If students have a need, they can supplement the research part and write a thesis according to the standards of the Ministry of Education and Training to be recognized as equivalent to a master's degree.

According to Prof. Dr. Nguyen Huu Tu, this approach both maintains the characteristics of the postgraduate specialist training system and avoids conflicts with the National Qualifications Framework. He also suggested that the Ministry of Health and the Ministry of Education and Training soon unify and issue common regulations to facilitate learners, improve management efficiency and ensure the quality of specialist medical human resources for the health system.

Sharing the same view, Prof. Dr. Hoang Van Minh - Principal of the University of Public Health said that training medical human resources, especially postgraduate training, is of a special and specialized nature because it is directly and inseparably linked to the health care system, from the Ministry of Health, Department of Health, hospitals, Centers for Disease Control (CDC), medical centers, health stations to patients and all people in the community.

Learners in the health sector not only acquire academic knowledge but also must continuously practice clinical and paraclinical skills as well as the capacity to care for and improve community health, in a practical practice environment.

These competencies cannot be achieved through purely classroom teaching, but can only be formed when the program is implemented right in the health care system and closely linked to the daily work of staff and lecturers at the medical facilities where they work.

Prof. Dr. Hoang Van Minh emphasized: "The Ministry of Health's role as the agency managing the post-graduate training system in the health care sector is a prerequisite to ensure unity, consistency and connectivity between training - practice - supervision and licensing; avoid fragmentation; ensure patient safety; and maintain the highest quality of health human resources. This is the foundation for building a strong, modern and sustainable national health system."

Through the analysis of experts and National Assembly delegates, it is clear that the common view is: Advanced training in the field of health sciences is a highly specialized activity, closely related to the lives of patients and the national health system. The legalization to assign the Ministry of Health as the focal point responsible for managing advanced postgraduate training programs is a prerequisite to ensure the quality, consistency and safety of future health workers, as proposed by Deputy Minister of Health Nguyen Tri Thuc.

Previously, at the discussion session, National Assembly Deputy Nguyen Tri Thuc - Ho Chi Minh City Delegation, Deputy Minister of Health expressed his disagreement with some contents in the explanatory report No. 2028 related to the specialist I, specialist II and resident doctor programs. He said he was very sad when these training programs were explained as a form of studying to obtain a practice certificate, while these are specialized training levels, requiring high levels of clinical competence and medical knowledge.

Deputy Minister Nguyen Tri Thuc proposed that the National Assembly consider adding a regulation assigning the Ministry of Health as the agency responsible to the Government for State management of specialized, specialized post-graduate training programs in the field of health sciences. He said that this issue is important for the future development of the medical industry and needs to be carefully considered.
