(PLVN) - That was the content confirmed by the leaders of the Ministry of Industry and Trade at the regular press conference of the third quarter, held on October 23.
At the regular press conference of the third quarter, Mr. Tran Viet Hoa - Director of the Electricity Regulatory Authority said that the revised Electricity Law project has 6 major policies including:
Planning and investing in electricity development to ensure energy security for the country; Developing renewable energy and new energy; Completing regulations on conditions for electricity operations and the granting and revocation of electricity operation licenses; Managing electricity trading activities in the direction of promoting a transparent, fair, efficient competitive electricity market and electricity prices according to market mechanisms; Managing and operating the electricity system, focusing on encouraging economical use of electricity, strengthening the implementation of solutions to manage electricity demand and adjust electricity loads; Safely using electricity after the meter and ensuring the safety of dams and hydropower reservoirs during the construction and operation of hydropower projects.
Mr. Hoa affirmed that the draft Law has been comprehensively and synchronously amended with the provisions of the Electricity Law in the direction of ensuring the inheritance of provisions that are "ripe, clear, agreed upon by the majority and verified in practice; abolishing provisions that are no longer suitable, causing difficulties and obstacles; supplementing provisions of a principled and fundamental nature suitable for the new situation associated with promoting decentralization, delegation of power, reforming administrative procedures and selectively absorbing international experience, but "This draft amended Electricity Law does not supplement new policies".
Notably, Mr. Hoa said that because the Law only includes clear and long-term stable issues, it is only a principle to be able to correct problems and shortcomings; What is still unclear will be regulated in decrees and circulars.
Deputy Minister Nguyen Sinh Nhat Tan added that the draft revised Electricity Law has many new contents, especially those related to renewable energy - which have not been tested in practice, requiring flexible management in each period; In particular, new energy electricity is mentioned, especially self-produced and self-consumed solar power, and offshore wind power.
At the same time, the draft Law has institutionalized policies related to electricity prices such as the electricity price structure, ensuring reasonable profits for projects, on which the Government will provide detailed regulations. Specifically, compared to the 2004 Electricity Law, the draft revised Electricity Law has added many regulations and updates to resolve problems related to cross-subsidy of electricity prices in recent times.
Accordingly, the draft has added the content that electricity prices must ensure that they reflect the costs of electricity production and business activities of electricity units and be implemented publicly, transparently, equally, and without discrimination between electricity units, with a suitable electricity price mechanism for electricity import; At the same time, the contents on the authority to regulate the mechanism for adjusting retail electricity prices have been revised.
Notably, the draft Law on Electricity (amended) also mentioned the development of nuclear power. Accordingly, the Government proposed that the State have a monopoly in investing in the construction of power plant projects of this type, because this is an important project related to national security. In addition, the draft Law stipulates that depending on the socio -economic situation of each period and the specific project, the Prime Minister will prescribe a specific mechanism to ensure the effective implementation of investment in the construction and operation of nuclear power plants...
Deputy Minister Nguyen Sinh Nhat Tan said that the Ministry of Industry and Trade has studied experience and found that in the current trend, under pressure from the renewable energy story, some countries have hastily developed nuclear power. However, it must be determined that with nuclear power, we must try to reduce the risk level to 0. This means that we must apply new advanced technology, which has been applied in practice, to ensure maximum safety. Regarding the time to start developing nuclear power and the possibility of restarting the Ninh Thuan nuclear power project, the leader of the Ministry of Industry and Trade said that it depends on the opinions of competent authorities, after the relevant ministries and branches have completed the research process and submitted reports.
At the press conference, Deputy Minister Nguyen Sinh Nhat Tan affirmed that the Ministry of Industry and Trade has prepared all relevant documents to implement the Electricity Law as soon as possible, just waiting for the Law to be passed.
Regarding the regulation on output guarantee of gas-fired power plants, according to Deputy Minister Nguyen Sinh Nhat Tan, this is a necessary condition for investors to be able to develop financial plans. However, how much output is guaranteed and at what level depends on the specific factors of each project. Therefore, the Government will specify these contents in detail to suit the socio-economic situation of each period to gradually make gas-fired power an important source of electricity supply, supporting the regulation of the national power system.
