Urgently complete procedures, strive to start construction of Phu Cat Port Project in August 2025

On May 20, the Office of the Binh Dinh Provincial People's Committee said that Chairman of the Provincial People's Committee Pham Anh Tuan had reported on the completion of the plan to use the increased revenue from the central budget in 2024 according to the direction of the Prime Minister on the implementation of the construction of runway No. 2 and synchronous works at Phu Cat Airport. In the report sent to the Ministry of Finance , the Binh Dinh Provincial People's Committee confirmed the possibility of starting the project on August 19, 2025.

Accordingly, up to now, Binh Dinh province has completed the preparation of the feasibility study report. At the same time, on April 3, 2025, the Binh Dinh Province Traffic and Civil Works Project Management Board (investor) submitted Document No. 569/TTr-BQLDA to the Ministry of Construction for appraisal of the construction investment project according to regulations.

The Phu Cat airport upgrade and expansion project is one of the province's key projects, contributing to improving the province's socio -economic position and increasing investment attraction.

Currently, the Provincial People's Committee is directing the province's specialized agencies to urgently coordinate with the Ministry of Construction to appraise construction investment projects.

“On that basis, the province will complete investment preparation procedures (expected to approve the investment project by May 22, 2025), urgently organize the preparation of construction drawing design documents - estimates, closely coordinate with the Ministry of Construction to promptly appraise and complete the procedures for approving design documents, strive to speed up the procedures for selecting construction contractors and start construction on August 19, 2025”, Binh Dinh Provincial People's Committee mentioned.

Previously, on May 7, 2025, Mr. Nguyen Tu Cong Hoang, Vice Chairman of Binh Dinh Provincial People's Committee chaired a meeting to inspect the implementation of the Investment Project to build runway No. 2 and synchronous works at Phu Cat Airport.

Mr. Hoang concluded that in the past time, the Provincial Traffic and Civil Project Management Board has actively coordinated with central ministries, branches and relevant departments, branches and localities to implement the project, basically meeting the progress plan approved by competent authorities.

However, the remaining work is very large, especially the work of appraising documents, procedures for handing over defense land, selecting contractors, etc. will take a lot of time; while the project construction start time remains unchanged as planned in August 2025.

Therefore, the Vice Chairman of Binh Dinh province requested the investor to complete many procedures in May 2025 such as completing the project's environmental impact assessment report, the project's land mine impact assessment report to submit to the competent authority for appraisal and approval; completing the dossier on forest, forest land, and rice land conversion to be eligible to submit to the Provincial People's Council in the thematic session; preparing compensation plans, supporting site clearance for the area of ​​runway 2, completing submission to the authority for appraisal and approval...

Recently, on May 14, 2025, the People's Committee of Binh Dinh province approved the appraisal results of the Environmental Impact Assessment Report of the Project to Build Runway No. 2 and synchronous works at Phu Cat Airport with a total area of ​​about 192.3 hectares.

The report mentioned that the Project requires the conversion of the purpose of using two-crop rice land (LUC) with an area of ​​permanent occupation of about 75,470 m2 and about 565,300 m2 of production forest land, affecting people's livelihoods...
