BHG - In 2024, Hoang Su Phi district had more than 850 houses damaged by natural disasters. In order to reduce the pain and loss of the people, authorities at all levels quickly took action, synchronously implementing many solutions, arranging land funds, supporting human resources and materials to help households build houses and stabilize their lives. Now, when new houses are completed one by one, joy returns after difficult days.
Overcoming the steep slopes, we visited the family of Mr. Xin Van Hung, Di Thang village, Ban Nhung commune. His face was radiant with joy, mixed with emotion when living in a newly built house that was more solid and safer than the old place. Mr. Hung said: Due to the impact of storm No. 3, flash floods brought mud and soil, collapsing the 5-room stilt house and sweeping away his only 6-month-old child. Losing his child and house made him and his family almost collapse due to the great loss.

The local authorities promptly came to share, encourage and support Mr. Hung's family to build a temporary house, mobilizing local forces to help search for missing relatives. When the storm subsided, the Commune People's Committee quickly found a safe land, about 2 km from the old residence, to help the family rebuild a new house. After more than 2 months of construction, the new house with an area of over 80 m2 was completed thanks to the attention of authorities at all levels and support for working days of the people. To build a solid house, Mr. Hung received 90 million VND from the local authorities, along with support costs from philanthropists and social organizations. Mr. Xin Van Hung confided, "Thanks to the attention of authorities at all levels and the kindness of the people, my family has a stable place to eat and live like today. From now on, the house is solid, I will try to recover from the pain, focus on economic development, and rise out of poverty so as not to let down everyone's efforts."
As one of the five households whose houses collapsed due to flash floods in Di Thang village, Mr. Xin Van Tien's family has just moved into a newly built prefabricated house supported by the Ministry of Public Security with 50 million VND. Currently, villagers are helping the family rebuild their barns to develop livestock farming. In the sturdy house, Mr. Tien happily shared: "Thanks to the humane policy of the Party and State and the kind hearts of benefactors who have helped my family have a solid roof after the storm and flood. With a new house, I will be able to do business with peace of mind and stabilize my life."

After the circulation of storm No. 3 occurred in September 2024, Ban Nhung commune suffered heavy damage with 5 houses completely collapsed, 44 houses located in extremely dangerous areas were forced to evacuate urgently. Faced with that situation, the local Party Committee and government took drastic measures, supporting each household with 60 million VND to rebuild their houses. To date, 47/49 houses have been completed, the remaining 2 are under construction, reaching 80% progress. Chairman of Ban Nhung Commune People's Committee, Ly Van Lam, said: "Commune officials regularly go to the grassroots level to both urge the construction and grasp the thoughts and aspirations of the people to promptly resolve difficulties and obstacles. The houses that are started to be built must ensure the "3 hard" criteria to limit the impact of natural disasters. At the same time, mobilize mass organizations and armed forces to dismantle old houses and transport materials to disadvantaged households. From there, create a spirit of mutual love and support to help people settle down and make a living."
In 2024, floods affected 850 houses in Hoang Su Phi district. Of these, 14 houses were completely collapsed due to landslides, 199 houses were located in extremely dangerous areas and had to be urgently relocated. The localities with the most severe damage include: Ban Nhung commune with 49 houses, Ta Su Choong with 26 houses, Po Lo with 18 houses... Thanks to the active participation of the authorities, up to now, 202 houses have been newly built and put into use; 21 houses are under construction, with progress of 50 - 70%. The total cost of supporting house construction for households is 9.66 billion VND; supporting over 5,500 working days.
To achieve the above results, Hoang Su Phi district has established a Steering Committee and a Working Group to mobilize maximum resources and promptly support people to overcome the consequences of natural disasters. Agencies and units coordinate with local authorities to proactively review and arrange safe land for households. However, due to the strongly fragmented terrain, many areas are high mountains, finding suitable land is difficult. Most of the affected households live in remote areas, while construction materials are scarce and transportation costs are high, making housing construction difficult.
Comrade Ly Choi Nhan, Vice Chairman of Hoang Su Phi District People's Committee shared: "Supporting people to overcome the consequences of natural disasters and build houses is an urgent task for people to stabilize their lives in the long term. The district determined to mobilize the entire political system to participate, directing functional branches to coordinate with communes and towns to do a good job of monitoring and closely inspecting to ensure progress and suitability with actual conditions. Although the terrain is still difficult and materials are scarce, thanks to the synchronous and close coordination from the district to the grassroots, the progress of building new houses is effective and fast. The houses inaugurated and handed over before this year's natural disaster season are a great source of encouragement for households to develop the economy, rise out of poverty, clearly demonstrating the Party and Government's policy of not leaving anyone behind".
