Improving service quality, meeting the increasing needs of society; creating the most favorable conditions for attracting investment, contributing to promoting socio -economic development in the province.
Accordingly, the 8 markets to be cleared according to plan include: Ben Moi market, Phuoc Binh commune, Trang Bang town due to the lack of infrastructure around the market, water supply and drainage system, toilets... It is expected that after clearing, traders will be relocated to Binh Thanh market, Phuoc Binh commune, Trang Bang town; the spontaneous market at K8 bridge (Loc Ninh commune, Duong Minh Chau district) will be cleared and traders will be relocated to Suoi Ong Hung market, Loc Ninh commune, Duong Minh Chau district;
The temporary market at Long Giang intersection, Long Giang commune, Ben Cau district will be cleared, and traders will be requested to go to Long Giang market to trade; Cam An market, Cam Giang commune, Go Dau district will be cleared and traders will be relocated to Cam Giang market; Hai Chau intersection market, Gia Loc ward, Trang Bang town will be cleared, and traders will be relocated to Trang Bang market; Cam Long market, Cam Giang commune, Go Dau district will be cleared, and traders will be relocated to Cam Giang market; Bong Trang market, Thanh Duc commune, Go Dau district will be cleared, and traders will be relocated to Thanh Duc market; Trang Bang old market will be cleared and traders will be relocated to Trang Bang market.
The spontaneous market at K8 bridge (Loc Ninh commune, Duong Minh Chau district) will be cleared.
The 2023-2025 plan will have 12 markets on the list of completed markets. The province will build 3 wholesale markets including: Loc Hung agricultural wholesale market (Loc Thanh quarter, Loc Hung ward, Trang Bang town) will be newly invested in construction; Phuoc Binh agricultural wholesale market (Binh Quoi hamlet, Phuoc Binh commune, Trang Bang town) will be built on public land with an area of over 3 hectares; K13 bridge market (K13 bridge area, Bau Nang commune, Duong Minh Chau district) will be relocated and newly built.
In addition, during this period, many markets are included in the investment, construction and upgrading plan. It is expected to call for investment to deploy 9 commercial centers and 5 supermarkets.
To implement this plan, the Provincial People's Committee assigned the Department of Industry and Trade to preside over and coordinate with departments and branches to advise the Provincial People's Committee to develop a set of criteria on commercial civilization for supermarkets, shopping centers and markets in the province.
Invite and support organizations and individuals to invest in developing a network of markets, supermarkets, and modern shopping centers. Take the lead in coordinating with departments and branches to appraise plans to develop a plan to develop a civilized and modern commercial system for the period 2023-2025 in districts, towns, and cities.
Coordinate with relevant units to propose plans to upgrade and repair facilities and infrastructure of degraded markets that do not meet market standards as prescribed; continue to improve the quality of services in the market in the direction of ensuring food safety, environmental hygiene, origin, and price listing as prescribed.
Organize training and professional development for staff, civil servants, and managers of market systems, supermarkets, and shopping centers. Organize training and coaching for business households and small traders to improve their knowledge of doing business in the online environment.
For the Department of Planning and Investment, carry out procedures for granting investment registration certificates and business registration certificates to enterprises implementing investment projects in markets, supermarkets, and commercial centers according to this plan and in accordance with current legal regulations.
Coordinate with relevant departments, branches and People's Committees of districts, towns and cities to advise the Provincial People's Committee on financial mechanisms in the process of investing, renovating and upgrading facilities and infrastructure of degraded markets that do not meet the criteria of civilized commercial markets according to the provisions of law and instructions of central ministries and branches.
Coordinate with relevant departments and branches to exchange and provide information on enterprises that have been granted investment registration certificates or business registration certificates in the field of modern distribution in accordance with this plan (supermarkets, shopping centers...) in the province.
Coordinate with relevant departments and branches to advise the Provincial People's Committee on mechanisms and policies to support the conversion and investment in the construction of traditional markets. When considering the capacity of investors, pay attention to professional business capacity for supermarket and trade center projects and financial capacity to implement the project. At the same time, preside over and coordinate with departments and branches to monitor approved projects that are slow or not implemented, promptly propose solutions.
The People's Committees of districts, towns and cities are responsible for direct state management of class II and class III markets in their localities. At the same time, based on the orientation data specified in the appendices issued with this plan and the local practical situation, they shall develop and promulgate annual plans for the development of the market, supermarket and commercial center systems in their districts, towns and cities after receiving written appraisal opinions from the Department of Industry and Trade and relevant departments and branches.
Review, update and supplement the Plan for developing a civilized and modern supermarket, trade center and market system in Tay Ninh province for the period of 2023-2025 into the land use planning for the period of 2021-2030, the annual land use plan submitted to the Provincial People's Committee for approval as a basis for land recovery, land allocation and land lease on the basis of implementation in accordance with the provisions of the Land Law.
Appraise, approve and monitor the progress of investment projects to build, repair and upgrade the market, supermarket and trade center systems in the area in accordance with this plan and the annual plan to develop the market, supermarket and trade center systems in the district, town and city that has been approved.
The People's Committees of districts, towns and cities must be proactive and coordinate with departments and branches in resolving problems arising during the implementation of this plan. Coordinate with departments and branches to inspect, examine and handle violations of the law during the operation of the market system, supermarkets and commercial centers in the area. At the same time, the People's Committees of districts, towns and cities must take primary responsibility for the relocation, clearance and the emergence of spontaneous business locations and areas in the area.
