Cai Lay District: Breakthrough in the work of eliminating temporary and dilapidated houses

(ABO) The year 2025 marks an important milestone for Cai Lay district (Tien Giang province) when it achieved remarkable achievements in eliminating temporary and dilapidated houses. With the strong determination of the entire political system and the consensus of the people, hundreds of shelters have been built, bringing stable lives and new hope to disadvantaged households.

FROM POLICY TO CONCRETE ACTION

Implementing Directive No. 42/CT-TTg of the Prime Minister on accelerating the implementation of eliminating temporary and dilapidated houses and Decision No. 1247-QD/TU of the Tien Giang Provincial Party Committee on establishing the Steering Committee, Cai Lay district is affirming its position as a bright spot and typical model in the movement "Joining hands to eliminate temporary and dilapidated houses" in Tien Giang province.

The success of Cai Lay district is the result of careful preparation and synchronous implementation. Right from the end of 2024 and the beginning of 2025, when the Prime Minister issued Directive No. 42/CT-TTg on accelerating the implementation of eliminating temporary and dilapidated houses and the Tien Giang Provincial Party Committee issued Decision No. 1247-QD/TU to establish a Steering Committee, the Cai Lay District Party Committee and People's Committee quickly took action.

Important directives have been issued consecutively, from reviewing housing needs, approving the list of supported subjects, to allocating funds and organizing implementation. In particular, the two plans 34 and 101 of the District People's Committee on implementing the elimination of temporary and dilapidated houses in the district and the emulation movement "Joining hands to eliminate temporary and dilapidated houses" have set a clear roadmap and specific goals.

Accordingly, the direction and management work has been carried out closely and effectively. The Steering Committee for social housing development, elimination of temporary and dilapidated houses in the district, headed by the District Party Secretary, together with the Commune-level Steering Committee headed by the Party Secretary, has been established and strengthened. The clear division of responsibilities, especially the assignment of the District Home Affairs Department as the Standing Agency, has helped coordinate and handle arising issues quickly, ensuring the progress of program implementation.

The review results show that in Cai Lay district, there are a total of 106 temporary and dilapidated houses in need of support. With a spirit of urgency and determination, phase 1 of the program has been successfully completed. As of April 30, 2025, 99/99 houses (including 68 newly built houses and 31 repaired houses) have been built, repaired, accepted, handed over and put into use, achieving 100% of the plan assigned by the province. This is a proud achievement, demonstrating the tireless efforts of the entire political system and the community.

MOBILIZING DIVERSE AND EFFECTIVE RESOURCES

To achieve such impressive results, resource mobilization plays a key role and is implemented comprehensively. The total budget used is up to 8,215 billion VND, mobilized from many different sources including central budget, local budget, regular spending savings, funds mobilized by localities themselves and especially contributions from households themselves.

It is worth noting that socialization work has also been promoted with the active participation of organizations, individuals, and volunteers, typically in the communes of Phu Cuong, Ngu Hiep, and My Thanh Nam. Despite some limitations, the spirit of "mutual love" has been strongly promoted in the community.

In addition to financial resources, contributions in terms of labor days are also extremely meaningful and practical. Hundreds of labor days have been mobilized from militia forces, union members, and members of branches and associations, demonstrating the spirit of solidarity and mutual love in the community. Activities such as dismantling, pouring foundations, and roofing have helped families significantly reduce labor costs, especially important in the context of rising construction material and labor prices.

Ms. Nguyen Thi Mai, one of the households supported to build a new house in Phu Cuong commune, could not hide her emotions when sharing: "My family has lived in a dilapidated house for many years, and every time there is a storm, we have to worry. Thanks to the attention of the government and the help of the community, we now have a new, spacious and solid house. Thank you to the district and commune officials and neighbors for supporting us both materially and in terms of working days. My family can work with peace of mind, and strive to escape poverty sustainably."

Sharing the joy, Mr. Nguyen Thanh Tam, a near-poor household in Tan Phong commune, also expressed: "My old house has seriously deteriorated, and we don't know when it will collapse. When I heard about the support for house repair, I was very happy. Thanks to the militia and young people who came to help dismantle and repair, my house was quickly completed. Now, my wife and I can work with peace of mind, no longer afraid of the rain and wind."

Chairman of Cai Lay District People's Committee Huynh Vu Phuong emphasized: "The success of the movement 'Joining hands to eliminate temporary and dilapidated houses' is a clear demonstration of the determination of the entire political system and the consensus of the people of Cai Lay District. We have received close guidance from the District Party Committee, District People's Committee, along with the close coordination of departments, branches, unions and local authorities. In particular, the active participation of union members, youth and militia forces in supporting working days has contributed to reducing the financial burden for households".

"Our goal does not stop at completing the approved houses. We aim for a Cai Lay district with no more temporary or dilapidated houses, where all people have a solid, safe home and peace of mind to develop the economy and stabilize their lives. We are committed to continuing to urge the settlement of costs for completed houses, speed up the construction and repair of the remaining 7 houses of phase 2, ensuring completion before June 20, 2025 as planned" - Comrade Huynh Vu Phuong affirmed.

The success of Cai Lay district in eliminating temporary and dilapidated houses not only brings practical material value, but also a great source of spiritual encouragement, contributing to improving the quality of life, creating a strong motivation for households to rise up and escape poverty sustainably. This is a vivid demonstration of the spirit of "Joining hands for the community", a solid premise for Cai Lay district to continue to develop, building an increasingly rich, civilized and prosperous locality.
