As long as there is road, there will be Duc Long BOT

In early August 2024, after a prolonged period of heavy rain, many locations on Ho Chi Minh road, Ong Bo slope, through Quang Tin commune, Dak R'lap district, Dak Nong province, experienced serious land subsidence.

Specifically, from September 8 to 16, Duc Long BOT recorded 3 subsidence points along Ho Chi Minh Road. The subsidence section lasted about 1km, affecting 10 households and the land of 6 other households. The subsidence area was on the negative slope of Ho Chi Minh Road.

Through inspection and assessment of the seriousness of the problem, on the one hand, Duc Long BOT reported to the local authorities and the Department of Transport of Dak Nong province, on the other hand, immediately implemented measures to overcome, limit risks and ensure the route.

Mr. Nguyen Dinh Trac, Director of Duc Long BOT affirmed: “Ho Chi Minh Road is an important traffic route, the lifeline connecting Dak Nong with the Southeast region. Ensuring safety and continuous traffic is not only the responsibility of the locality and functional agencies but also the main task of the company. Our point of view is that without the road, there is no BOT. As long as the road exists, Duc Long BOT exists. Therefore, ensuring safety for this section of the road in particular and the entire Ho Chi Minh route in general is our top priority.”

Immediately after detecting the subsidence points, Duc Long BOT proactively arranged motorbikes and human resources to carry out the excavation, clearing and reducing the load of the leveled soil at Km l936+100 on the left side of the route and Km l936+300 on the right side. The purpose of excavation, clearing and reducing the load is to separate the leveled soil from Ho Chi Minh road so as not to affect the road, avoiding the subsidence that leads to the negative slope, foundation, etc. of the road.

Along with that, the company installed 4 signs limiting the maximum speed to 40km/h for trucks with a carrying capacity of over 3.5 tons and passenger vehicles with over 29 seats on the section where the negative slope subsidence occurred. By September 25, 2024, the two subsidence locations at Km l936+100 on the left and Km l936+300 on the right of the road were temporarily safe and there was no risk of affecting the traffic infrastructure of Ho Chi Minh Road.

Deputy Director of Duc Long BOT Nguyen Van Quy added that the subsidence points are blocks of leveled land, located outside the traffic safety corridor. However, these leveled blocks pose a risk to the safety of Ho Chi Minh Road. This leveling of land is an illegal act, which has been discovered by local authorities and functional agencies, and a record has been made for handling, but has not yet been resolved.

Currently, BOT Duc Long is operating and exploiting 70 km of Ho Chi Minh Road (old National Highway 14); there are two toll stations in Nam N'Jang commune (Dak Song district) and Dak Ru commune (Dak R'lap district).

According to Deputy Director of Dak Nong Department of Transport Ha Sy Son, the area where the subsidence occurred had been leveled a few years ago. The leveling in the road safety corridor did not have a license. In 2020 and 2021, the Inspectorate of Dak Nong Department of Transport discovered and recorded administrative violations in a number of cases of leveling in this area (including the owner of Trung Dung 1 Gas Station). The violation records were sent to local authorities for administrative sanctions. However, the restoration of the land to its original state was not carried out afterwards.

Continue to fix subsidence points in Gia Nghia

In August 2023, at Km1900+350 and Km1900+650 on the Ho Chi Minh route managed by BOT Duc Long, cracks and subsidence appeared and became more serious in the following period. This situation caused 2/4 lanes of Ho Chi Minh route, the section through Nghia Thanh ward, Gia Nghia city (Dak Nong province) to be temporarily suspended for more than a year.

Duc Long BOT has actively and proactively coordinated with the Department of Transport, local authorities, and related units to determine the cause and find solutions. With the consent of Dak Nong Provincial People's Committee and the Ministry of Transport, through bidding, the Institute of Transport Science and Technology (under the Ministry of Transport) won the bid for the inspection package of the cause of the subsidence incident at Km1900+350 and Km1900+650 on the Ho Chi Minh route. The bid package is worth 1.5 billion VND, this amount was paid by Duc Long BOT.

After a period of implementation, the Incident Assessment Team chaired by the Provincial Department of Transport determined that the subsidence and landslide incident was not related to the investment, construction, operation and maintenance of the road section. The construction incident was related to the leveled land block within the scope of the technical infrastructure project for the residential area in Nghia Thanh Ward of Dak Lak Road Joint Stock Company. This was the only subjective cause in the group of causes leading to the construction incident. The remaining causes were due to weather, rainfall, terrain, geology and hydrology.

According to the appraisal report, there are two options to fix the subsidence and landslides on Ho Chi Minh Road. The first option is to restore the original condition; the second option is to reposition the route to the left (in the direction of traffic from Dak Nong to Dak Lak). The estimated cost is nearly 200 billion VND and the construction time is 9-11 months.

Mr. Son GTVT

Mr. Nguyen Dinh Trac said that after receiving the policy of Dak Nong Provincial People's Committee, the company will organize a public bidding to select a consulting unit, survey, prepare a feasibility study report to choose the best solution to overcome the subsidence problem in Gia Nghia. The company's viewpoint is to make every effort, actively and proactively coordinate with authorities at all levels and functional sectors in overcoming the subsidence problem as well as safety on the Ho Chi Minh route. The cost of the repair is large and if Duc Long BOT is assigned to carry out the project, the parties will have to have a suitable financial plan in accordance with the law.

“In the coming years, in addition to the efforts of the unit, we also hope that people will strictly comply with regulations on protecting road corridors. Local authorities at all levels and functional agencies need to strengthen propaganda and mobilization work; at the same time, resolutely and strictly handle violations of traffic safety corridors. Thereby, ensuring that the road is well managed and operated; more importantly, ensuring the safety of people and vehicles participating in traffic”, said Director of BOT Duc Long Nguyen Dinh Trac.
