On the afternoon of June 2, the Nghe An Provincial Labor Federation held a Conference to seek opinions from the Standing Committee on the Draft Project to end the activities of the Labor Federations of districts, cities and towns; Labor Unions of provincial Party agencies, Provincial People's Committee Labor Union, Education Sector Labor Union, Southeast Economic Zone Labor Union and grassroots labor unions of administrative agencies and public service units receiving 100% of state budget salary in the province.
The project is built on the basis of Resolutions on innovation of organization and operation of Vietnam Trade Union in the new situation, overcoming shortcomings, shortcomings and limitations in the organizational system and operation of trade unions at all levels; ensuring implementation in accordance with the policy of the Party and the Vietnam General Confederation of Labor on streamlining the organizational apparatus towards efficiency and effectiveness, meeting the requirements of tasks.
The project is completed and reported before June 10, 2025. End the activities of grassroots trade unions in agencies and public service units receiving 100% of the State budget salary and transfer all grassroots trade unions not subject to ending activities to the Provincial Federation of Labor no later than June 20, 2025. End the activities of the District, City, Town Labor Federations, Trade Unions of Provincial Party Agencies, Trade Unions of the Provincial People's Committee, Trade Unions ofthe Education Sector, Trade Unions of the Southeast Economic Zone no later than June 25, 2025.
After completing the arrangement, Nghe An Provincial Federation of Labor is expected to significantly reduce the number of direct superior trade unions, grassroots trade unions and union members, and at the same time reduce funding and union dues.
Regarding personnel work, full-time cadres at the Labor Federations of districts, cities and towns will be arranged and assigned to work in communes and wards according to the guidance of the Provincial Party Committee. Cases wishing to retire before the age will be resolved according to regulations. Full-time union cadres at the sectoral level will be mobilized and assigned work according to the Project on arranging and streamlining the Vietnam Fatherland Front, socio-political organizations, and mass associations assigned by the Party and State at the provincial and communal levels.
At the conference, the Standing Committee of the Provincial Federation of Labor gave many enthusiastic and quality comments on the content of the Project, aiming to build a strong trade union organization to meet the requirements of tasks in the new situation.
Concluding the conference, comrade Kha Van Tam - Chairman of the Provincial Labor Federation requested that units continue to review and update data from grassroots unions; Staff at all levels will be specifically arranged according to the direction of competent authorities; Regarding financial and asset content, there will be specific instructions... The project will continue to be completed in time for implementation before June 11, 2025.
The Nghe An Provincial Federation of Labor will direct relevant Committees to advise, develop, deploy and implement the Project, including the handover of grassroots unions, finances, assets, documents, seals and propaganda and ideology work. Lower-level union units are also required to proactively coordinate to ensure the handover takes place smoothly.
