On June 28, the 10th term People's Council of Ho Chi Minh City held its 23rd session (special session).
Attending the meeting were comrades: Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee; Nguyen Van Duoc, Central Party Committee member, Deputy Secretary of the Ho Chi Minh City Party Committee, Chairman of the Ho Chi Minh City People's Committee; Nguyen Tran Phuong Tran, Deputy Head of the National Assembly Delegation; Pham Minh Tuan, Vice Chairman of the Ho Chi Minh City Vietnam Fatherland Front Committee.
The meeting was chaired by comrades: Nguyen Thi Le, Deputy Secretary of the City Party Committee, Chairwoman of the Ho Chi Minh City People's Council; Pham Thanh Kien, Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Ho Chi Minh City People's Council; Huynh Thanh Nhan, Vice Chairman of the Ho Chi Minh City People's Council.

Since the beginning of its term, the HCMC People's Council has well implemented its functions, tasks and powers in accordance with regulations, contributing to the successful implementation of the tasks of economic - cultural - social development, deciding on important issues in building, protecting and developing the city and resolving the legitimate and legal aspirations of voters.
Specifically, the HCMC People's Council always closely follows reality and regularly maintains contact with voters, demonstrated through organizing meetings with voters before and after each session, meeting voters by topic, industry, and gender, listening to opinions of experts and scientists , referring to experiences of localities at home and abroad, contributing to improving the quality of issuing resolutions that are practical, timely, lawful, and in line with the people's wishes.
Supervision and re-supervision activities were strengthened along with the establishment of a Working Group to review and monitor the implementation of resolutions issued by the HCMC People's Council and the supervision conclusions, after the explanation session, which contributed positively to bringing the resolutions and conclusions of the HCMC People's Council into life.

The HCMC People's Council also strengthens working with departments, branches, districts, agencies and units to specifically resolve each case, content of complaints, denunciations and recommendations of the people. Supervises the implementation of the action program of candidates for positions elected by the HCMC People's Council.
The program "People ask - Government answers" and "Dialogue with the city government" continues to promote its role as a public forum for voters, residents and businesses to share, contribute ideas, make recommendations and ask specific questions about issues that the city's citizens and voters are interested in and concerned about.
The program is also a place for the city government to inform and disseminate policies and guidelines of the central government and the city, plans and solutions being implemented or planned to be implemented to the city's voters. At the same time, it encourages departments, branches, agencies and units to promptly resolve issues of concern to the people.
Some highlights of the Ho Chi Minh City People's Council for the 2021-2025 period
1. Timely issue resolutions and organize supervision during the Covid-19 pandemic.
The Ho Chi Minh City People's Council has issued 6 specific policy resolutions related to the city's epidemic prevention and control work, supporting freelance workers, workers who have stopped working, business households, market stalls, and policies to mobilize frontline forces. Resolutions have been issued on taking care of grassroots healthcare, volunteers, lonely elderly people, orphans, and vulnerable groups. These resolutions have become a "security shield" supporting millions of people and businesses.
During the peak of the epidemic prevention and social distancing policy, the HCMC People's Council used hotline 1022 to receive feedback from the people. The information was processed by the People's Council on a daily basis, requiring departments, branches and localities to respond quickly and on time.

2. Many positive results in implementing the Project "Improving the quality and effectiveness of the supervision activities of the Ho Chi Minh City People's Council in the context of implementing urban government, term 2021-2026" according to Resolution 01 of the Ho Chi Minh City People's Council.
3. Resolutely implement Resolution 98 of the National Assembly on specific mechanisms and policies for Ho Chi Minh City.
The People's Council of Ho Chi Minh City has promptly and proactively organized 12 thematic meetings to issue 52 resolutions to specify the policy groups of Resolution 98; regularly organized supervision of the implementation of specific resolutions, requiring commitments on progress and specific evaluation indicators for each department and branch. Thereby, contributing to Ho Chi Minh City achieving many practical and valuable results in implementing Resolution 98.
4. Monitor to resolve people's long-standing petitions and concerns.
The HCMC People's Council focuses on monitoring issues of concern to voters, recommendations, and concerns that have been delayed and not resolved, focusing on thematic monitoring, organizing explanation sessions related to the issuance of certificates of land use rights, house ownership rights and other assets attached to land; monitoring the implementation of social housing projects in the 2016-2025 period.
The monitoring results have identified and clarified specific causes, difficulties and obstacles, comprehensively assessed the contents and responsibilities of each agency and unit, thereby requesting the Ho Chi Minh City People's Committee and departments to focus on directing and implementing specific contents according to the conclusions and monitoring resolutions of the Ho Chi Minh City People's Council.
5. Innovate and expand dialogue channels, connecting the government with the people.
Specifically, during the complicated development of the Covid-19 epidemic, the Standing Committee of the Ho Chi Minh City People's Council established branch number 1 of the 1022 switchboard to receive information to listen to voters' suggestions and recommendations, promptly synthesizing and transferring them to relevant agencies for resolution. The program "Dialogue with the City Government" has been broadcast 30 times on Saturday mornings every month; the program "People ask - Government answers" has been broadcast live 42 times every Sunday morning in the first week of the month.
In addition, innovating the working method, the Standing Committee of the Ho Chi Minh City People's Council also expanded the channel to receive voters' feedback, which is the program "Ho Chi Minh City People's Council accompanies voters"; organized 3 programs "City leaders meet and listen to children's voices" in 2022, 2023, 2025...
