Solutions for developing party organizations and party members in non-state enterprises in Lao Cai

In Lao Cai province, in recent times, the work of building and consolidating grassroots party organizations and improving the quality of party members in non-state enterprises in the province has received attention from Party committees and authorities at all levels and has had positive changes. Thanks to that, the leadership capacity and quality of activities of grassroots party organizations have been increasingly improved; the number and quality of party members have developed and the structure has been reformed to be more reasonable.

Besides the achieved results, the work of developing party members and recruiting party members in non-state enterprises in Lao Cai province still has certain difficulties and limitations.

Faced with that situation, based on the policies and directions of the Central and Provincial Party Committees, Party committees and Party organizations in the province have paid attention to leading, directing and proposing many solutions to overcome difficulties and obstacles in the work of building and developing Party organizations and Party members in non-state enterprises to meet the requirements of the new situation.

The scientific topic "Solutions to develop party organizations and party members in non-state enterprises in Lao Cai province" is carried out for 32 months, from September 2022 to June 2025.

The topic was clarified through 8 topics and was researched at 3 levels: province, district, commune; at non-state enterprises with party organizations and party members in some localities across the country; researched at non-state enterprises in Lao Cai province with or without party organizations and party members, with the research period from 2010 to 2024.

The Lao Cai Party Committee of Agencies and Enterprises organized a scientific workshop to give opinions on the research content of the topics. The delegates were leaders of the Party building committees of the Provincial Party Committee; standing committees of district, city and town Party committees; standing committee of the Provincial Party Committee of Agencies and Enterprises, Provincial Business Association; members of the scientific research topic; representatives of non-state enterprises in the province. They studied, discussed, provided additional theoretical and practical bases, and proposed practical solutions with high feasibility. This is the basis for the scientific research topic to be comprehensively completed, of good quality, and applied to achieve high results in the new period.

In practice, over the past time, especially since its re-establishment, Lao Cai province has always paid special attention to the development of party organizations and party members in non-state enterprises. This is demonstrated through the fact that party committees and party organizations at all levels have promoted propaganda work to cadres, party members and workers about the Party's policies and guidelines in many forms such as conferences for reporters, collaborators, and media agencies; and contacting and exchanging with business leaders to clearly understand the role, significance and policies of the Central and Provincial Party Committees in building and developing grassroots party organizations and developing party members in private economic units.

The highlights and creative ways of doing this work are demonstrated through the organization of seminars and conferences on "Party organization building and admitting party members in enterprises under the Party Committee of the Bloc"; evaluating the results of implementing the Program of coordination between the Party Committee of the Bloc and the Provincial Federation of Labor on directing the development of party members, grassroots party organizations and developing union members, establishing grassroots unions in non-state enterprises in the period of 2021-2025.

Coordinate with the Provincial Economic Zone Management Board on building Party and mass organizations in private economic units in Lao Cai province, period 2022-2025, orientation to 2030; sign the coordination regulations between the Provincial Party Committee of Agencies and Enterprises and Lao Cai City Party Committee in leading, directing and managing the building of Party organizations associated with building clean and strong agencies and units; open separate classes on Party awareness for the masses who are workers at factories and Tang Loong industrial parks.

In 2024 alone, 2 private economic units established party organizations; admitted 44 outstanding people in private economic units into the Party, reaching 8.07% of the total number of party members in private economic units, exceeding the plan target for implementing Project No. 24-DA/TU dated October 21, 2022 of Lao Cai Provincial Party Committee on building party and mass organizations in private economic units in Lao Cai province, period 2022-2025, orientation to 2030 (annual plan, development of 4%).

Comrade Nguyen Huu Long, Member of the Provincial Party Committee, Deputy Secretary of the Party Committee of Lao Cai Provincial Party Agencies, Head of the project, affirmed: The objective of the project is to study theoretical and practical issues related to the development of party organizations and party members in non-state enterprises in Lao Cai province in recent times, thereby proposing solutions to develop party organizations and party members in non-state enterprises in the province, contributing to the effective implementation of the Central Committee's and Lao Cai Provincial Party Committee's guidelines on building party organizations and party members in non-state enterprises in Lao Cai province.
