In the tense hours before storm No. 13 made landfall, Gia Lai province mobilized the entire political system to take action with the spirit of urgency, determination, initiative and the highest responsibility. The consistent goal in all actions was to ensure absolute safety for people's lives and property.
Urgent evacuation of people in dangerous areas
On the morning of November 6, in coastal communes such as Tuy Phuoc Dong and Nhon Ly, Nhon Ly Border Guard Station coordinated with local authorities and functional forces to complete the evacuation of people to safe shelters. These are areas that are forecast to be directly affected when Typhoon Kalmaegi makes landfall, with the risk of major damage due to strong winds, high waves and prolonged heavy rain.
Lieutenant Colonel Chau Van Toan, Deputy Political Commissar of Nhon Ly Border Guard Station, said that we have encouraged people in Tuy Phuoc Dong commune to feel secure in avoiding the storm because the Border Guard and local authorities have ensured adequate food and accommodation.
At Phuoc Son 2 Primary School, one of the largest evacuation sites in Tuy Phuoc Dong Commune, logistics were well prepared. Instant noodles, rice paper, drinking water, medicine and essential items were fully supplied. Border guards, militia and youth union members were on duty day and night, maintaining order and assisting people in settling into temporary accommodation.

Mr. Ha Van Tan, a resident of Vinh Quang 2 village, shared, “We are very stable, our food and accommodation are taken care of so we can rest assured here until the end of the storm. It is almost absolutely safe here, but at home it is not possible. The authorities work well, taking care of the people, from food to accommodation.”
As of noon on November 6, when storm No. 13 was approaching the mainland, Gia Lai province had completed the evacuation of more than 100,000 households to safe shelters. Many schools, cultural houses and agency headquarters were requisitioned as storm shelters. All evacuation points had medical staff in charge of checking household lists, distributing food, clean water and medicine.
Mr. Nguyen Nhu Giau, Vice Chairman of Tuy Phuoc Dong Commune People's Council, said that in addition to the commune's reserves, many well-off households also voluntarily contributed additional necessities to share with people in difficulty. All evacuation sites were inspected, ensuring cleanliness, adequate medical care, and food. We cooperated with restaurants to provide meals according to registered portions, so people did not have to worry about cooking.
Activate the highest level response scenario
Faced with the complicated developments of storm Kalmaegi, Gia Lai province has activated a level 5 storm response scenario for 16 coastal communes and wards and level 4 for the remaining 42 communes and wards in the eastern part of the province. Chairman of the Provincial People's Committee Pham Anh Tuan issued an urgent dispatch, requesting localities to complete preparations before 10 a.m. on November 6, while emphasizing: "People's lives are paramount."
The stockpiles of essential goods, gasoline, and medicine were expanded. Electricity, telecommunications, and medical forces were all on duty 24/7 to ensure communication, health care, and basic needs for the people. Construction projects were required to lower cranes and scaffolding and reinforce high structures to avoid the risk of collapse when the storm hits.

From the province to the grassroots, the entire political system was mobilized. Working groups closely followed the area, propagandized, mobilized people to reinforce their houses, protect headquarters, schools, public works and supported the evacuation of people in vulnerable areas to safety. The army, police, militia and youth union members were all assigned specific tasks, ready to respond when an emergency situation occurred.
At evacuation sites, logistics are well organized. Meals are prepared according to the needs of each population group, ensuring nutrition and hygiene. The grassroots health system is activated, ready to handle common and emergency cases.
Receiving information and instructions from the authorities, especially the Border Guard officers and soldiers and local authorities, people actively braced their houses, reinforced roofs and windows, packed up their belongings and moved to safe shelters. The people's proactive spirit, cooperation and solidarity were important factors in helping the response work to be highly effective.

In coastal neighborhoods, people use sandbags, ropes, and wooden planks to reinforce their houses. Households with elderly people and children are given priority to evacuate. Neighborhood groups make lists and check each household, ensuring no one is left behind, especially the vulnerable.
Deputy Prime Minister Tran Hong Ha, while inspecting the scene at Quy Nhon fishing port, also emphasized that the first requirement is to absolutely ensure the safety of people's lives and property, especially in coastal areas, low-lying areas and areas with high risk of landslides .
The Deputy Prime Minister requested localities to increase and allocate forces, vehicles and equipment to vulnerable areas, be ready for rescue work, and pay special attention to areas that are easily isolated. The top priority is solutions to ensure people's safety before strong storms.
During the tense moments before the storm, the spirit of solidarity and responsibility of the forces and people was a solid foundation to help Gia Lai province minimize the damage caused by the storm. The proactive implementation of response measures, from evacuating people, protecting property to preparing logistics, clearly demonstrated the province's determination: protecting people's lives is the top priority.
