World oil prices today fluctuated around the previous session's closing price. At 10:22, WTI crude oil was at 62.13 USD/barrel, down 0.01 USD/barrel, or 0.02%. WTI crude oil closed the previous trading session at 62.14 USD/barrel, opening today's session at 62.17 USD/barrel.

Brent crude oil was at $65.50 a barrel, down $0.04 a barrel, or 0.06 percent. Brent crude oil closed the previous trading session at $65.64 a barrel and opened today's session at $65.51 a barrel.

Thus, world oil prices fluctuate unpredictably. After a slight decrease in the morning session of the first week, oil prices suddenly reversed and increased. At the end of yesterday's trading session (May 19), WTI crude oil increased by 0.3%; Brent oil increased by 0.2%. In this morning's session, oil products continued to fluctuate with no clear trend.

Based on the developments in world oil prices, some oil and gas enterprises believe that domestic oil and gas prices at the adjustment period on May 22 are expected to be adjusted upward following the trend of oil and gas prices on the world market.

Specifically, if the regulatory agency does not affect the Petroleum Price Stabilization Fund, domestic gasoline prices tomorrow may increase by about 130-180 VND/liter.

On the other hand, diesel prices are likely to be adjusted down by 170-220 VND/liter. In case the regulatory agency spends the Price Stabilization Fund, gasoline prices may remain unchanged.

In another development, the Machine Learning-based gasoline price forecasting model of the Vietnam Petroleum Institute (VPI) said that in the operating period on May 22, the retail price of E5 RON 92 gasoline was forecast to decrease by VND96 (0.5%) to VND19,084/liter, while RON 95-III gasoline could decrease by VND235 (1.2%) to VND19,355/liter.

VPI's model forecasts that retail oil prices this period will tend to increase by 0.9 - 2.5%, specifically, fuel oil is forecast to increase by 2.5% to VND16,564/kg, followed by diesel oil which may increase by 1.4% to VND17,461/liter, while kerosene may increase by only 0.9% to VND17,375/liter. VPI forecasts that the Ministry of Finance - Industry and Trade will continue not to set aside or use the Petroleum Price Stabilization Fund this period.

Previously, in the May 15, 2025 management period of the Ministry of Industry and Trade - Finance, gasoline prices were adjusted to increase, specifically, the price of E5 RON92 gasoline increased by 403 VND/liter, not higher than 19,180 VND/liter. The price of RON95 gasoline increased by 415 VND/liter, to 19,594 VND/liter. The price of diesel oil increased by 419 VND/liter, not higher than 17,228 VND/liter. The price of kerosene increased by 285 VND/liter, to 17,226 VND/liter and the price of fuel oil increased by 627 VND/kg, not higher than 16,160 VND/kg. In this period, the management agency continued not to set aside or use the gasoline price stabilization fund for all products.

Since the beginning of 2025, domestic gasoline prices have undergone 20 adjustment sessions, including 11 decreases, 8 increases and 1 opposite session.
