Promoting innovation in industrial promotion work in the Southern region

In the coming time, provinces and cities in the Southern region need to innovate industrial promotion activities, increase regional connectivity and promote green transformation. Industrial promotion must be a bridge between policies and businesses; prioritize support for digital transformation, energy-saving and environmentally friendly technology; focus on training staff and supporting the right subjects.

On October 20, the Department of Innovation, Green Transformation and Industrial Promotion ( Ministry of Industry and Trade ) coordinated with the Department of Industry and Trade of Tay Ninh province to organize the 15th Industrial Promotion Conference of Southern provinces and cities in 2025.

According to the report of the Department of Innovation, Green Transformation and Industrial Promotion, in 2024, the total budget for industrial promotion nationwide will reach 332 billion VND; of which national industrial promotion will be 130 billion VND and local industrial promotion will be 202 billion VND. The Southern region alone will implement 53.81 billion VND, reaching nearly 80% of the plan.

By 2025, the total planned budget for industrial promotion in the Southern region is 56.3 billion VND, accounting for more than 16% of the total budget for industrial promotion in the country. Despite the impact of administrative unit arrangement, organizational consolidation and coordination mechanism changes, the Departments of Industry and Trade in the region still strive to implement many key programs and projects. By the end of September 2025, the whole region had disbursed 8.3 billion VND, reaching 14.8% of the annual plan.

Industrial promotion activities continue to be implemented synchronously, focusing on target groups such as supporting the application of machinery and transferring advanced technology; building technical demonstration models and applying cleaner production; training human resources; developing typical rural industrial products; strengthening propaganda and trade promotion work and improving organizational capacity...

However, the region's industrial promotion activities still face many difficulties in disbursement, project appraisal procedures and the quality of human resources at the grassroots level...

At the conference, delegates discussed many important issues related to the organization of industrial promotion units after the merger of the province and the implementation of the 2-level local government model. They focused on analyzing the impact of current industrial promotion policies, pointing out limitations, sharing experiences, effective models and proposing solutions to implement the industrial promotion plan for 2025. At the same time, they proposed solutions to improve management effectiveness, strengthen coordination between the Central and local levels in mechanisms, policies, public services and regional linkages for rural industrial development.

Speaking at the Conference, Director of the Department of Innovation, Green Transformation and Industrial Promotion Nguyen Thi Lam Giang emphasized that industrial promotion must become a bridge between State policies and business needs, improving productivity and competitiveness of rural industrial products.

In the coming time, localities need to innovate in implementing industrial promotion, strengthen regional linkages and promote green transformation in production. At the same time, provinces need to link industrial promotion programs with digital transformation, prioritize support for advanced, energy-saving and environmentally friendly technologies, and focus on training staff and supporting the right subjects.

The Ministry of Industry and Trade will continue to accompany and perfect the policy mechanism according to Decree No. 235/2025/ND-CP amending and supplementing a number of articles of Decree No. 45/2012/ND-CP on industrial promotion policy; promoting the development of modern, effective and sustainable rural industry.
