Infrastructure investment to meet diverse production needs

According to statistics, Bac Ninh has implemented a comprehensive strategy to firmly build the core pillars of digital transformation. Financial resources are prioritized, with the budget estimate for digital transformation in 2025 reaching VND 327.7 billion. This capital source firmly consolidates the technology infrastructure: 4G mobile network covers 99% of the population and the new generation 5G network reaches a coverage rate of 53%, creating a solid foundation for high-tech applications.

The administrative connection infrastructure has also been enhanced with 269 dedicated, secure, high-speed data transmission lines, ensuring seamless connection from the provincial to the grassroots levels. Notably, 100% of communes and wards have been equipped with online conference systems, improving the timeliness and efficiency of the new administrative apparatus' direction and operation.

In addition, digital transformation in public administration has brought about impressive results with 100% of mandatory dossiers digitized, the rate of online dossiers reaching 96.3%. These efforts not only improve the working efficiency of the government but also create a serving government, creating maximum convenience for people and businesses.

Ms. Pham Thi Huong, Director of Autotech Vietnam Machinery Manufacturing Joint Stock Company, shared: “Bac Ninh is the first province to bring 5G waves to industrial parks, which creates an outstanding competitive advantage.” Thanks to advanced technology infrastructure, the company has developed a system of machinery and automated production lines, meeting the diverse production needs of major partners such as Samsung, VinFast , Nidec, and P&G.

Digital technology is also promoted to support traditional economic sectors. Many concentrated agricultural commodity production areas have been formed thanks to the application of high technology. A typical example is the Yen The hill chicken breeding area with a scale of about 15 million chickens/year, bringing in a value of 1.5 to 1.7 trillion VND; or the lychee production area with a scale of nearly 30 thousand hectares, managed by traceability and growing area codes.

Focus on perfecting institutions and synchronously developing digital infrastructure

The digital transformation process has brought Bac Ninh many outstanding achievements, of which it is expected that by 2025, the proportion of digital economy in the province's GRDP will reach 40.5%, 2.9 times higher than the national average, putting Bac Ninh in the group of leading localities in digital economic development.

The province's information technology industry is also among the leading localities in the country in terms of the number of enterprises, hardware revenue, software export turnover and pre-tax profit. Being continuously in the top 10 localities nationwide in the Digital Transformation Index (DTI) and the Local Innovation Index (PII) is the clearest proof of Bac Ninh's prestige and position in the investment community.

The digital economy is also evident in daily life, with the online payment rate reaching nearly 79%. Online shopping and cashless transactions have become popular. Ms. Vu Thi Thu (Kinh Bac ward) said that online shopping has helped her save a significant amount of travel time. The popularity of smartphones also helps people of all ages easily use online public services such as health insurance lookup or electronic tax payment.

Mr. Nguyen Van Dung, Director of the Department of Science and Technology, said that the Resolution of the 1st Provincial Party Congress set a strategic goal: the proportion of added value of the digital economy in GRDP will reach about 45% in the next term and turn Bac Ninh into the innovation center of the North.

To achieve this goal, the province will continue to focus on perfecting institutions; synchronously developing digital infrastructure; enhancing training and developing high-quality human resources; and building a digital ecosystem. Specifically, the province will strongly promote start-up and innovation activities, develop strategic technologies, and core technologies such as Artificial Intelligence (AI) and Big Data.

In addition, Bac Ninh will continue to plan and attract investment to form concentrated information technology zones, smart computing centers, concentrated science and technology research and development zones, and regional high-tech science and technology research institutes.

Digital transformation is not only a goal, but also a starting point for Bac Ninh to open up new development space, creating new value chains in all socio-economic fields. With the foundation that has been built and the cooperation and consensus of the entire political system and the people, Bac Ninh is confidently entering the digital era, striving to complete the strategic goals set by the Provincial Party Congress in the new term.
