Recorded after 1 month of implementing the 2-level Police model

BHG - The decision to dissolve the District Police marks an important reform step to streamline the apparatus and improve the operational efficiency of the People's Police force in general and the Ha Giang Provincial Police in particular. In this context, the Commune Police play a key role in ensuring security and order at the grassroots level. To meet the requirements of the new tasks, this force has been synchronously implementing professional measures, promoting the work of closely following the grassroots level to maintain local security and order.

In order to effectively implement the 2-level Police model (provincial and communal levels), the Party Committee and the Provincial Police Department have directed the Party Committees and leaders of the professional departments and communal police to quickly stabilize the organization, thoroughly grasp and fully deploy to each officer and soldier the functions, tasks, powers, and organizational structure according to the new model. The professional departments review and issue regulations, procedures, rules, assign tasks and decentralize according to the new model; inspect and urge the communal police to perform tasks according to the field, ensuring that all activities are connected and unified, without interruption or discontinuity, and without causing complications in security and order. It is known that Quyet Tien commune (Quan Ba) has 13 villages, more than 1,800 households with 8,247 people. When the District Police model was still in operation, the Quyet Tien commune police force had 5 comrades. Since the implementation of the 2-level police model, the Quyet Tien Commune Police force has been strengthened by 3 comrades from the District Police. Head of Quyet Tien Commune Police Nguyen Trung Tam said: The additional force has solid expertise and skills, helping the investigation, research, and understanding of the crime situation and law violations in the area to be implemented more effectively. The security and order situation is basically stable, and people's lives are peaceful.

In addition to handling administrative procedures, the work of preventing and combating crimes and ensuring security and order in the area has also been carried out by the Commune Police, especially after the Ministry of Public Security issued a document guiding the arrangement of investigators and investigation officers at the Commune Police and the process of receiving, classifying, and handling denunciations and crime reports before transferring them to the Provincial Police. A typical example is the case of property theft that occurred in Lung Cu Commune (Dong Van). Within just 48 hours after Mr. Mua Mi Tha (residing in Ta Giao Khau village) reported that a thief had broken in and stolen 70 million VND, Lung Cu Commune Police coordinated with local authorities to investigate, verify, and isolate the suspects; combined with propaganda and mobilization, Thao Mi Cha confessed to the theft of property at Mr. Mua Mi Tha's family; At the same time, Cha confessed that he had previously committed two thefts at other households residing in the area. Thao Mi Cha voluntarily returned the money. Comrade Trieu Long Pu, Head of Lung Cu Commune Police, shared that although the incident occurred at a family with no witnesses and the camera was disabled by the subject, the Commune Police quickly deployed professional measures to investigate, persistently tracked down and narrowed down the subject, and solved the case in the shortest time.

The results after 1 month of implementing the new organizational model, thanks to the close coordination between the police force and the people, have brought about many positive results. Many reports related to the security and order situation were provided in a timely manner, helping the police force detect, prevent and quickly handle security and order-related incidents right at the grassroots level, preventing the situation from becoming complicated or occurring unexpectedly. Crimes against social order in the whole province decreased by 05 cases compared to the previous period. 1 case/1 defendant was prosecuted for illegal drug production, 719 opium plants were seized. Many communes in the province did not record any crime. Lieutenant Colonel Tran Anh Tuan, Chief of Staff of the Provincial Police, emphasized: After the district-level police were dissolved, the communal police force has gradually overcome difficulties, met the requirements of the tasks in the new situation, and become the frontline force in maintaining security and order, directly resolving incidents arising at the grassroots level, handling disputes, complaints and conflicts among the people to avoid the formation of hot spots. Many key areas of social order have been strengthened in terms of personnel, effectively implementing tasks, getting closer to the grassroots level, better serving the needs of the people, in line with the motto "Comprehensive province, strong communes, close to the grassroots level".

The dissolution of the District Police poses many challenges with many difficulties. However, thanks to the attention and focus of the Party Committee and the leadership of the Provincial Police on political and ideological work, most officers and soldiers are steadfast, assured in their work, agree to support and strictly follow the policy of reorganizing the apparatus according to the new model. This is also an opportunity for the Commune Police to promote their core role in protecting security and order, contributing to maintaining political stability and social order and safety in the locality.
