Thereby, the goal is to focus on completing the entire visual propaganda system and large outdoor billboards of the right size from now until 2035, planning on the entire expressway, national highway, provincial road, and public places to ensure that each billboard is an investment project that will be exploited for many years, bringing about socio-economic efficiency. By 2040, the approach is oriented to introduce new advertising technology (rolling form, light box signs, modern advertising forms, mobile advertising on large billboards), applying new and modern propaganda technology. Promoting content management, planning, licensing and licensing management using information technology, accessing and introducing new and modern propaganda technology as well as upgrading large billboards serving political propaganda and outdoor advertising.

In the period from 2035 to 2040, advanced advertising media will be applied to meet the needs of advertising information, contributing to reducing the land area and space for advertising according to the formula of increasingly smaller information transmission area and increasingly larger amount of information. At the same time, standardizing advertising media on new traffic routes and new urban areas, combining advertising lights with artistic lighting in central areas, creating urban beauty at night...

The outdoor advertising planning in Binh Thuan until 2035, with a vision to 2040, also identifies capital needs and capital mobilization mechanisms.
