has a population of 31,001 people. It is expected that the office of Hai Duong 3 ward will be located at the current headquarters of the Party Committee, People's Council, and People's Committee of Viet Hoa ward and Cao An commune.

Establish Hai Duong 4 ward on the basis of merging the entire natural area and population of the wards: Cam Thuong, Binh Han, Nguyen Trai and An Thuong commune. After the arrangement, Hai Duong 4 ward has an area of ​​12.22 ^km2 , population of 50,307 people. After the arrangement, Hai Duong 9 ward is 17.83 ^km2 wide and has a population of 24,736 people.
