Accordingly, in order to ensure disease prevention and control and health care for people, minimize human and property damage caused by storm Kalmaegi in the province, Gia Lai Department of Health requests units to urgently and proactively closely monitor the developments of storm No. 13 and the flood situation through meteorological and hydrological bulletins; strictly implement the directives of the Prime Minister, the National Steering Committee for Natural Disaster Prevention and Control, the Ministry of Health and the Provincial Party Committee and People's Committee on storm and flood prevention and response according to the "4 on-site" motto.
The Department of Health directed units to postpone all non-urgent meetings and conferences, concentrate all resources, and resolutely direct the emergency response to storm No. 13. Immediately activate the unit's Injury Prevention and Search and Rescue Command Board; hold an urgent meeting of the Command Board, clearly assign people, tasks, and responsibilities.

A working group of the Gia Lai Provincial Department of Health inspected medical units on the implementation of response measures to storm No. 13.
At the same time, the units will set up a 24/24 duty regime, starting from 12:00 on November 5, 2025 until further notice, publicly posting the list of on-duty leaders, on-duty staff and phone numbers (landline and mobile). Unit leaders, heads of departments/rooms of Emergency, Intensive Care, Surgery, Pharmacy, and Administration must not leave their work positions or the province during this time.
Medical facilities have completed the review and reinforcement of all physical facilities to ensure safety; ensure the safety of electricity, water, and medical gas systems; ensure the safety of patients and equipment; have specific plans to ensure safety and maintain continuous treatment for seriously ill patients...
Regarding emergency preparedness, admission and treatment, units establish external emergency teams (at least 2 teams/units at regional hospitals and medical centers; at least 3 teams/units at provincial general hospitals). Each team must ensure 1 ambulance in good working condition, fully fueled; 1 driver familiar with the area; 1 doctor and 2 nurses; full of medicine, emergency equipment, splints, stretchers... ready to depart within 15 minutes of the order.
Provincial hospitals and medical centers have implemented plans to free up at least 30% of the available beds (to discharge mild and stable patients) to be ready to receive and provide emergency care to victims of storms and floods. The outpatient department has arranged a separate area to receive, screen, and initially handle cases of mass injuries. Units ensure that medicines, supplies, chemicals, etc. are reserved for emergency care and treatment for at least 7 days.
For the Provincial Center for Disease Control and medical centers, prepare enough chemicals (Cloramine B, Aquatabs), equipment (sprayers, labor protection equipment) for environmental treatment and disease prevention after the storm.

Gia Lai Health Department has established a 24/7 duty regime, ready to provide emergency care, admission and treatment for patients.
Regarding community health work (for health centers and health stations), proactively contact the Command Committee for Natural Disaster Prevention, Control and Search and Rescue of communes and wards to obtain the exact list of concentrated evacuation sites in the area. Assign at least 1 medical staff from the commune/ward health station to be on duty at each concentrated evacuation site. Medical staff must be equipped with a community first aid kit, have the task of first aid, hygiene advice and most importantly, monitor and detect early signs of epidemics (acute diarrhea, fever, pink eye...). Health stations of communes and wards must ensure that there are staff on duty 24/24 hours, must not be closed, and be ready to be the closest medical point to the people.
The Provincial Center for Disease Control is responsible for providing professional guidance, establishing mobile epidemic prevention and control teams, and is ready to support localities when requested. Focusing on monitoring diseases that are at risk of outbreak after floods: cholera, dysentery, typhoid, acute diarrhea, red eye, dengue fever, and skin diseases.
For social protection centers, facilities for the mentally ill and special subjects, in addition to implementing the above general contents, the directors of these units are required to focus on reviewing and making a list of subjects who are unable to take care of themselves, mentally ill people with agitated behavior, the elderly, and disabled people. Arrange to increase staff on duty 24/24 hours to manage, care for, stabilize the psychology and ensure absolute safety for these subjects, not allowing panic, escape or self-injury to occur.
In addition, the Department of Health directed that during natural disasters, units must promptly report before 11 a.m. every day and report urgently when there are unusual situations or damages to promptly deploy response measures.
