Bringing national treasures to Vietnam with the Cultural Heritage Conservation Fund

(Dan Tri) - The Cultural Heritage Conservation Fund aims to provide funding for some truly necessary and specific activities in cultural heritage conservation that the state budget cannot yet meet.
On the afternoon of October 23, Chairman of the Committee for Culture andEducation Nguyen Dac Vinh presented a Report on explanation, acceptance and revision. Regarding the Cultural Heritage Conservation Fund, the draft law stipulates that the Cultural Heritage Conservation Fund is to support funding for a number of truly necessary and specific activities in the conservation of cultural heritage but the state budget cannot meet them, such as protecting intangible cultural heritage at risk of being lost or forgotten; preserving, renovating, restoring, protecting and promoting the value of relics; purchasing and bringing relics, antiques, national treasures, documentary heritage, rare documents on intangible cultural heritage of Vietnamese origin from abroad to the country... The fund's financial resources are formed on the basis of aid, sponsorship, support, donations from domestic and foreign organizations and individuals and other legal financial sources. The state budget does not support. According to Mr. Vinh, the National Assembly Standing Committee proposed to regulate the Cultural Heritage Conservation Fund in the draft law, and directed careful research on the necessity, legal basis and practice. In addition, the Chairman of the Committee on Culture and Education said that it is necessary to review, adjust and improve the direction that the fund only supports funding for a number of key and focal activities. At the same time, the draft law needs to supplement the provision that the Chairman of the Provincial People's Committee should base on the actual situation of requirements, the ability to mobilize resources, efficiency and feasibility to establish a Cultural Heritage Conservation Fund in the locality. Regarding policies for artisans, subjects of intangible cultural heritage, the Standing Committee of the National Assembly has directed the review and regulation of policies for artisans, communities, individuals practicing, teaching, creating, performing on funding, facilities, tools, objects, related cultural spaces... in the draft law. According to the Chairman of the Committee on Culture and Education, in order for the policy to be suitable for each subject and subject of intangible cultural heritage, the draft law assigns the Government to stipulate in detail.
