Approval of Bao Loc - Lien Khuong Expressway PPP Project worth 17,718 billion VND
The Bao Loc - Lien Khuong Expressway Project (Phase 1) under the PPP method was officially approved by the Lam Dong Provincial People's Committee on March 31. The expressway is 73.62 km long, with a scale of 4 lanes, a roadbed width of 17 m, and an operating speed of 80 km/h. In the completed phase, the roadbed will be widened to 24.75 m, the design speed will reach 100 km/h, and two emergency lanes will be added.

The route starts from Loc Phat ward, Bao Loc city, coinciding with the end point of Tan Phu - Bao Loc expressway and ends at Hiep Thanh commune, Duc Trong district, connecting with Lien Khuong - Prenn expressway. The route runs parallel to the left side of National Highway 20, about 2-5 km away, through Bao Loc city and Bao Lam, Di Linh, Duc Trong districts. Near Lien Khuong airport, the route curves north and joins the existing expressway network.
The project was proposed by a consortium of T&T Group, FUTA Group and Phuong Thanh. Two rest stops of about 10 hectares are located on both sides of the route in Bao Lam district. The total investment is 17,718 billion VND, of which the State capital accounts for 43.8%, the rest is mobilized by investors. The expected toll collection period is 19 years and 10 months, with a starting fee of 2,000 VND/km/standard vehicle.
The selection of investors will be carried out through open domestic bidding in 2025. The Bao Loc - Lien Khuong expressway is expected to gradually complete the expressway system from Dau Giay to Lien Khuong, reduce the load on National Highway 20, increase transport capacity, promote socio -economic development, develop tourism and ensure national security and defense for Lam Dong and the Central Highlands region.
Ho Chi Minh City assigns focal point to implement 7 urban railway routes
The Ho Chi Minh City People's Committee has just assigned the City Urban Railway Management Board (MAUR) to be the investor of 7 metro lines under the special mechanism from Resolution 188/2025/QH15 of the National Assembly . This is an important step to accelerate the construction progress of the urban railway system, with a total length of 355 km expected to be completed by 2035.

These seven metro lines include Line 1 (Ben Thanh – An Ha), Line 2 (Ben Thanh – Thu Thiem and Tham Luong – Cu Chi), Line 3 (Hiep Binh Phuoc – An Ha), Line 4 (Dong Thanh – Hiep Phuoc), Line 5 (Long Truong – Da Phuoc), Line 6 (Inner Ring Road), and Line 7 (Tan Kien – Vinhomes Grand Park). MAUR will develop a capital allocation and arrangement plan for each phase of 2021–2025, 2026–2030, and 2031–2035, and establish an annual capital plan to ensure investment progress.
The HCMC People's Committee also requested MAUR to thoroughly resolve the problems at metro line No. 1 (Ben Thanh - Suoi Tien), especially complaints related to contracts and audit conclusions. For line No. 2 (Ben Thanh - Tham Luong), the City directed the completion of procedures to end the investment policy using ODA capital in accordance with regulations, and at the same time urgently deploy surveys, overall designs and prepare feasibility study reports for new projects.
The HCMC metro development project aims to mobilize about 40.2 billion USD in the next 10 years. Thanks to Resolution 188 with many outstanding mechanisms, HCMC is determined to reorganize the investment management model in 2025, creating momentum for the rapid and effective development of the metro system - the backbone of modern urban transport in the future.
Kosy proposes to invest in 257-hectare urban area in Binh Chanh, Ho Chi Minh City
Kosy Joint Stock Company has just sent a document to the Ho Chi Minh City People's Committee to approve the policy allowing the enterprise to research and prepare a proposal for the 257-hectare Urban Area Project in Pham Van Hai Commune, Binh Chanh District. This is part of Kosy's strategy to expand its operations in the Southern region, after having implemented many real estate projects in Hanoi, Bac Giang, Ninh Binh, Long An and Lao Cai.

The investment idea was proposed by Kosy after the enterprise studied Decision 1711/QD-TTg on approving the planning of Ho Chi Minh City for the period 2021-2030, with a vision to 2050, and conducted a field survey in the area. Therefore, Kosy hopes that the Ho Chi Minh City People's Committee will approve the policy of researching and developing an urban area project in Pham Van Hai commune - an area that is attracting the attention of many investors thanks to its strategic location and potential for urban development.
Currently, Pham Van Hai commune is the focal point of the city's planning when preparing to deploy two large industrial parks: Pham Van Hai I (379 ha) and Pham Van Hai II (289 ha). This creates favorable conditions for the development of satellite urban areas to serve the living and working needs of residents and experts in the industrial park. Many other enterprises have also submitted proposals to the Ho Chi Minh City People's Committee to participate in investing in this area, making Pham Van Hai an attractive destination in the new wave of investment in Binh Chanh district.
Hanoi speeds up construction progress of 43 industrial clusters
On March 31, the Office of the Hanoi People's Committee issued Notice No. 171/TB-VP, informing the conclusion of Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen on reviewing and unifying the process of establishing industrial clusters in the city. This is a move to speed up the implementation of industrial clusters, serving the goal of economic growth in the capital.
For 43 industrial clusters established in the period of 2018-2020, the City People's Committee assigned the Department of Industry and Trade to preside over and coordinate with departments, localities and infrastructure investors to accelerate construction progress in accordance with Plan 20/KH-UBND. The Department of Industry and Trade is also required to regularly review and classify project progress to have timely solutions, ensure efficiency, compliance with planning and select suitable investors.
For 12 industrial clusters that have not been allocated land, the City assigned the Department of Agriculture and Environment to guide the completion of documents and carry out land lease procedures according to regulations, helping to speed up the construction of technical infrastructure. The establishment and expansion of industrial clusters is also assigned to the Department of Industry and Trade to coordinate with relevant parties to review and submit to the City People's Committee for approval according to the approved planning, creating favorable conditions for businesses to access clean land and invest in production.
The City People's Committee requested the Department of Finance to urgently review and resolve obstacles between industrial cluster policies and investment, land, and bidding policies, ensuring that implementation progress is not affected. In particular, procedures related to industrial clusters are classified as priority procedures, with processing time to be shortened by at least 60% to contribute to achieving the target of GRDP growth of over 8% in 2025 and double digits in the next period.
Ho Chi Minh City prepares to implement 2 more TOD projects along metro line 2
Ho Chi Minh City is accelerating the implementation of the Transit Oriented Development (TOD) model along Metro Line 2 (Ben Thanh – Tham Luong), with the addition of two new projects this year thanks to favorable land conditions. The selected land plots are all managed by the State, helping to shorten the time for site clearance and speed up the investment progress.

In Tan Binh District, a 5.1-hectare land plot at 446–448 Hoang Van Thu Street, adjacent to Bay Hien Station, was selected as a TOD project. The land plot is currently the District Exhibition and Sports Center, which is owned by the State, so implementation is convenient. In the second and third quarters of 2025, the district will adjust the planning, select investors by the end of the year, and proceed to implement the project.
Similarly, District 10 has identified area C30, Ward 14, with an area of nearly 41 hectares, located about 900m from Le Thi Rieng Park Station, to develop the TOD model through auction. The planning adjustment and investor selection are also planned to be implemented in 2025, in order to synchronize with the metro line progress.
Previously, Tan Phu district selected land plot No. I/82 A in Tay Thanh ward, 26 hectares wide, to develop TOD. This is an area with a lot of vacant land, currently used as a cinema and warehouse, so it is convenient for recovery.
With three land plots identified and a specific implementation plan, Ho Chi Minh City is expecting the TOD model to be clearly effective when metro line 2 is completed in 2030, contributing to improving the quality of life, traffic connection and modern urban development around the stations.
Tan Cang Hai Phong International Container Port receives ships up to 160,000 DWT with reduced load
Tan Cang Hai Phong International Container Terminal (TC-HICT) currently consists of two wharfs with a total length of 750 m, and is allowed to receive ships with a capacity of up to 145,000 DWT with reduced load. The Ministry of Construction has just agreed in principle to allow TC-HICT port to receive container ships with a capacity of up to 160,000 DWT with reduced load in order to take advantage of existing infrastructure, maintain sea transport routes and promote socio-economic development for Hai Phong City and the whole country.

The Vietnam Maritime Administration will supervise the implementation, ensure maritime safety, fire prevention and fighting, security and environmental protection during the ship reception process. Tan Cang Hai Phong International Container Terminal Co., Ltd. will take full responsibility if any incident occurs and will not require additional budget investment for public infrastructure in this area.
Previously, the company had safely received 932 ships with a capacity of over 100,000 DWT to 145,000 DWT by the end of 2024. Expanding the capacity to receive 160,000 DWT ships is the next step to meet the needs of major shipping lines, reduce logistics costs, maintain and expand trans-Pacific routes, and improve ship operating efficiency.
According to the latest planning of the Prime Minister, Lach Huyen port area – where TC-HICT port is located – will be developed to receive ships of up to 18,000 TEUs. Receiving large ships will not only help transport goods from the North directly to Europe and America, but also contribute to reducing dependence on transit through international ports such as Singapore or Hong Kong, thereby improving the competitiveness of Vietnamese exports and attracting transit goods in the region.
Hanoi invests more than 63 billion VND to renovate the Shooting Training and Competition Hall
The Hanoi People's Committee has just approved the Project to renovate and upgrade the Shooting Training and Competition Hall of the Hanoi Sports Training and Competition Center, with a total investment of more than 63 billion VND. The project will be implemented in the period of 2024-2026 in My Dinh Ward, Nam Tu Liem District, with the Hanoi City Civil Construction Investment Project Management Board as the investor.
The main objective of the project is to renovate the building to ensure technical standards and quality to serve the needs of training, competition and living of athletes. The main items include: dismantling and repainting all the walls inside and outside the house, replacing the glass system, renovating the facade, re-laying the path system, replacing the roof, tempered glass doors, renovating the stairs and installing fireproof steel doors... The renovation is carried out to ensure the safety of the building during its operation.
The investor is assigned full responsibility for organizing the implementation of the project in accordance with regulations, ensuring progress, quality and cost savings. Departments and branches such as the Department of Construction, Department of Culture and Sports, Department of Finance, Department of Agriculture and Environment and the People's Committee of Nam Tu Liem District will coordinate to guide and supervise the implementation process, from investment procedures to project settlement.
The project is part of Hanoi's strategy to improve sports infrastructure, contributing to improving professional training conditions for athletes, while improving the quality and safety of the city's sports activities. The approval decision takes effect from the date of signing on March 31, 2025.
The Ministry of Construction has disbursed VND 8,302 billion, reaching 9.98% of the total plan for 2025.
In the first 3 months of 2025, the Ministry of Construction disbursed about VND 8,302 billion, reaching nearly 10% of the annual plan and higher than the national average. However, compared to the registered plan of investors, the disbursement volume is still low, reaching only 71.19%, 3,360 billion VND slower. This puts great pressure on the Ministry to complete the disbursement plan of VND 93,843 billion for the whole year.

Some units such as the Maritime Project Management Board, Vietnam Road Administration, Western University of Construction, Hanoi University of Architecture or Ninh Binh Department of Construction have disbursement rates higher than the Ministry's average. However, many large investors such as the My Thuan Project Management Board, Ho Chi Minh Road, Project 7 and 6 have not yet achieved the registered progress. Notably, some localities such as Phu Tho, Dak Lak, Ha Tinh, Da Nang, Quang Tri and Cao Bang have not yet implemented disbursement despite being allocated large amounts of capital.
Compared to the same period in 2024, this year's disbursement results have only reached about half, which is likely to greatly affect the overall results. Currently, the Ministry of Construction is managing a public investment capital plan of about VND 83,746 billion and has proposed to continue to supplement more than VND 10,000 billion from the increased central budget revenue source for key projects such as the Cam Lo - La Son and My Thuan - Can Tho expressways.
To achieve the target of disbursing at least 95% of capital in 2025, from now until January 2026, the Ministry of Construction must disburse an average of at least VND9,000 billion per month - significantly higher than the results in the first quarter of the year. This is a big challenge, requiring strong coordination from investors and localities.
There will be 4 component projects of the North-South Expressway opened to traffic on the occasion of April 30.
The Ministry of Construction is accelerating the progress of four component projects of the North-South Expressway in the Eastern Region for the 2021-2025 period to put the main route into operation on April 30, 2025. The projects include: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh and Van Phong - Nha Trang. Currently, the progress of the projects basically meets the requirements, although there is still a lot of work to be completed in a short time, especially the Bai Vot - Ham Nghi project.

It is expected that in 2025, about 1,188 km of expressway will be completed out of a total of 3,000 km targeted for the year. Of these, 786 km of 16 projects/component projects have resolved their problems and have favorable conditions to complete on time. Project management boards are required to mobilize maximum forces and organize urgent construction to ensure on-time traffic opening.
However, there are still 12 projects with a total length of 402 km facing difficulties in site clearance and construction materials and need to organize continuous construction according to the "3 shifts, 4 teams" model to meet the 2025 schedule. These projects include some sections of the North-South Expressway, Khanh Hoa - Buon Ma Thuot, Ho Chi Minh City Ring Road 3, Bien Hoa - Vung Tau and Cao Lanh - An Huu.
To ensure the completion of the target of 3,000 km of expressway in 2025, the Department of Economics - Construction Investment Management requires management boards to closely follow the scene, coordinate closely with localities in site clearance and construction organization, especially key projects such as Hoa Lien - Tuy Loan or Quang Ngai - Hoai Nhon. The goal is to complete the main route of 4 projects by April 30 and all projects by June 30, 2025.
Ha Tinh needs more than 1,500 billion VND to upgrade National Highway 1A through Vung Ang Economic Zone.
The People's Committee of Ha Tinh province has just issued a document requesting the Ministry of Construction to consider and report to the Prime Minister to prioritize capital allocation or include in the medium-term public investment plan for the period 2026-2030 the project to upgrade and renovate National Highway 1A through Vung Ang Economic Zone and Ky Anh town. The project is about 26 km long, from Km561+00 to Km587+00, with a total estimated investment of about VND1,540 billion, planned according to secondary urban road standards with a scale of 4 lanes.

Currently, this area is developing rapidly, with many key projects being implemented in the Vung Ang Economic Zone and Ky Anh town, leading to a significant increase in traffic volume. However, the section of National Highway 1A passing through the center of Ky Anh town, which was invested in since 1998, is now seriously degraded, overloaded and not synchronized with other sections that have been upgraded to 4 lanes according to the plan.
The road upgrade will not only help to overcome the deterioration, reduce the risk of accidents and traffic congestion, but also create favorable and safe conditions for people and vehicles. In addition, the project will enhance the connection between industrial parks, seaports and commercial centers in the area, contributing to promoting the socio-economic development of Ha Tinh province in particular and the North Central region in general.
Singapore is the partner with the largest FDI capital in Quang Nam.
Singapore is currently the largest foreign direct investment (FDI) partner in Quang Nam, with 8 projects with a total registered capital of 4.11 billion USD. The Quang Nam Provincial People's Committee has just announced a report on the results of the implementation of the Investment Promotion Program in 2024, showing that the province has achieved many outstanding achievements in attracting both foreign and domestic investment capital.
Specifically, in 2024, the province granted new licenses to 14 FDI projects with a total capital of more than 149 million USD, an increase of more than 155% compared to the previous year. At the same time, 39 domestic investment projects were also licensed with a total capital of more than 5,700 billion VND, an increase of nearly 190%. In addition, 7 domestic investment projects and 7 FDI projects were adjusted to increase capital, with additional capital of nearly 961 billion VND and more than 74.5 million USD, respectively.
To date, Quang Nam has 1,373 valid investment projects, including 206 FDI projects with a total capital of about 6.3 billion USD. FDI projects focus on the processing and manufacturing industry, especially in Chu Lai Open Economic Zone, coastal tourist areas and industrial clusters. Investors come from 30 countries and territories, with South Korea leading in the number of projects (59 projects), followed by China (45 projects) and Japan (19 projects).
Some typical large-scale FDI projects include Hoiana Complex (Singapore, 4 billion USD), Hyosung Vietnam (Korea, over 400 million USD), Groz Beckert Vietnam (Germany, over 100 million USD), and Panko Tam Thang (Korea, 70 million USD). These projects have significantly contributed to local economic growth, helping GRDP per capita in 2024 reach over 84 million VND, an increase of 10 million VND compared to the previous year; total local budget revenue reached 27,594 billion VND, exceeding the estimate by 116.9%.
Quang Binh leases nearly 30,000 square meters of land to ACV to expand Dong Hoi airport
The People's Committee of Quang Binh province has just decided to hand over nearly 30,000 m² of land at Dong Hoi airport to Vietnam Airports Corporation (ACV) to implement the project of building Passenger Terminal T2 and expanding the aircraft parking lot. The land belongs to Loc Ninh commune, Dong Hoi city, and is leased until 2050 in the form of annual rental payment, without auctioning the land use rights.

The project has a total investment of over VND1,863 billion, with a land area of 15,016 hectares. Of which, Passenger Terminal T2 will have a capacity of 3 million passengers/year, serving domestic passengers. The project also builds 4 new aircraft parking positions, bringing the total to 8 positions meeting code C standards.
The project is divided into two main components. Component 1 - construction of passenger terminal T2 is expected to start in the second quarter of 2025 and be completed in the fourth quarter of 2026. ACV has submitted technical design documents and issued bidding documents for pile and foundation items. Component 2 - expansion of the aircraft parking lot has started in August 2024 and is expected to be completed in May 2025. Cement concrete items are being implemented simultaneously.
In addition, the Fire Truck and Ground Equipment Assembly Area Project is expected to start construction in the fourth quarter of 2025 and be completed in the second quarter of 2026. Site clearance work is also being accelerated, with 10.6 hectares of military land handed over and 11,746 hectares being counted and a compensation plan being developed for submission to the Provincial People's Committee for approval. The project is expected to improve exploitation capacity and create momentum for the development of aviation and tourism in Quang Binh.
Khanh Hoa breaks ground on industrial park worth over 1,800 billion VND in Van Phong Economic Zone
On April 2, the People's Committee of Khanh Hoa province held a groundbreaking ceremony for Doc Da Trang Industrial Park in Van Phong Economic Zone, with the attendance and direction of Deputy Prime Minister Mai Van Chinh. The project is invested by Viglacera Yen My Industrial Park Development Joint Stock Company, with a total investment of VND 1,807 billion and is expected to attract about 16,000 workers.

The industrial park has a scale of nearly 288 hectares, of which more than 204 hectares are industrial production and warehouse land, with a maximum construction density of 70% and a maximum building height of 5 floors. The project is oriented to attract clean industries, high technology, precision mechanics, electronics and supporting industries.
Speaking at the ceremony, the Deputy Prime Minister emphasized the role of the project in promoting the industrialization and modernization of Khanh Hoa province and the development of Van Phong Economic Zone. He asked investors to build the industrial park in a smart, modern and sustainable direction, and requested ministries, branches and localities to support the project so that it can soon come into operation, contributing to the development of the knowledge economy, infrastructure and local communities.
Hanoi invests more than 330 billion VND to renovate and upgrade provincial road 419
Hanoi City has just approved the project to renovate and upgrade provincial road 419 from Km51+55 to Km53+552, coinciding with the economic development axis of Mieu Mon - Huong Son, in My Duc district. The project has a total investment of more than 330 billion VND, with the People's Committee of My Duc district as the investor, to be implemented from 2025 to 2028.
The renovated route is 2.592 km long, with a 27 m wide roadbed, including synchronous items such as road surface, sidewalks, trees, drainage system, lighting and traffic safety. The route is designed according to the standards of a grade II plain road, with a design speed of 80 km/h, asphalt concrete road surface, meeting the axle load of 10 tons and the load of HL93 construction.
The project has a land use area of about 8.4 hectares. When completed, the route will contribute to reducing traffic congestion, improving urban aesthetics and completing the planned traffic infrastructure system. This is an important route in promoting the socio-economic development of My Duc district in particular and Hanoi in general.
Hanoi invests more than 20,400 billion VND to build 5.15 km of Ring Road 3 and Tu Lien Bridge
The Hanoi People's Committee has just approved two key transport projects with a total investment of more than VND20,400 billion, including: the project to build Tu Lien bridge and the roads at both ends of the bridge; and the project to build Ring Road 3 through Dong Anh district.
The Tu Lien Bridge and 5.15 km approach road project, passing through Tay Ho, Long Bien and Dong Anh districts, has a total investment of more than 15,000 billion VND, to be implemented in the period of 2025-2027. The project aims to improve traffic connections across the Red River, reduce the load on existing bridges such as Chuong Duong, Nhat Tan, Long Bien... and promote urban development on both sides of the river, contributing to the implementation of the policy of urban population dispersion and ensuring security and national defense.
The Ring Road 3 project through Dong Anh district has a length from the new National Highway 3 intersection to Vo Van Kiet Street, extending to Ring Road 4. The project has a cross-section of 61-68 m, with 6 lanes for motor vehicles and two parallel roads, with a total investment of more than 5,400 billion VND, expected to be implemented from 2025-2028.
Both projects are in Group A, are large-scale and have strategic significance in completing the framework transport infrastructure, connecting development areas and supporting the overall planning of Hanoi Capital. Investors are assigned the responsibility of completing the documents, ensuring progress, quality and compliance with legal regulations.
Hanoi promotes investment in key and urgent power projects
The Hanoi People's Committee has just issued Official Dispatch No. 1191/UBND-KT, requesting departments, branches, localities and Hanoi Electricity Corporation to closely coordinate and accelerate investment in key and urgent power source and grid projects to ensure stable, safe and continuous power supply for production, business and daily life in the city.
The city determines that electricity assurance is a key task, requires reviewing and removing difficulties, promoting reform of administrative procedures, supporting investors to implement projects in accordance with the planning and law. In particular, focusing on speeding up urgent works of 500kV, 220kV, 110kV; Quickly handle investment procedures, compensation, site clearance, architectural planning ...
The City People's Committee also requested to strengthen propaganda, encourage the installation of solar power roofs and use electricity saving at agencies and families. Hanoi Power Corporation must strictly follow the instructions of the Central and the city, urgently complete the electricity moderation system and ensure the operation of the safe electrical system, even when moving the headquarters.
The Department of Industry and Trade is assigned to coordinate the implementation of projects under the VIII electricity planning and the Capital Planning, and closely monitor the supply of electricity, synthesize and report to the City People's Committee issues exceeding the authority for timely handling.
Hung Yen attracts nearly 480 million USD into industrial parks in the first quarter of 2025
In the first quarter of 2025, the Management Board of Hung Yen Industrial Zones has received 23 new investment projects, including 16 FDI projects and 7 DDI projects, with a total capital of nearly 480 million USD. In particular, FDI capital (new and adjusted) reached 196.2 million USD, and DDI capital was equivalent to about 283.2 million USD, reaching 28.3% of the year plan. Investment capital implemented in industrial parks reached about VND 4,900 billion, up 75% over the same period last year.

The whole province currently has 10 operating industrial parks, totaling more than 2,773 ha. According to the plan to 2030, Hung Yen will develop 30 new industrial parks and expand 4 existing areas, with a total planning area of nearly 9,600 ha. After 2030, it will continue to plan 5 new industrial parks with an area of 2,460 hectares.
In 2024, Hung Yen achieved high achievements in site clearance and construction of industrial park infrastructure, exceeding 180% of the plan. Total investment capital attracted in nearly 4 billion USD, the highest level ever, creating a great motivation for local socio -economic development.
Notably, the province has just held an investment promotion conference in Tay An (China), signed a cooperation agreement with investors from China, Singapore and Vietnam. Projected projects include: 50GW solar battery factory, 12GWH fast charging station manufacturing factory and 3 million tons of green hydrogen factory/year and SMR technology.
Phu Yen and Dak Lak agree on investment, upgrading and expansion of National Highway 29
Leaders of Phu Yen and Dak Lak province agreed to propose the Central Government to consider and invest in upgrading and expanding Highway 29 with 4 lanes, 20.5 m wide roads and design speeds of 60 to 80 km/h. The line proposed upgrading 146.76 km long, from km31+300 in Dong Hoa town (Phu Yen) to km178+062 in Buon Ho town (Dak Lak).

The upgrade of Highway 29 is assessed to be important in connecting the Central Coast region with the Central Highlands, promoting the trade and travel of the people and socio -economic development of two localities. The route also passes through the South Phu Yen Economic Zone and connects seaports, shallow ports, airports, railways and border gates in the Development Triangle area of Cambodia - Laos - Vietnam.
Currently, Highway 29 has a length of 293 km but the road surface is still narrow, has been degraded and does not meet the increasing vehicle flow. The People's Committee of Dak Lak Province has also proposed the Prime Minister to allow the implementation of the project to upgrade this route with a length of about 180 km and a total investment of more than VND 10,000 billion.

The 3 -section Ring Road project through Ho Chi Minh City is divided into two component projects including construction and site clearance, with a total investment of VND 22,412 billion and VND 25,610 billion respectively. However, according to the Management Board of the Construction Investment Project of Ho Chi Minh City Transport works (Transportation), the total actual actual implementation cost is expected to be lower, resulting in a surplus capital of more than VND 15,000 billion.

Specifically, the component project (construction and installation) is expected to only need about 21,011 billion dong, saving about 1,400 billion dong. The component project 2 (compensation, support, resettlement) is expected to spend 11,865 billion dong, remaining up to 13,744 billion dong compared to the total approved investment.
As of March 2025, the construction progress of 47.5 km long roads has reached nearly 30% of the workload. It is expected that, by December 31, 2025, it will clear the section of 14.7 km through Thu Duc City and 6.8 km through Long An. The remaining paragraphs will complete the main component in April 2026 and the two -sided collection roads will be completed in late June 2026.

Proposal to the competent authority for the Tan Quang - Thanh Thuy expressway with a capital of 14,852 billion VND
The People's Committee of Ha Giang Province has just proposed the Ministry of Construction as a managing agency to implement the Tuyen Quang - Ha Giang Expressway Project (phase 2), Tan Quang section to Thanh Thuy International Border Gate. The project has a total length of about 58.5 km, passing through the districts of Bac Quang, Vi Xuyen and Ho Chi Minh City. Ha Giang, with 4 lanes, the road floor is 25.25 m wide, design speed 80 - 100 km/h.

Ha Giang province proposed the Government to soon allocate medium -term investment capital for the period of 2026–2030, which proposes to support VND 2,000 billion in 2025 to serve compensation, site clearance and resettlement. The total project investment is estimated at VND 14,852 billion.
It is expected that the project will be prepared for investment and site clearance in the period of 2025–2026, started in 2026 and completed and put into use in 2028. The province commits to closely coordinate with the Ministry of Construction and take full responsibility for ground clearance and relevant procedures.
Ho Chi Minh City to start Xuyen Tam canal project in April 2025 after 20 years of stagnation
The project of renovating Xuyen Tam canal through Binh Thanh and Go Vap districts, Ho Chi Minh City will officially start construction in April 2025 after more than 20 years of stagnation. The Management Board of urban infrastructure construction projects in Ho Chi Minh City said that the preparation is being urgently implemented. Currently, the site clearance has reached 69.2% in Go Vap District and 87.6% in Binh Thanh District. It is expected that by the end of April or early May 2025, the ground will be handed over to the investor.

The project has a total investment of more than 17,229 billion dong, adjusted under the new Land Law, with a scale of more than 8.8 km from Nhieu Loc - Thi Nghe canal to the mouth of Vam Thuat River. The project will dredge 3.5 m deep incision, expanding from 20-30 m, building embankments to protect both sides, sewage drainage system and roads with a scale of 2 lanes along the two banks.
Rach Xuyen Tam is currently one of the heaviest pollution points in Ho Chi Minh City. The implementation of the project is expected to improve the living environment, adjust the urban and improve the quality of people's lives. The city government is trying to remove legal problems and support people to accelerate the next bidding packages, aiming to start all before September 2, 2025.

The project of expanding Highway 50 section through Binh Chanh district, Ho Chi Minh City is being accelerated, with the goal of clearing the whole route by the end of 2025 if the handover of the ground is completed in April 2025. The project consists of two segments: the new construction of 4.3 km long (parallel road on Highway 50) started in December 2022 and the existing highway expansion of about 2.6 km long was started in March 2024. The total time is from 2022 to 2025.

However, the progress of the project was affected by the delayed handover of the compensation board of Binh Chanh district, a year later than the original plan. As of March 2025, there were still problems in 5 households, including a household with an area of about 600 m2 in the parallel section of Khang Phuc Housing Business One Member Limited Company.
However, the Ho Chi Minh City Transport Project Management Board has made efforts to execute the sections with clean ground. At the end of 2024, the paragraph is about 2 km long from the Trinh Quang Nghi intersection that was cleared. The expansion of Highway 50 to 6 lanes with a total investment of nearly VND 1,500 billion not only helps to relieve congestion but also plays the role of inter -regional traffic connection between Ho Chi Minh City and Long An and Tien Giang, and at the same time associating with key traffic routes such as Ring Road 3 and Ben Luc - Long Thanh Expressway.
Hanoi calls for investment in Tam Hiep Industrial Cluster 2 47 hectares
Hanoi City is promoting the development of industrial clusters to create new economic motivation, promote production, job creation and preserve the value of trade villages. In particular, Phuc Tho district has invited organizations and businesses to invest in building technical infrastructure of Tam Hiep 2 Industrial Cluster in Tam Hiep commune - a key project of 47 ha.

Tam Hiep 2 Industrial Cluster is oriented to develop industry, handicraft and traditional craft villages, with synchronous infrastructure, ensuring environmental standards and occupational safety. The geographical location of the project is considered to be favorable, adjacent to many inter -communal transport routes and near the dynamic development area in the west of Hanoi.
The People's Committee of Phuc Tho district said that all legal organizations and enterprises can apply for registration as an investor in accordance with the provisions of Decree 32/2024/ND-CP and Decision 5617/QD-UBND. This is considered a strategic step to build satellite industrial ecosystems, reducing industrial development pressure in inner city districts.
Previously, Phuc Tho district started the Tam Hiep industrial cluster of 20 hectares. The implementation of the 2nd Tam Hiep cluster will increase the total industrial area in the commune to nearly 70 hectares, form a large production complex, attract domestic and foreign investment, contributing to the goal of building Hanoi into a modern industrial and service center.
From May 5, tolls on Ho Chi Minh City - Long Thanh - Dau Giay Expressway will increase
On the afternoon of 4/4, the Vietnam Expressway Development Investment Corporation (VEC) announced that it would increase the cost of using Ho Chi Minh City - Long Thanh - Dau Giay highway by 7%, starting to apply from 0h on 5/5/2025. The new fee is adjusted from VND 2,100/PCU/km to VND 2,240/PCU/km, including VAT.

During the period from now until June 30, 2025, VAT is calculated at 8% according to the National Assembly's Resolution No. 174/2024/QH15 on tax reduction policy. After this milestone, the tax rate may increase 10% or according to the decision of the competent authority.
With a new fee, the cost for each vehicle will range from VND 26,079 to VND 138,114, depending on the type of vehicle and travel distance.
VEC said the adjustment of fees to comply with the financial roadmap has been approved by the Ministry of Transport (now the Ministry of Construction) in Decision No. 2323/QD-BGTVT. Accordingly, the roadmap increases the periodic fee every 3 years with a maximum increase of 12% to ensure the efficiency of investment and the ability to repay the loans of the Ho Chi Minh City - Long Thanh - Dau Giay highway project.
