Na Loi Commune, Nghe An Province is a border area with Laos, people's lives are still very difficult and arduous due to harsh natural conditions, lack of land for production, and backward education. Among them, the lack of domestic water is a concern for many households and villages. The reason is that the water source is far away, life is difficult so people do not have the conditions to draw water for use.

Faced with the lack of clean water for daily life in Na Loi commune, the State has implemented a capital support program to invest in a domestic water system to serve the people. The National Target Program for Socio -Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period (National Target Program 1719) has helped hundreds of households here have access to domestic water, meeting their daily needs.

Specifically, from 2022 to now, the whole commune has more than 370 households supported to build water pipes and household water tanks. Mr. Vong Van Phay in Na Loi village, Na Loi commune said: "Since the State supported water tanks, our family has been proactive in the source of domestic water, saving time and effort going up the mountain to get water for use, which is very inconvenient."

Ms. Luong Thi Loi, Na Bon village, Yen Na commune confided: “Having a clean water system at home, I find it really more convenient than having to go down to the stream to get water every day. At that time, family members focused on taking care of the garden and developing the economy.”

In particular, for many years, in Khe Son hamlet, Tien Dong commune, 314 Thai ethnic households have always faced a shortage of clean water during the dry season. To overcome the water shortage, people have to bring tools to streams and streams to get water for daily use. However, since June 2025, the Thai ethnic people in Khe Son hamlet have had their water shortage resolved when the National Target Program 1719 has implemented support for the construction of clean water facilities.

The National Target Program 1719 has invested in the construction of a clean water system from the mountain top to Khe Son hamlet with a pipeline length of more than 5km, completed and put into operation from mid-2025. The water source is taken from the clean stream on Bu Bang - Pha Pang mountain, where there is abundant underground water, leading to each household. Currently, the whole hamlet has 7 large water tanks, reasonably distributed to supply water to all 314 households.

This project has really been effective, improving the quality of domestic water, protecting the health of people. Thereby, contributing to creating trust among people, especially people in the area who benefit from the project, to believe in the special policies of the Party and State...".

By 2025, the whole province had 17,721 households supported with decentralized domestic water under Project 1, National Target Program 1719. Also in Project 1, the whole province has completed 33 centralized domestic water projects. From these clean water projects, tens of thousands of households in ethnic minority and mountainous areas of Nghe An have daily domestic water sources - a minimum need, to gradually stabilize their lives.
